Book excerpt: The overall audit objective was to evaluate the acquisition management of the TOW to determine whether the System was effective, economically procured, and properly supported. We made the audit in accordance with our critical program management element approach. Under this approach, we focused our evaluation on the nine elements of program management that are critical to the late production and deployment phase of the TOW program. During the survey phase of the audit, we determined that additional audit work was not warranted on five program management elements. The results of our review of these five elements are summarized in Appendix A. During the verification phase of the audit, we assessed the status of the four remaining program management elements: modification and improvement program, mission effectiveness, contract procedures, and logistics support. This performance audit was conducted from July 1989 to March 1990 in accordance with auditing standards issued by the Comptroller General of the United States, as implemented by the Inspector General, DoD, and accordingly included such tests of internal controls as were deemed necessary. We obtained and reviewed data and information from January 1985 through March 1990 to support the audit. We interviewed personnel involved in the acquisition of TOW and other cognizant personnel. Our Technical Assessment Division and the DoD Office of the General Counsel provided assistance in the area of contract procedures. Also, our Quantitative Methods Division provided technical assistance in the area of production acceptance testing. A list of the activities visited or contacted is in Appendix J.

Book excerpt: The U.S. Army is beginning to field the first of six Stryker Brigade Combat Teams (SBCTs) and equip the organic Anti-Tank (AT) Company of the Brigade with the LAV III Anti-Tank Guided Missile (ATGM) Platform and the Tube-Launched, Optically-Tracked, Wire-Guided 2B (TOW 2B) missile system. A developmental effort is currently underway to replace the aging TOW 2B and Hellfire missile systems with a common missile that meets both ground and air requirements. With increased range, lethality, and target acquisition capability, the Common Missile (CM) is being designed as the primary weapon system for the Army's Comanche helicopter and is a candidate for the lethality system of the Future Combat System (FCS) within the Army's Objective Force. Additionally, the CM is designed to be "backwards compatible" with existing TOW 2B and Hellfire launch platforms. The objective of this research effort is to determine the increase in operational effectiveness through the employment of the CM in the AT company of the SBCT in three different scenarios, using the high-resolution Janus Combat Model. Operational effectiveness will be assessed and statistically analyzed using lethality, survivability, and engagement range for three measures of effectiveness (MOEs).

The advantages and disadvantages of component breakout are addressed, and an analysis of the component breakout process from the TOW Project Office perspective is provided. The research methodology consisted of a literature review, personal and telephonic interviews, and questionnaire responses of senior military and civilian acquisition personnel. The conclusions based on this research are: (1) Component breakout is resisted by program managers, (2) Component breakout operates in an environment of competing requirements and interests, (3) Component breakout guidance is sufficient, (4) Component breakout is going to be increasingly difficult to accomplish in the future. Recommendations of this study include: (1) Ensure that the component breakout strategy is included in the acquisition strategy, (2) Require a risk analysis prior to all breakout decisions, (3) Determine and fund the additional personnel resources required when performing component breakout, (4) Conduct a cost benefit analysis prior to making a component breakout decision.

Book excerpt: The U.S. Army is currently developing a new close combat missile system, Common Missile, to replace the aging Tube-launched, Optically-tracked, Wire-guided (TOW 2B) and HELLFIRE missile systems. The Common Missile will have a greater range and improved target acquisition capability over the current missile systems. The purpose of this thesis is to compare the performance of the Common Missile and the TOW 2B missile in a simulated ground battle situation in three varying terrain conditions. This thesis used the Janus high resolution combat model to simulate the missile systems in a Desert, European and Mediterranean environment. Each of the scenarios used a force-on-force battle to measure effectiveness. Data were gathered from the Janus created postprocessor files of the three scenarios. The analysis compared three measures of effectiveness (MOEs) in the areas of lethality, survivability and engagement range. The goal of the analysis was to determine performance differences between the missile systems by comparing the mean of the simulation results.
