Traditionally, trade agreements in the Americas were concerned with economic questions and paid little attention to human rights. However, in the wake of the 'new regionalism', which emerged at the end of the last century, more clauses addressing social issues such as labour rights and environmental standards were inserted in trade agreements. As economic integration increased, a framework for the protection of human rights evolved. This book argues that this framework allows for human rights protection on a transnational level, while constructing regional identities. Looking at the four key regional integration processes, namely the Caribbean Community, the Central American Integration System, the Andean Community of Nations and the Southern Common Market, and also at the North American Free Trade Agreement, it shows how the integration process has reached a considerable degree of consolidation. The Ford Foundation endorsed this alliance between the universities of the region to provide scientific and technical support to social inclusion projects aimed at generating equity. The financial resources provided by the Ford Foundation and the time allocated by the professors and researchers of the Universidad Autónoma, Universidad ICESI, Universidad de San Buenaventura-Cali and Universidad del Valle made this research and its publication in a book possible. This book discusses different theoretical guidelines used in the definition of a region, considered useful as analytical references for the empirical proposal in this book about the 28 municipalities in northern Cauca and southern Valle. Its six chapters describe the patterns of territory occupation, the socio-demographic characterization of the municipalities of the extended city-region, the region's economic structure components, the labor market imbalances, the analysis of the political-electoral heterogeneity of the urban agglomeration of Cali, and some conclusions and policy recommendations. Hence, based on a conceptual and methodological model, the empirical analysis furthered in this book indicates that Cali, as the main urban center, should include in its development plans and territorial planning more effective measures to know, assess, and plan—together with the neighboring municipalities, not only those of the department of Valle itself but those of the urban-rural periphery or hinterland of the southwest, which includes the municipalities of southern Valle and northern Cauca—, albeit through less asymmetrical relations and more shared associations to face a set of common problems that affect the entire region whose epicenter is Cali.

Higher growth rates and growing employment, but also innovative wage policies and social programs, have contributed to reducing poverty and narrow income disparities. Yet, despite this progress, nation-states in the region demonstrate little capacity to substantially change their patterns of deeply rooted inequalities. Focusing on the limits and challenges of redistributive policies in Latin America, this volume synthesizes and updates the discussion of inequality in the region, introducing the perspective of global and transnational interdependencies. The book explores the extent to which redistributive policies have been interlinked with the provision and quality of public goods as well as with structural changes of the productive sector. Inspired by structuralist and neostructuralist thinking of Latin American economists, such as Raúl Prebisch and Celso Furtado, authors question the redistributive impact of the interplay of recent macroeconomic, fiscal and social policies, particularly under left and center-left administrations committed to greater equality.
