Book excerpt: Politics of the Wild details the 353 species at risk in Canada and considers both the intrinsic and the instrumental reasons for protecting biological diversity. It examines the need for habitat protection, terrestrial protected areas such as national parks, marine species at risk, and the various legislative and interest group attempts to preserve biodiversity. Public policy on endangered species is considered from both historical and comparative perspectives, as is Canada's role in establishing international agreements--the Convention on International Trade in Endangered Species and the Convention on Biological Diversity--and the government's failure in recent years to meet the obligations of these and other environmental agreements. The final chapter looks at the Species at Risk Act (SARA) and its recent predecessor, Bill C-65, and reveals the difficulties of crafting and passing such legislation in an increasingly decentralized federal state such as Canada. Both legislative attempts were criticized--by the environmental policy community for not doing enough, and by the provinces and business for trying to do too much. All the while, diverse regional interests and economic imperatives run the risk of endangering far more than merely Canadian species at risk.

Climate change, acting alone or in combination with other stressors, may pose an important emerging threat for many of these species. Several tools to assess climate change effects are being developed for use by resource managers to categorize the relative vulnerability of selected species to climate change. In response to the Lake Simcoe Protection Plan, Ontario's Adaptation Strategy and Action Plan: 2011-2014, and the Ministry of Natural Resources' Climate Change Strategy, vulnerability assessments have been completed for selected natural assests in the Lake Simcoe watershed. By testing the model against a subset of high priority provincially rare species found within the Lake Simcoe watershed the authors objectives were to: categorize the relative vulnerability of each species; identify species-level indicators that are useful for assessing vulnerability to climate change; identify the key factors causing species vulnerability.--Document.

Book excerpt: In 2007, the Province of Ontario passed a new Endangered Species Act (ESA). Following a year-long review process with stakeholders, the Ontario government, led by the Ministry of Natural Resources (MNR) developed this legislation, which identifies Ontario as the North American leader in species-at-risk protection and recovery, and claims to be the first to combine science-based listing of species at risk with mandatory habitat protection and mandatory recovery planning. This is consistent with an election campaign promise made by the Ontario Liberal party. Regulations guiding the implementation of the new legislation have been approved, along with an expansion in the number of species to be covered, changed roles for affected landowners/land users, and changed impacts on both protected species at risk habitat and on affected landowners in Ontario. The legislation is now being implemented and enforced. The purpose of this paper is to describe the provisions of the Ontario ESA, provide an economic analysis of these provisions, and make recommendations for improvements.
