GMS is an innovative system developed by the Commonwealth Secretariat for gender mainstreaming. The system is a comprehensive network of structures, mechanisms and processes for bringing a gender perspective to bear on all government policies, plans, programmes and projects. The kit consists of a handbook which presents the GMS in detail; sectoral guides to gender mainstreaming in specific sectors; and resource documents to assist the user in gender analysis, monitoring, evaluation and other aspects of gender mainstreaming. Each sectoral guide also has a corresponding Quick Guide - a short, user-friendly publication presenting the essential points. It discusses the formation of state policy on gender and development in India in the post-1990 period through three key organising concepts of institutions, discourse, and agency. The book pays particular attention to whether the international policy language of gender mainstreaming has been adopted by the Indian state, and if so, to what extent and with what results. The author examines how these issues play out at multiple levels of governance – at both the national and the subnational (state) level in federal India. This comparative aspect is particularly important in the context of increasing autonomy in development policymaking in India in the 1990s, divergent development policy approaches and outcomes among states, and the emerging importance of subnational state development policies and programmes for women in this period. The author argues that the state is not a monolith but a heterogeneous, internally differentiated collection of institutions, which offers complex and varying opportunities and consequences for feminists engaging the state. Demonstrating that the Indian empirical case is illuminating for studies of the gendered politics of development, and international debates on gender mainstreaming, the book highlights the politics of negotiating gender equality strategies in the contemporary context of neo-liberal development and brings together complex issues of modernity, postcolonialism, identity politics, federalism, and equality within the broader context of the world’s largest democracy. Book excerpt: Abstract: This paper reviews empirical findings from economic analyses of the role of gender equality and women's empowerment in reducing poverty and stimulating growth. Going beyond the large literature documenting the impact of female education on a range of development outcomes, the paper presents evidence on the impact of women's access to markets (labor, land, and credit) and women's decision-making power within households on poverty reduction and productivity at the individual and household level. The paper also summarizes evidence from studies examining the relationship between gender equality and poverty reduction and growth at the macro level. Although micro level effects of gender equality on individual productivity and human development outcomes have been well documented and have important ramifications for aggregate economic performance, establishing an empirical relationship between gender equality and poverty reduction and growth at the macro level has proven to be more challenging. The paper concludes by identifying priority areas for future research.

Subtitled "Confronting the Challenges of Gender Equality and Fragile States", this year's report highlights two key thematic areas-gender equality and empowerment of women (the third MDG) and the special problems of fragile states, where extreme poverty is increasingly concentrated. The report, which is jointly issued by the World Bank and the International Monetary Fund, argues that gender equality and the empowerment of women are central to the development agenda. This is because gender equality makes good economic sense and because it helps advance the other development goals-including education, nutrition, and reducing child mortality. Rapid progress has been made in some areas, such as achieving educational parity for girls in primary and secondary school in most countries. But in many other dimensions-including political representation and participation in nonagricultural employment-performance still falls short. Better monitoring and efforts at mainstreaming gender equality requires realistic goals, strong leadership, technical expertise, and financing.

Book excerpt: We study whether higher gender equality facilitates economic growth by enabling better allocation of a valuable resource: female labor. By allocating female labor to its more productive use, we hypothesize that reducing gender inequality should disproportionately benefit industries with typically higher female share in their employment relative to other industries. Specifically, we exploit within-country variation across industries to test whether those that typically employ more women grow relatively faster in countries with ex-ante lower gender inequality. The test allows us to identify the causal effect of gender inequality on industry growth in value-added and labor productivity. Our findings show that gender inequality affects real economic outcomes.
