Book excerpt: A traditional paradigm in development economics assumes that the process of modern economic growth is associated with a major shift in labor from rural hinterlands to urban industrial centers. However, the logic of economic development does not dictate that industrialization and urbanization are intertwined and inseparable, as assumed in the traditional paradigm. The studies reported in this volume examine whether an alternative route of economic development might exist in which the modern production base also moves into the rural sector instead of the rural labor force alone moving into the urban sector. Part I focuses on historical experiences in Japan such as technical and institutional innovations in rice marketing, and the formation of Toyota's relationship with suppliers. Part II reports on current developments in East Asia including the rural garment and weaving industries in Northern Thailand, and rural entrepreneurship and industrial development in Korea.

Rural Wealth Creation makes numerous contributions to research on sustainable rural development. Important distinctions are drawn to help guide wealth measurement, such as the difference between the wealth located within a region and the wealth owned by residents of a region, and privately owned versus publicly owned wealth. Case study chapters illustrate these distinctions and demonstrate how different forms of wealth can be measured. Several key hypotheses are proposed about the process of rural wealth creation, and these are investigated by case study chapters assessing common rural development strategies, such as promoting rural energy industries and amenity-based development. Ghana is one of the biggest success stories of the region; the nation has enjoyed an annual average of five percent economic growth for the past 20 years and will probably be the first Sub-Saharan African country to achieve the Millennium Development Goal of cutting poverty in half by 2015.This study examines how Ghana can build on its achievements and possibly serve as a model for other African countries. By drawing on existing literature and applying a highly disaggregated dynamic general equilibrium model to Ghana's experiences, the authors identify certain necessary factors for further economic development in the country. These requirements include continued political stability, growth in manufacturing, improved domestic services such as transportation, and agricultural development that goes beyond past reliance on cash crops such as cocoa to include major staples and livestock. This kind of broad-based growth will benefit the entire economy, thereby reducing poverty. The authors' analysis provides an economic development strategy for Ghana, and possibly other countries in the region, to policymakers, development specialists, and others concerned with Sub-Saharan Africa.

Labour was often equated with other factors of production, and assigned a relatively passive role. Yet it was labour absorption and the improvement of the quality of labour over the course of several centuries that underscored the timing, pace and quality of global industrialization. While science and technology developed in the West and whereas the use of fossil fuels, especially coal and oil, were vital to this process, the more recent history has been underpinned by the development of comparatively resource- and energy-saving technology, without which the diffusion of industrialization would not have been possible. The labour-intensive, resource-saving path, which emerged in East Asia under the influence of Western technology and institutions, and is diffusing across the world, suggests the most realistic route humans could take for a further diffusion of industrialization, which might respond to the rising expectations of living standards without catastrophic environmental degradation.
