Book excerpt: This Technical Assistance report highlights that setting up a liquidity forecasting framework would go a long way in establishing a key building block allowing the Royal Monetary Authority of Bhutan (RMA) to fulfil its legal mandate to formulate and implement monetary policy in ways better aligned with current central bank practices. The structural liquidity surplus, mainly due to foreign reserves accumulation, has been broadly stable in the absence of RMA intervention. The paper discusses that the volatility of autonomous factors and the fragmentation of the money market justify ambitious steps by the RMA towards setting up a liquidity management framework. The mission identified several constraints and gaps that need to be addressed to support the effectiveness of a liquidity forecasting framework. The mission’s recommendations presented in the report aim at streamlining the processing of the Government’s financial transactions and cash balances. Looking ahead, monetary policy transmission would benefit from developing RMA’s liquidity forecasting and management capacity.

Book excerpt: The book puts into plain words a changing dimension of politics in a traditional regime and offers an insight into the emerging transition to royal, semi-authoritarian democracy in Bhutan. Bhutan represents a political system which coalesces the rhetorical acquiescence of democracy with illiberal authoritarian attributes under the former royalist shadow. Royal democracy is a myth and only paints the frontage of democracy. The smokescreen of this kind of authoritarian regime is not yet democracy but is instead a new form of semi-authoritarian rule. The political reforms in Bhutan were orchestrated by the “traditional regime and elites in a traditional society” as a tightly controlled, top-down process without devolution of power outside the regime. Royal Democracy can best be understood as an attempt to construct a political regime that impersonates democratic institutions but works outside the logic of political representation and seeks to repress any vestige of genuine political pluralism. Exploring the authoritarian logic behind the democratic rhetoric is especially important for Bhutan, which is today glorified by the UN as “The Mecca of Gross National Happiness” and depicted by many as a model of top down democracy on popular media and in academia. Holding State controlled elections alone does not create a cure for deeper political, economic, and social predicaments besetting Bhutan and does not create a solid foundation for democratic transition. The glitter of royal, semi-authoritarian democracy is a “Jigmecracy,” an old Jigme’s system with new labels, a classic case of transition from a traditional regime in a traditional society.

Slower growth reflects policy efforts to contain overheating pressures in the form of restrictions on credit for construction and vehicle. Inflation has remained elevated, tracking closely that of India (Bhutan’s main trading partner). Social development indicators have improved steadily, and Bhutan is on track or has achieved most of its Millennium Development Goals. Growth is projected to recover to 61⁄2 percent in FY2014, driven mainly by a pick-up in hydropower-related construction activities and domestic services.

Book excerpt: Since the group of least developed countries (LDCs) was identified in 1971, only five countries have graduated from the group, all of which are characterised by small size or population. The projections are that the next decade will see a rapid increase in the pace of graduation, with Bangladesh in particular poised to be one of the largest countries, in terms of its economy and population, yet to leave the group. While previously many LDCs viewed the prospect of graduation with some apprehension, fearing significant erosion of international support, increasingly, the move is being seen as a more positive landmark. This book aims to articulate appropriate strategies and initiatives to help Bangladesh to maintain its developmental momentum and to prepare for a sustainable graduation in 2024. In doing so, the book explores themes such as key analytical issues of the LDC graduation paradigm, smooth transition and structural transformation, and post-graduation challenges and opportunities. Further, against the backdrop of Gross National Income per capita, the Human Assets Index and Economic Vulnerability Index goals required for graduation, the Sustainable Development Goals (SDGs) set by the 2030 Agenda will also be in the process of implementation. Whilst some feel that the two agendas might be in conflict, the book teases out some of the important synergies which can be drawn when LDCs are undertaking the journey of graduation in the era of the SDGs.
