Let me say at once that I shall treat my subject frankly from the manual training standpoint. As seen from this point of view, I shall state anew the purposes of giving instruction in drawing and the purposes of giving instruction in manual training, selecting those more commonly given by interested advocates of these two branches of school work to-day. What I have to say is very simple and has often been said before; but it sometimes happens that old truths stated in a new way, and especially old truths placed in new relations, assume new significance and have a new value. It is my hope that we may come to some clearer understanding of the relation between drawing and manual training by comparing the various purposes for which they are said to be taught. The purposes of giving instruction in drawing in, let us say, our public schools, are, as I have gleaned them from various sources, as follows: - 1. To develop the habit of observing, with some care and accuracy, the appearance of the common objects with which we come in daily contact. 2. To develop some facility in expressing graphically the facts thus observed. This facility is thought to be desirable because of the added power which another form of expression naturally gives, because it helps a pupil to clarify his ideas regarding any visible thing, and because it enables him to illustrate other school work. 3. To develop ability to make and to read simple working drawings. 4. To give some acquaintance with color, - knowledge of its theory, appreciation of its effects and practice in its application. Discussions of the educational, social, and economic bearings of manual training from various standpoints and at various times, in Chaps. VII. to XIII. It is possible that this classification may be of value to those who come for suggestions in specific directions. To others the arrangement may appear illogical, and the repetitions unnecessary. In defence of the arrangement I must say that I have had in mind two things: first and foremost, the probable state of mind of the reader who comes to this book to learn of a matter of which he has heard much, but knows little. He wants facts, arguments, and speculations, according to the stage of his progress in finding out what manual training really is, and what it aims at. And secondly, the desirability of showing clearly the growth and progress of ideas in the development of the school. As to the occasional repetitions of statements and arguments, I will say that no one is likely to read the book through consecutively. Those who do me the honor to read it at all will read by topics and separate chapters, and being thus read I doubt if the repetitions will be found objectionable. Of necessity, much common material appears in every address. The earlier addresses were quite general in their treatment, and I have preferred to let them stand fairly complete. I trust no apology will be necessary for inserting addresses which, in one form or another, have already appeared in print. The movement for the general introduction of drawing in the public schools, and of definite endeavors to promote art education, with a purpose to develop and improve the art industries of a people, seemed alike sudden in England and in the United States. In England it was apparently the definite result Of the first world's fair - the exhibition of 1851. In the United States it had its origin in Boston, in 1870, where it was a direct outcome of the English movement. The Centennial exhibition in Philadelphia in 1876, where the work in drawing of the Massachusetts normal art school, and of the public schools in Boston, was shown, made possible the rapid and remarkable development throughout the United States of the two kindred elements in education, namely, industrial art drawing and manual training. This addition of these two new studies to the regular courses of the public schools has been, perhaps, the most notable characteristic educational feature of the past two decades. AS the English were long held to be a people hopelessly inartistic and devoid Of art possibilities, their wonderful development since 1851, in so many lines Of artistic manu factures, challenges investigation, especially by a people long similarly accused as being innately inartistic, and for a long perio, d, it must be admitted, apparently deservedly SO accused. They should also understand thoroughly the meaning of plan and elevation, and be able to draw the plan and elevation of simple models. A working acquaintance with scale drawing is also necessary as a preliminary to the study of metal work. All drawing should be executed to as large a scale as possible. As in most Manual Training Centres there is only one forge and one teacher, it is difficult to provide work at the forge for each boy. This difficulty is partially obviated by working certain exercises conjointly, namely, 11 and 12, 18 and 19, and 2 5 and 26. Similarly exercises 13 and 14 are worked conjointly, because, as a rule, only one set of stocks and dies is supplied. Heavy chipping and surfacing are put late in the course, as this work is exhausting to most boys until their muscles have become hardened by practice in the use of the file. The method of holding the various tools, and detailed instructions for marking out and drawing the exercises contained in this book, are fully illustrated by diagrams in the key to be published shortly.
