The emphasis was on individual self-improvement within the framework of the collective, an approach manifest in everything from the scheduling of physical exercise to the group tours organized for factory workers, Party cadres, and other segments of society. Like other Soviet-style utopian projects, socialist tourism, which was often heavily laden with rules and prescriptions, was a consciousness-raising project, part of the vast effort to forge new socialist men and women. Turizm is the first book to examine the history of tourism in Russia and eastern Europe from the tsarist period to the age of Soviet and east European mass tourism in the 1960s and 1970s. The contributors to this volume address topics including the roots of socialist tourism, the role of tourism in the making of nations and maintenance of empire, and ways in which the men and women of the "margins of Europe" understood themselves in relation to "Europe." Especially interesting are chapters that show how individuals pursued their own consumerist goals within the framework of collective tourism, obliging the regimes to adapt. Russia is the ninth biggest outbound travel market in the world in terms of expenditure, generating US$ 22.3 billion in spending abroad and 34.3 million outbound trips in 2007. While trip volume rose by 9.4% per year over the period 2000-2007, expenditure increased by an average of 14 % annually during that period. There is no doubt that Russians are very enthusiastic travellers, largely due to the pent-up demand for foreign travel. To better understand the structure and trends of this market is the aim of the new ETC/UNWTO report The Russian Outbound Travel Market with a Special Insight into the Image of Europe as a Destination. This report identifies key trends in Russia outbound travel over the past five years or more - including the market's size and value, growth in trip volume and spending, purpose of trip, the structure and role of the travel trade, online distribution, and other factors driving demand. In addition, the report provides information on government policy affecting outbound travel, notably visa issues and traffic rights for foreign airlines operating to/from the country. All this information is critical to helping NTAs/NTOs and commercial operators plan ahead with greater foresight, providing guidance on both the short-term opportunities and the longer-term potential for investment in the Russian market.

From the beginning, however, Soviet leaders also realized the need for rest and leisure within the new proletarian society and over subsequent decades struggled to reconcile the concept of leisure with the doctrine of communism, addressing such fundamental concerns as what the purpose of leisure should be in a workers' state and how socialist vacations should differ from those enjoyed by the capitalist bourgeoisie. In Club Red, Diane P. Koenker offers a sweeping and insightful history of Soviet vacationing and tourism from the Revolution through perestroika. She shows that from the outset, the regime insisted that the value of tourism and vacation time was strictly utilitarian. Throughout the 1920s and '30s, the emphasis was on providing the workers access to the "repair shops" of the nation's sanatoria or to the invigorating journeys by foot, bicycle, skis, or horseback that were the stuff of "proletarian tourism." Both the sedentary vacation and tourism were part of the regime's effort to transform the poor and often illiterate citizenry into new Soviet men and women. Koenker emphasizes a distinctive blend of purpose and pleasure in Soviet vacation policy and practice and explores a fundamental paradox: a state committed to the idea of the collective found itself promoting a vacation policy that increasingly encouraged and then had to respond to individual autonomy and selfhood. The history of Soviet tourism and vacations tells a story of freely chosen mobility that was enabled and subsidized by the state. While Koenker focuses primarily on Soviet domestic vacation travel, she also notes the decisive impact of travel abroad (mostly to other socialist countries), which shaped new worldviews, created new consumer desires, and transformed Soviet vacation practices.

It also ensures that Tatarstan benefits greatly from the vast oil reserves in this booming republic. Although Tatar nationalism is strong, it is not radical, and the local version of Sunni Islam is very moderate. Slavic Russians make up about half of the population, and this cultural conflux of Slavic and Tatar cultures makes Kazan an all-the-more-interesting city. People are proud of their culture and try to save it, which is also encouraged on the state level. For example, Tatar language is official; all students must learn it at school.
