In the fol lowing chapters I have transcribed our notes, commencing at Warsaw. From Poland we passed to St. Petersburg, and from the Russian capital southward to Astrakhan. We traversed the Caspian Sea from extreme north to south, and, landing at Enzelli, rode through the whole length of Persia - a distance of more than a thousand miles. Leaving the Caspian Sea early in October, we arrived at the Persian Gulf in February. In March we were in Bombay; in April at Alexandria. Had I chosen a Persian title for these notes of travel, I would have taken Zil-ullah, which is assumed by the two great sovereigns of the Mohammedan world. Nazr-ed-deen, Kajar, Shah of Persia, and abdul-hamid, Sultan of Turkey, are styled, in the high official language of their own coun tries, Zil-ullah (shadows of God). In Christendom there is one sovereign, and only one, the Tsar, upon whom is im posed the awful burden of representing the ideal of wisdom. The sins of the Executive of Shiraz are visited upon the people, and upon all who travel among them. The Government of Shiraz, in degree worse probably than that of any other province of Persia, is a system of oppression, made with all the power and authority and force of the State, for private advantage. The taxes are farmed, and, as a rule, the amount demanded is limited only by ability of payment; soldiers are taught robbery by being officially engaged in making demands for money, which they know to be unjust, from the all-enduring peasants; the Customs are farmed, and collected by the armed servants of the contractor, who is subject to no surveillance, and who renders no accounts. Those are exempt from direct taxation, who, possessing the means to render them independent of exertion, are the most able to pay. Direct taxation in Persia is levied solely upon those engaged in production, and the merchant or tradesman pays only in respect of his store in the bazaar. In the summer of 1875, the dismayed population of Shiraz heard that their Sovereign, the Shah, intended to make a royal progress to the south of his dominions. An order THE SHAH AND SHIRAZ. was published, that no corn was to leave the province, because all might be required for the use of the Shah and his retinue. The great people of Shiraz, who, of course, could evade this or any other edict, took advantage of the circumstances, and made money. The poor suffered most cruelly. It de tails with spirit and liveliness his journey through Persia till he reached the territories of Yar Mohamed; and here the more important part of the book commences, because henceforward the countries through which he passed are little known. There is probably no part of the world, not excepting the interior of Africa, which is so dangerous and inaccessible to the European traveller as Afghanistan and the countries of Central Asia. It is curious to read a Frenchman's account of Herat seven years after the celebrated siege, and four years after our evacuation of Afghanistan. It is satis factory to find from an impartial witness the respect in which the English name is still held in these countries, and the grateful remembrance which the people enter tain of the many acts of benevolence and kindness per formed by our distinguished countrymen while there. The graphic account of the interviews of M. Ferrier with that shameless politician, but most able ruler, Yar Mohamed, will also be found characteristic and instructive. From Hera't M. Ferrier tried to penetrate to Lahore by Balkh and Cabul, and here takes us over ground only partially known. Baffled in his attempt to pass, when at no great distance from Cabul, he strikes through the Hazarah country to the west by a route which no Afghan dare travel, and where no European had hitherto set foot, till he nearly reached the ancient town of Gour. Here he was again stopped, and sent back to Herat. After resting from his labours, although warned of the danger of attempting it, he now set out to try and reach India through Southern Afghanistan, by Girishk and Candahar, and it is only wonderful, after reading his perilous adventures, to find that he was enabled to return alive from these inhospitable lands.
