Book excerpt: In September 2013, Indonesia officially signed a Voluntary Partnership Agreement (VPA) to guarantee the legality of all timber products exported to the EU. Under the Indonesian VPA, a timber legality assurance system known as SVLK (Sistem Verifikasi Legalitas Kayu) has already been developed and has been in effect since 1 January 2013 for woodworking, wood panels, and pulp and paper. When the VPA is fully implemented, SVLK will become FLEGT legality license and will meet European Union Timber Regulation (EUTR) requirements for legal timber. The objective of this paper is to analyze the challenges of implementing SVLK in the small-scale forestry sector of Indonesia. The paper also assesses whether a mandatory approach to legality verification will be more effective in terms of assuring legality than voluntary approaches, such as certification. The analysis involved desk-based analysis of government statistics, policy documents, key stakeholder interviews, and field surveys in three major timber-producing provinces of Indonesia Central Java, East Kalimantan and Papua. The paper discusses a number of challenges facing the implementation of SVLK, among others the cost of timber legality verification, limited societal awareness of SVLK, business legality issues among small-scale enterprises, and high levels of illegality in their timber supply chains. The paper closes by presenting a detailed set of policy options to address the observed challenges.

This can create conflict and limit opportunities for regulated consumption of their goods and services, but also provide opportunities for joint multinational efforts that exceed single country capabilities. This book illustrates the diversity of transborder natural resources, the pressures that they experience or the opportunities that exist for multinational regulatory regimes, monitoring and enforcement. It presents ten case studies of transborder natural resources that are of interest to two or more neighboring countries, and that are subject to, or in need of bilateral or multinational coordinated management. The case studies include the exploitation of specific marine resources in international waters, rivers that travel through several countries and contiguous tropical forests across national borders, and where commodities, nature conservation or even territorial integrity are at stake. They are drawn from across the globe, including flood management in Western Europe, tropical forests in the Western Amazon, hydropower development in the Mekong region of South-east Asia, forest conservation in Central Africa and marine resource and fisheries exploitation in the waters of Japan, South-east Asia and Australia. While they long for their new life to unfold, most asylum seekers become embroiled in the complexities of living in transit. Indonesia, a vast archipelago of more than 17,000 islands, is more than a location where people spend time waiting; it is a nation state that interacts with transiting asylum seekers and formulates policies that have a profound impact on their experience in transit there. Troubled Transit tries to explain the complexities faced by the transiting migrants within the context of the Indonesian government and its political challenges, including its relationship with Australia. The Australia-centric view of recent asylum seeker issues has tended to ignore the larger socio-political context of the migratory routes and the perspectives of transit states towards asylum seekers stuck in transit. This book hopes to direct the Australia-centric gaze northwards to take Indonesian policies and policymaking into account, thereby giving Indonesia more relevance as a transit country and as an important partner in regional protection schemes and migration management. Even though some Indonesian policies and practices are less than favourable for asylum seekers, and even reprehensible from a human rights perspective, more attention must be paid to ongoing developments that impact on transiting asylum seekers in Indonesia if any of the hardships they suffer there are to be alleviated.

While Indonesia is committed at the national and international level to addressing climate change through the forestry sector, there are clearly contextual challenges that need to be addressed to create the enabling conditions for REDD+. Some of the major issues include inconsistent legal frameworks, sectoral focus, unclear tenure, consequences of decentralisation, and weak local governance. Despite these challenges, however, REDD+ opens up an opportunity for improvements in forest governance and, more broadly, in land use governance. More democratic political-economic processes in general, greater freedom of civil society and the press, and heightened awareness of environmental issues can help build support and solidify policies in this direction.
