It is the world’s second-most populous country, with a population of 1028 million and, of this, 285 million (27.8%) live in its 7,935 cities and towns (as per census 2011). Economic reforms have given a push to the process of urbanization and it is expected that by 2050, half of its population will be living in cities and there will certainly be an increase in the number of cities and towns. The land available for development is scarce in cities, with serviced urban land being scarcer and mostly privately owned. It is therefore imperative to design a land management tool catering to both the existing developmental need and the future urban growth. Indian cities have the urban development planning process is done at a hierarchical level. Urban development is regulated to the macro-level plan by the Development Plan or Master Plan which is a statutory instrument to control, direct and promote the growth of the development and redevelopment of the urban area. The development plan is prepared with the view of achieving maximum social and economic benefits. A micro-level plan, on the other hand, indicates details and specific locations of various activities and facilities as suggested in the development plan. Therefore, town planning schemes are necessary for the implementation of the development plan.

This book takes steps toward resolving these problems by providing a clear theoretical position to practically examine urban planning systems within democratic governance settings: the basis of planning’s legitimacy and action. Joining practical planning with political science perspectives and the work of critical theorists such as Jürgen Habermas, it directly examines urban planning as a process of governance. The dilemmas inherent to democracy are used as key organising principles and challenges for planning. Collective knowledge development and steering processes are examined as the core purposes of urban planning. Communicative planning’s grounding in the work of Habermas is revisited to develop practical ways of examining overall planning systems. This theoretical approach can be adapted to a range of planning systems and settings beyond those examined in the book, such as corporate or political realms. It is one of only a few analyses that bring together theoretical understandings and grounded and practical analyses of an Australian planning system. Conceptual and highly practical explanations of how and why the Victorian system does and doesn't ’work’ are revealed. The book demonstrates how specific placed-based understandings, and meaningful comparison between planning systems, can be made using critical theory to suggest positive change.

In particular, it is con cerned with the differences in approach of the Dutch and English planning systems and the contrasting ways in which they are used to guide, promote and control development. The book results from a research study in which members of staff at Delft of Technology and Oxford Polytechnic compared local planning and University development in the Netherlands and England. The aim was to investigate ways in which development was promoted and controlled under different planning systems. The research was subsequently developed along two converging lines. One was an examination of over twenty case studies of plan making and the con trol of development in the cities of Leiden and Oxford. The other was a study of the two planning systems and the ways in which the respective approaches to planning were seen to relate closely to the contrasting legal and administrative systems and differences in development practice. The convergence of the two lines of enquiry produced a tension between empirical observations and theoretical supposition which led to a fruitful development of ideas about the nature of the two planning systems and how they promote and control develop ment.
