Book Toward a 21st Century Defense Logistics Enterprise

Download or read book Toward a 21st Century Defense Logistics Enterprise written by Daniel Gouré and published by . This book was released on 2013 with total page 15 pages. Available in PDF, EPUB and Kindle. Book excerpt: Historically the focus of the defense acquisition and sustainment system has swung pendulum-like between two policy objectives. At one end of the arc, the goal is effectiveness: insuring that the military gets the best equipment and support available as rapidly as possible even if this means choosing a more costly alternative. Effectiveness is the priority when U.S. forces are engaged in combat as they have been for the past decade. At the other end of the arc, the goal is efficiency: providing solutions based generally on lowest cost. In order to achieve efficient outcomes, the acquisition system tends to increase oversight and slow down the process of buying goods and delivering services. A focus on efficiency is common in peacetime, particularly when defense budgets are declining. The current period in world history can be characterized as 'neither war nor peace.' At the same time, defense budgets have begun to decline and pressure is increasing to reduce acquisition costs. A number of defense department organizations have instituted innovative approaches to acquisition and supply chain management that achieve a balance between effectiveness and efficiency. In most instances, these examples are based on the use of commercial best practices. The Department of Defense needs to examine its acquisition portfolio with an eye to expanding the use of proven, innovative procurement and supply chain management techniques. The department also should seek to expand the current, limited use of performance-based logistics contracts.

The author, renowned defense logistics expert General William Tuttle, covers all aspects of the subject including force projection, force sustainment, and minimizing the logistics "footprint" in battle spaces. Within these objectives, he includes five principles that are employed to assess the effectiveness of the process and identifies their shortfalls and remedies. Book Department of Defense Logistics Transformation Strategy

Download or read book Department of Defense Logistics Transformation Strategy written by United States. Department of Defense and published by . This book was released on 2004 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This document presents the Department of Defense (DoD) strategy to reconcile advanced logistics concepts in support of distributed adaptive operations and DoD transformation, as required by the FY06 Strategic Planning Guidance. The strategy was prepared for the Under Secretary of Defense (Acquisition, Technology, and Logistics) by the Logistics Transformation Roadmap Steering Group, under the direction of the Joint Logistics Board. The strategy includes a comprehensive process to reconcile Focused Logistics, Force-centric Logistics Enterprise, and Sense and Respond Logistics. The strategy also encompasses other transformational operations, intelligence, and logistics concepts to provide a more comprehensive approach to achieve Joint Focused Logistics capabilities. An aggressive experimentation campaign and rapidly developed operational prototypes are included to test, refine, validate, integrate, and socialize transformational logistics technology and concepts. These efforts will enable DoD to better manage logistics developments and to integrate and coordinate with developing concepts for military operations. This strategy supports the detailed Focused Logistics Roadmap to be published in 2005, which will include specific programs, milestones, and resources to achieve Focused Logistics capabilities."--DTIC abstract.
