Book excerpt: Excerpt from The Eastern Question There is on this subject a circular memorandum of Lord Palmerston's, dated January, 1848, and addressed by him as Foreign Secretary to the representatives of her Majesty abroad, in which he clearly lays down that it is entirely a matter of discretion whether the British Government should interfere authoritatively to protect the British holders of foreign bonds in the case of repudiating States, and that its right so to interfere was, so far as international law was concerned, indisputable; and exactly the same doc trine was laid down by statesmen on both sides of the House, Lord Palmerston included, in a debate in the House of Commons in June, 1847, on a motion by Lord George Bentinck. If, then, we have a clear and indisputable right to interfere authoritatively in the event of a financial collapse occurring, it is surely not too much to argue that our right to friendly remonstrance, to prevent such a collapse when it seems imminent, is equally indisputable; and with a normal deficit of something like in the annual Budget, is or is not a financial collapse im minent? Book excerpt: Excerpt from The Eastern Question: A Reprint of Letters Written 1853-1856 Dealing With the Events of the Crimean War Washington, has an interesting and special bearing upon the leaders written by Marx: "You see the Tribune has again appropriated a leader; this would be right enough, because it attracts special attention, if only K.M. were printed below it. I believe, too, that they would do this, if it were not against their rules and habits. And, after all, it doesn't harm you much either, for the careful reader can see that it wasn't written by the editorial staff... From personal knowledge we can state that many of Marx letters were used, and printed by the Tribune, as leaders, although Marx had originally written them as correspondence. Upon other occasions, he, of purpose, wrote articles which were intended to be leaders, and in these he naturally wrote in a somewhat different form from that used in his signed correspondence. In several cases where his correspondence has been turned into leaders, a few words of addition and interpolation have been written in by the American editors, to keep up journalistic appearances. (See, for example, pp. 188, 190, 222, and especially the end of p. 193.) Apparently also, on more than one occasion, ideas or actual passages from letters of Marx were used and written round by the American journalists. This has made the task of selection very difficult, and has certainly, in one case at least, led to the inclusion (see CI.) of an article, the major part of which could not have been written by Marx. Whilst there may be one or two authentic contributions of his that have been missed, we have designedly left out several of a purely technical military character. On the other hand, we have included certain military articles bearing very directly on the war. Most, if not all, of these were either written by Engels, or grew out of letters from him to Marx. Book excerpt: Excerpt from The Eastern Question: An Historical Study in European Diplomacy 'The Eastern Question has by degrees assumed such large proportions that no one can be surprised at the space it occupies in all public discussions whether of the tongue or of the pen.' So Lord Stratford de Redcliffe wrote to The Times on September 9, 1876. His words testified to a notorious fact. The fact has not become less notorious during the forty years since the words were written nor have the proportions assumed by the Eastern Question become less ample. In view of these facts it is the more surprising that English Historical Literature should still lack any systematic and continuous account of the origin and development of the Eastern Question. Monographs exist in plenty on special aspects of the problem, and many general Histories of Europe contain useful chapters on the subject, but I do not know of any book in English which attempts the task which in the present work I have set before myself. The main lines of this book were laid down many years ago; the subject has formed part of my academic teaching; for this purpose my material has been under constant revision, and some of it has been utilized for articles recently contributed to the Edinburgh Review, the Fortnightly Review, and the Nineteenth Century and After. To the proprietors and editors of these Reviews I am indebted for permission to reproduce portions of my articles, but none of them are reprinted in extenso. Elsewhere, in the course of my protracted journey, I have come across traces of my own footsteps, indicating the route of previous historical excursions.
