Book excerpt: Although Korea has achieved striking economic success during the past three decades, many recent studies argue that the economic growth in Korea is a temporary phenomenon that has been attained mostly through the accumulation of capital and labor, rather than technical progress. In this paper using a plant-level panel data set, I find that output growth has been virtually equally due to technical progress and capital accumulation in Korean manufacturing from 1983 to 1998. Furthermore, I provide empirical evidence of the localized-technical-progress argument, which suggests that traditional growth accounting based on an aggregate production function could underestimate the contribution of technical progress. Next, I analyze the sources of total factor productivity growth in terms of plant turnover. I find that productivity differences across plants are reflected in the plant turnover pattern, and that the productivity differential between the entering and exiting plants contributes significantly to the industry productivity growth, even though the main source of industry productivity growth is the productivity growth within a plant. Lastly, I examine the interaction between exporting and plant performance with a variety of performance measures. I find that the "market-selection" hypothesis holds well. However, exporters do not outperform non-exporters in terms of growth rates after exporting, indicating that the "learning-by-exporting" hypothesis does not hold well in Korean manufacturing

Chia-Hung Sun aims to explain how TFP growth differs from technological progress, and demonstrates why this study favours the use of the varying coefficients frontier model rather than the conventional scholastic frontier approach. He goes on to statistically test whether manufacturing industries in East Asia homogeneously applied the best practice production technology, and investigates the TFP growth slowdown in East Asian manufacturing sectors.

East Asia is of interest because this region has experienced, on average, the highest economic growth rates in the world during this period. This has been accompanied by dramatic transformations in sectoral output and employment, in patterns of domestic and international trade and in demographic flows within countries. It is of interest to see to what extent these transformations have affected, or have been influenced in turn by, industrial structure as reflected in the evolution of small firms. At the same time, not all countries in East Asia have grown at similar rates nor has there been uniformity in public policies across the region. So there is a background of diversity in both performance and policy. How smaller firms have coped with the different policy environments and patterns of economic transformation that have characterized the region in the recent past could be potential importance to the formulation of public policy in other developing countries. Small firms are important instruments for economic development. This book examines the factors that influence their evolution and performance.

Schumpeter first put forward the premise that the incessant turbulence of an economy in motion, carrying out new combinations of products, production methods with new technologies and the opening of new markets, is capable of explaining patterns of economic growth and change. Focusing on US industrialized urban areas, this volume tests this theory empirically. Localized employment ’churn’ - registered as job creation/destruction dynamics - is used to account for variations in US metro-regional economic productivity performances during the 1986-1999 period. The results suggest that the employment turnover and replacement dynamics have large and significant positive effects on localized productivity growth independent of a variety of industrial restructuring processes occurring simultaneously. While employment churn effects are robust across US Census regions, they do not exert a uniform influence on metro-regional productivity performances across time. Until 1996, job creation and destruction dynamics often cancelled each other out as metro-regions underwent continued industrial restructuring. Since 1996, however, positive effects on metro-region productivity growth have been consistently strong. In addition to a strong positive effect on productivity of the emergence of a localized IT sector, both an expanding service sector share of regional employment and a rising public spending share of regional output exert powerful downward pressure of localized productivity growth rates.

After the 1997 financial crisis, great strides were made in building a market-oriented financial system through sweeping reforms for deregulation and the opening of financial markets. However, the new system failed to steer the country away from a credit card boom and bust in 2003, a liquidity crisis in 2008, and a run on its savings banks in 2011, and has been severely tested again by the ongoing COVID-19 pandemic crisis. Financial liberalization, clearly, has been no panacea. This study analyzes the deepening of and structural changes in Korea’s financial system since the early 1980s and presents the empirical results of the effects of financial development on economic growth, stability, and the distribution of income. It finds that, contrary to conventional wisdom, financial liberalization has contributed little to fostering the growth and stability of the Korean economy and has exacerbated income distribution problems. Are there any merits in financial liberalization? The authors answer this query through empirical examinations of the theories of finance and growth. They point to a clear need to further improve the efficiency, soundness, and stability of Korean financial institutions and markets.
