Book excerpt: The purpose of the Tonawanda Creek Watershed, N.Y., Flood Management Feasibility Study is to develop and evaluate alternative plans to provide for flood and flood-related management needs in the Tonawanda Creek Watershed. In accordance with Corps policy, this study has been accomplished in two phases. During the first phase, all significant flood and flood-related management needs in the Tonawanda Creek Watershed were identified. Then measures to provide for those needs were identified and appraised. These measures were considered alone, and in combination, in development of alternate plans. The alternate plans were then evaluated and those which appeared viable were recommended for further study. During the second phase, those plans recommended for further study, and alternate plans introduced following completion of the first phase, were evaluated, and the optimum plan has been recommended for implementation. This report presents the findings of the second phase of study. (Author).

Book excerpt: This addendum to the Final Feasibility Report, Tonawanda Creek, NY, was prepared to address issues presented by North Central Division and OCE reviewers. An Issue Resolution Conference Meeting was held initially on 17 February 1982 at the North Central Division Office. Two major issues were discussed among Divisions and Buffalo District representatives; (1) Regional Protection/Cost Sharing, and (2) Design of the Selected Structural Plan and Spillway, Hydraulics, and the Degree of Safety. Further Issue Resolution Conference meetings were held 24, 25, March 1982 at the Buffalo District Office. Representatives from OCE, WES, NCD, and Buffalo District were in attendance. For Issue 1, it was agreed among OCE, NCD, and Buffalo District representatives that the selected plan, Batavia Reservoir Compound-Modified, was a regional plan. Therefore, the plan should be constructed, operated, and maintained with cost-sharing policies and financing arrangements with the responsible non-Federal agencies sponsoring the project which are satisfactory to the President and the Congress. For Issue 2, an alternative design concept to the selected plan, but one which provides the same degree of protection as the selected plan, was developed by Buffalo District that addresses all OCE, WES, and NCD concerns. The benefit-cost ratio of this alternative design, referred to as the PMF design, is 1.09.

Book excerpt: This final feasibility report on the Tonawanda Creek Watershed is an interim reply to the study authorization which requested determination of the feasibility of providing flood protection in the Buffalo Metropolitan Area, N.Y. The study area is located in Western New York State and includes an area of 511 square miles. The existing flooding problem causes nearly $3.0 million in average annual damages to existing urban and agricultural development. A wide range of alternative plans were investigated as solutions to the flooding problem including non-structural and structural. The plans were evaluated for engineering, economic, and environmental feasibility. The Batavia Reservoir Compound-Modified Plan was selected as the Recommended Plan. This plan is described as the shallow (normally dry) detention reservoir upstream of Batavia that act as flood alternators and provides 1-10 year flood protection in the lower reservoir, 500-year flood protection in the lower portion of the Erie Plain floodland (including the city of Batavia) and 1-10 year protection in the Huron Plain floodland downstream. This plan reduces the existing average annual flood damages by approximately 74 percent. The total first cost is $2.9 million at October 1982 price levels with a benefit-cost ratio of 1.19 to 1.0. This plan is designated the NED plan. (Author).

Drawing on her own experience as a watershed planner, teacher, and Great Lakes activist, Margaret Wooster describes the language, history, and failures of many of our water management policies. She then turns to Buffalo Creek to teach us how the Great Lakes work—from a "hill made of water" to a cut-off oxbow to a buried delta transitioning from two centuries of industrialization. Wooster explores how, on the Niagara Frontier especially, traditional ecological knowledge and Indigenous values were suppressed by colonial rules of settlement. The ecosystem value of physical integrity—or connectivity between upstream and down, surface flow to aquifer, river to land was never fully unpacked. While our management policies often sever them, these connections are key to Buffalo Creek and Great Lakes recovery and resilience. Wooster leaves us with the idea that it is up to us, the people who live along these flows and in their watersheds, to learn as much as we can about these connections and to use our local authorities to "make room for rivers" and protect our planet's circulatory system for future generations.
