Book excerpt: The December 1985 program session of the Library of Congress Network Advisory Committee (NAC) focused on determining the effectiveness of networking, identifying a common vision or goal, and developing a strategy to accomplish that goal. The program session included remarks on the role of the regional networks in national networking by Louella V. Wetherbee; a consideration of RLG (Research Libraries Group) in a nationwide network by Richard F. McCoy; a discussion of state libraries in national networking by James A. Nelson; presentations by private sector representatives and local systems representatives; and an overview and comments by Ronald F. Miller. The following papers, included in their entirety, were also presented: (1) "A Common Vision--Networking for Networkers and Librarians" (JoAn S. Segal); (2) "The Nationwide Network and OCLC--A Vision and a Role" (Rowland C. W. Brown); (3) "National Libraries' Vision of the Nationwide Network and Their Role in That Network" (Henriette D. Avram, Lois Ann Colaianni, and Joseph H. Howard); and (4) "A User's View of Networking" (Barbara D. Cooper). Also included are a list of conference attendees and summaries of NAC questionnaire responses, working group discussions, and the business session. A definition of networking, basic premises underlying library networking, questions for the NAC, and the conference agenda are appended; and a 12-item bibliography is provided. (KM)

Book excerpt: This report of a study of the CONSER (CONversion of SERials) project begins with an overview of the history of the project. Developments leading to the study are described in the second section, and the third section addresses data gathering through a literature search, a CONSER participants meeting, and interviews. Findings, discussion, and recommendations on the following issues are presented in the fourth section: (1) CONSER name; (2) project definition; (3) goals and objectives; (4) the CONSER database; (5) database records; (6) operations, including quality control, cataloging rules, database maintenance, NACO (Name Authority Cooperative), self-authentication, training, the Linked Systems Project, holdings, and documentation; (7) statistics; (8) costs of CONSER participation; (9) membership; (10) management structure; and (11) the CONSER coordinator. THe fifth section contains additional observations on criticisms of CONSER, subject analysis, future serials publishing, database ownership, relationship with other bibliographic utilities, and system independence. The appendix includes the work statement guiding this study, a 32-item selective bibliography, a flyer on the study, an Association of Research Libraries newsletter article on the study, a CONSER participants meeting summary, a list of individuals contacted, recommendations of the report, CONSER goals and objectives, and the CONSER plan of action. Book excerpt: The first half of the proceedings consists of three papers presented during the program session of a Library of Congress Network Advisory Committee (NAC) meeting. The first, a background paper by Robert L. Oakley, identifies some of the problems that modern information technology has created for the intellectual property system in the United States; reviews several alternative proposals for dealing with the problems; briefly examines the ways in which Canada and the United States have approached the same issues; and concludes that these problems are solvable through amendment, new "sui generis" approaches, and expanded roles for an administrative agency, or through the development of voluntary or compulsory licensing mechanisms. In the second paper, Shirley Echelman comments on issues raised by Robert Oakley's report, and summarizes presentations given at a previous program session. The third paper, by Robert J. Kost, interprets an Office of Technology Assessment report about intellectual property rights and explains why the marriage between the law and technology is currently "on the rocks." The second half of the proceedings is a report on the business session of the NAC. Appendixes include the meeting agenda; a list of working groups; criteria for membership in the NAC; a list of suggested and prioritized topics for future research on networking; and a statement from the American Library Association on the phone companies' open network architecture plans filed with the Federal Communications Commission and a request for input on these plans from libraries.
