Book excerpt: The Baltic Sea area has for centuries been a hub of international activity and exchange, embodied in particular by the Hanseatic League, with resulting conditions of intense cooperation and shared prosperity. It is therefore not surprising that, contrary to widespread fears, the situation in the region did not break loose after the bitter divisions imposed by the Cold War: in more ways than one, the region constitutes another 'mediterranean' area, with a potential for political solidarity and common security. In many of the countries on the shores of the Baltic the urge for European reintegration, in economic, political and security terms, has been particularly insistent; in others, less so. Which accounts for the fact that their international institutional statuses remain quite heterogeneous. This does not in itself diminish regional stability, while promoting differentiated formulas of convergence and cooperation that are conducive to overall security.--

Over the span of a few years, we have witnessed the collapse of the Soviet Union and the unification of Ger many. This process has had far-reaching implications for Northern Europe: the Baltic states have attained independence, and with the establishment of the Baltic Sea regional co-operation and the Barents co-operation, a new type of East-West relations has come into being. The process of change continues. Its latest manifestation is the agreement between Russia and NATO, and NATO and EU enlargement is expected to take place over the next few years. With such far-reaching transformations, we need to reflect on what is hap pening. We need a more coherent picture of the new situation in Northern Europe and of where we are heading. This Yearbook is an attempt to fulfil this need. I would like to thank the editors for taking this initiative, which has been long awaited by those of us who have been actively interested in the improved relations between the former East and the old West that have been made possible by the end of the Cold War - and particularly in the new opportunities for cross-border co-operation and integra tion in the North European and Baltic space.

The format involved a wide-ranging international group of poli- formers and advisers from NATO, Partner and other countries, in a unique forum for intensive expert discussion. Background The international community is increasingly conscious of the need to develop new energy security strategies in order to protect global energy supplies from regional instability and terrorism. Energy security is a vital element in international stability. However, a variety of energy-related economic, technical, and military/political factors pose serious challenges to the international community’s pursuit of energy security and stability: The global economy is expected to continue to be largely dependent on oil and gas for the next twenty to thirty years. Current levels of production may need to be doubled in this period, with most of the increment coming from the Gulf States who control 66% of global oil reserves and 40% of global natural gas reserves. There are forecasts of significant capacity shortfalls.
