Book excerpt: This study used the techniques of futures study to determine what group behavioral techniques California law enforcement managers will use to achieve an organizational vision by the year 2001. Subissues considered were whether or not fiscal cutbacks will impact the use of group behavioral techniques in law enforcement, whether or not technological advances will modify how organizational vision is achieved, and whether or not the use of group behavioral techniques will be effective in the development of an organizational vision in law enforcement's diverse and changing work force. The problem-analysis techniques used were trend and event forecasting, cross-impact analysis, a literature review, and supporting information obtained from structured interviews. The normative scenario developed during the futures study portrayed the Orange County Marshal's Department as using a holistic-management approach for the development of its organizational vision. This approach uses a system-wide strategy to develop an organizational vision. Departmental cohesiveness is built by allowing departmental members at all levels to have input into the design of the organizational vision. Once developed, the vision is then communicated from the top down in manageable organizational increments. Techniques for transition management in the implementation of the holistic-management approach are presented.
