Book excerpt: In a rapidly changing post-Cost War world, where many age-old conflicts and injustices are at last being put to rights, East Timor stands out as a still unresolved tragedy. In the past twenty years (1975–95), this former Portuguese colony has been under Indonesian military occupation, an occupation responsible for the death of over 200,000 of its inhabitants (a third of its pre-1975 population) and the destruction of much of its indigenous society. Yet, despite enormous odds, the people of East Timor continue to fight for the independence which was denied them in the mid-1970s. Twenty years on, there is now a very real chance for a new beginning in East Timor. This book, which brings together contributions by both East Timorese and Western specialists of East Timor, provides a compelling account of the process by which a once isolated and traditional society has been forged into a nation with a deep sense of its own identity rooted it its unique religious, cultural, linguistic, and historical heritage. Indonesia is at last beginning to realize the cost of Third World colonialism, and its Western allies are becoming less tolerant of its ‘security state’ methods. The last section of this book considers the new diplomatic initiatives which are currently in train, under the auspices of the UN, to bring about a resolution to the Timor problem without jeopardizing the integrity of the Indonesian Republic. An extensive bibliography of titles on East Timor published between 1970 and 1994 will prove especially useful for scholars.

This book examines the history of nation-building and national identity in Timor-Leste, and the evolution of a collective identity through two consecutive colonial occupations, and into the post-independence era. It charts the evolution of the idea of an East Timorese nation: its origins, its sources, and its competitors in traditional understandings of political community, and the distinct colonial visions imposed by Portugal or Indonesia. The author analyses the evolution of ideas of collective identity under the long era of Portuguese colonial rule, and through the 24-year struggle for independence from Indonesia from 1975 to 1999. Reflecting the contested history of the territory, these include successive attempts to define its members as colonial subjects in a wider ‘pluri-racial’ Portuguese empire, as citizens in an ‘integrated’ province of the Republic of Indonesia – and, of course, as a nation that demanded its right to self-determination. Finally, the host of nation-building tensions and fault lines that emerged after the restoration of independence in 2002 are discussed. Examining the history of debates and conflict over national identity, national history, cultural heritage, language policy, and relationships between distinct regions, generations, and language groups, this book will be of interest to academics in the fields of Asian studies, nationalism studies, and international and community development.

The years since these momentous events have seen an efflorescence of social research across the country drawn by shared interests in the aftermath of the resistance struggle, the processes of social recovery and the historic opportunity to pursue field-based ethnography following the hiatus of research during 24 years of Indonesian rule (1975-99). This volume brings together a collection of papers from a diverse field of international scholars exploring the multiple ways that East Timorese communities are making and remaking their connections to land and places of ancestral significance. The work is explicitly comparative and highlights the different ways Timorese language communities negotiate access and transactions in land, disputes and inheritance especially in areas subject to historical displacement and resettlement. Consideration is extended to the role of ritual performance and social alliance for inscribing connection and entitlement. Emerging through analysis is an appreciation of how relations to land, articulated in origin discourses, are implicated in the construction of national culture and differential contributions to the struggle for independence. The volume is informed by a range of Austronesian cultural themes and highlights the continuing vitality of customary governance and landed attachment in Timor-Leste.

This book examines this phenomenon in the context of the villages of Timor-Leste, and the state-building efforts that have been conducted by the Timorese government and international development agencies since the vote for independence in 1999. Drawing on 5 years of ethnographic fieldwork in the remote, rural areas of Timor-Leste, the book provides a critical analysis of the challenges that communities face when navigating coexisting customary and state-based structures and norms in a context where customary law continues to be the central guiding force. It also explores the various creative ways in which local leaders and community members make sense of their local governance environment. It then draws on these insights to provide a more nuanced, contextualised account of the impact of institutional interventions, state-building and democratisation within these villages. While set in the context of state- and nation-building efforts following Timor-Leste’s vote for independence, the book also provides a broader examination of the issues that arise for the postcolonial state adequately meeting the needs of its citizens. Further, it explores the challenges that are met by communities when incorporating state influences and demands into their everyday lives. Expanding the scope of empirical Timor-Leste scholarship by moving beyond anthropological description and providing the first detailed political analysis of local-level governance in contemporary Timorese communities, this book is a valuable contribution to studies on Asian Politics, Governance and International Studies.

Book excerpt: For more than a century, from 1900 to 2006, campaigns of nonviolent resistance were more than twice as effective as their violent counterparts in achieving their stated goals. By attracting impressive support from citizens, whose activism takes the form of protests, boycotts, civil disobedience, and other forms of nonviolent noncooperation, these efforts help separate regimes from their main sources of power and produce remarkable results, even in Iran, Burma, the Philippines, and the Palestinian Territories. Combining statistical analysis with case studies of specific countries and territories, Erica Chenoweth and Maria J. Stephan detail the factors enabling such campaigns to succeed and, sometimes, causing them to fail. They find that nonviolent resistance presents fewer obstacles to moral and physical involvement and commitment, and that higher levels of participation contribute to enhanced resilience, greater opportunities for tactical innovation and civic disruption (and therefore less incentive for a regime to maintain its status quo), and shifts in loyalty among opponents' erstwhile supporters, including members of the military establishment. Chenoweth and Stephan conclude that successful nonviolent resistance ushers in more durable and internally peaceful democracies, which are less likely to regress into civil war. Presenting a rich, evidentiary argument, they originally and systematically compare violent and nonviolent outcomes in different historical periods and geographical contexts, debunking the myth that violence occurs because of structural and environmental factors and that it is necessary to achieve certain political goals. Instead, the authors discover, violent insurgency is rarely justifiable on strategic grounds.
