Book excerpt: Formed in 1947, the United Nations Economic Commission for Europe (UNECE) was the first postwar international organization dedicated to economic cooperation in Europe. Linking the universalism of the UN to European regionalism, both Cold War superpowers, the USA and the Soviet Union, were founding members of the UNECE. Building on the League of Nations' difficult heritage, and in an increasingly challenging political environment, the UNECE's mission was to facilitate European cooperation transcending the boundaries set by the Cold War . With a number of competitor organizations set against it, the UNECE managed to carve out a niche for itself, setting norms and standards that still have an impact on the everyday lives of millions in Europe and beyond today. Working against an overwhelming geopolitical trend, UNECE succeeded in bridging the Cold War divide on several occasions, and maintained a broad system of contacts across the Iron Curtain. This book provides a unique study of this important but hitherto under-researched international organization. Incorporating research on the Cold War, the history of internationalism and European integration, Stinsky weaves these different threads of historical enquiry into a single analytical narrative.

Book excerpt: The integration of the Central and Eastern European transition countries into the European Union is one of the most exciting economic policy issues of today. The book provides a detailed analysis of the economic effects which EU integration has on accession countries. It shows that these countries have already managed to fully remove the anti-trade bias with the EU that existed before the fall of the iron curtain. Benefits from further integration into the EU could result in particular from the fact that full membership in the European Community will increase the credibility of government policy in accession countries. The study explores in depth how these credibility effects can be quantified. The author develops a novel approach to model the transformation process within a dynamic computable general equilibrium framework. Furthermore, he estimates the potential income and welfare effects of EU integration for Poland, the largest transition country with EU candidate status.

In parallel with the movement toward widening and deeping of western European economic integration, we find an increased integration of eastern Europe to world trade and finance as well as regional integration in North America and in East Asia. The book on hand provides a collection of recent research by leading scholars and practicians in this field. It is divided into three parts. The first part deals with some theoretical aspects of international integration, the second and the third part attend to implications of concrete forms of international integration inside and outside Europe. Part I starts with a neoclassical analysis of the impacts of factor-market integration by Franz Peter Lang. He investigates the effects on production level, production structure, demand level and structure of external trade of a "small integration area". Lang shows that the specific welfare effects of factor-market integration can only be realized if and only if external trade (between the integration area and the rest of the world) is increased too.

Book excerpt: This paper sets out a detailed quantitative analysis, based on standard econometric models, of the trade trends in the CIS countries, focusing on its low-income members; as well examining the nature of the existing CIS intra-bloc trade. Findings include that overall, progress in the trade area was slower in the low-income economies (CIS-7) than in the higher income CIS members, reflected in lower overall export level and slower export growth, a higher trade deficit, and a lower share of manufacturing exports. On balance, the CIS free trade area is a beneficial, trade-facilitating bloc, although the potential benefits of CIS trade integration remain badly underutilised.

These are some of the burning questions, which dominate the current politicized debate on immigration in Western Europe. In this book, leading historians and social scientists analyze and compare a variety of settlement processes in past and present migration to Western Europe. Identifying general factors in the process of adaptation of new immigrants, the contributors trace social changes effected by recent European immigration, and the parallels with the great American migration of the 1880s-1920s. The history of migration to Western Europe and the way these migrants found their place in the receiving societies, is not only essential to understand the way nations deal with newcomers in the present, but also constitutes a highly interesting laboratory for different paths of integration now and then. By analyzing and comparing a wealth of settlement processes both in the past and in the present this book is both a bold interdisciplinary endeavor, and at the same time the first attempt to identify general factors underlying the way migrants adapt to their new surroundings, as well as how societies change under the influence of immigration. The chapters in the book both look at specific groups in various periods, but also analyses the structure of the state, churches unions and other important organized actors in Western European nation states. Book excerpt: This paper analyses the impact of large and persistent emigration from Eastern European countries over the past 25 years on these countries’ growth and income convergence to advanced Europe. While emigration has likely benefited migrants themselves, the receiving countries and the EU as a whole, its impact on sending countries’ economies has been largely negative. The analysis suggests that labor outflows, particularly of skilled workers, lowered productivity growth, pushed up wages, and slowed growth and income convergence. At the same time, while remittance inflows supported financial deepening, consumption and investment in some countries, they also reduced incentives to work and led to exchange rate appreciations, eroding competiveness. The departure of the young also added to the fiscal pressures of already aging populations in Eastern Europe. The paper concludes with policy recommendations for sending countries to mitigate the negative impact of emigration on their economies, and the EU-wide initiatives that could support these efforts.
