Small country size and remoteness from global economic centers may have contributed to this relatively poor performance. However, the emergence of Asia as a global economic center presents Pacific island countries with an unprecedented opportunity to develop trade with Asia, particularly in tourism for a number of PICs. Moreover, if a strong two-way linkage is established between tourism and agriculture, Pacific island countries stands a better chance to improve broad-based growth.

It focuses on the sailors who led the exploration and settlement of the islands and New Zealand and their seagoing descendants, providing along the way new material and unique observations on traditional and commercial seagoing against the background of major periods in Pacific history. The book begins by detailing the traditions of sailors, a group whose way of life sets them apart. Like all others who live and work at sea, Pacific mariners face the challenges of an often harsh environment, endure separation from their families for months at a time, revere their vessels, and share a singular attitude to risk and death. The period of prehistoric seafaring is discussed using archaeological data, interpretations from interisland exchanges, experimental voyaging, and recent DNA analysis. Sections on the arrival of foreign exploring ships centuries later concentrate on relations between visiting sailors and maritime communities. The more intrusive influx of commercial trading and whaling ships brought new technology, weapons, and differences in the ethics of trade. The successes and failures of Polynesian chiefs who entered trading with European-type ships are recounted as neglected aspects of Pacific history. As foreign-owned commercial ships expanded in the region so did colonialism, which was accompanied by an increase in the number of sailors from metropolitan countries and a decrease in the employment of Pacific islanders on foreign ships. Eventually small-scale island entrepreneurs expanded interisland shipping, and in 1978 the regional Pacific Forum Line was created by newly independent states. This was welcomed as a symbolic return to indigenous Pacific ocean linkages. The book’s final sections detail the life of the modern Pacific seafarer. Most Pacific sailors in the global maritime labor market return home after many months at sea, bringing money, goods, a wider perspective of the world, and sometimes new diseases. Each of these impacts is analyzed, particularly in the case of Kiribati, a major supplier of labor to foreign ships.

Book excerpt: The Pacific Islands are small, developing island states which are challenged by their small size, geographical isolation and the unvaried production possibilities. Increased trade in services, facilitated by the ICT revolution, may provide for some much needed economic development. After assessing the offensive potential for services in this complex region, this paper addresses the services liberalisation negotiations in which the Pacific Islands are partaking, both intra- and inter-regionally. While intra-regional economic integration is insufficiently moving forward, the on-going inter-regional liberalisation negotiations, i.e. with the European Union, and with Australia and New Zealand, are unlikely to cater for the Pacific's offensive interests in services. Therefore, and to avoid excessive negotiation costs and implementation difficulties, it is argued that the Pacific would better halt all on-going talks and seek accession to one of two mega-regional trade negotiations around the Pacific rim: the Trans-Pacific Partnership or the Regional Comprehensive Economic Partnership.

Book excerpt: Pacific island governments embraced the concept of reciprocal free trade agreements in the late 1990s in response to shifts in their historical relationships with their major donors and the ascendancy of neoliberal globalisation as the dominant model of development. Since then, they have placed a great deal of faith in this model as a pathway to sustainable development to generate economic growth, employment and as a means to achieve development goals such as poverty alleviation. The thesis examines whether international economic treaties and trade rules constrain development strategies and policy choices of the fourteen Pacific Island Countries (PICs). The thesis focuses on services liberalisation with special reference to tourism services, using as its analytical framework the theory of ‘Three Moments’ in law and development doctrine, as advanced in 2006 by Trubek and Santos in The New Law and Economic Development: A Critical Appraisal. Using this framework, it examines the interface of two competing paradigms of development - neoliberalism and the Right to Development. The thesis also explores how the liberalisation efforts on trade in services have been rationalised and advanced at the international level through the General Agreement on Trade in Services (GATS) and at the regional level through the negotiations of regional free trade agreements such as the Economic Partnership Agreement (EPA) and the Pacific Agreement on Closer Economic Relations (PACER Plus), and the implications for policy and regulatory decisions at the national level in the PICs, especially those who are members of the World Trade Organization. The thesis supports two main conclusions. First, the prevailing neoliberal model of development, embodied in the Second Moment of Law and Development, is not appropriate for the PICs in their pursuit of sustainable development. Second, there are signs of a possible shift towards a Third Moment in the region, but this potential is constrained by the instruments of international economic law, as well as political pressure from the PICs’ key trading partners who are also major donors.
