Book excerpt: Excerpt from Observations Upon the Natural History of Epidemic Diarrhoea The causative agencies from which springs the plentiful harvest of child mortality in large cities may be conceived as a felted mass of rootlets almost inextricably intertwined. Those of poverty, bad housing, bad feeding, and neglect, may be severally recognized, but the extent of their interrelations with actual respiratory and alimentary disease - those to which the greater part of the mortality is referred - can be traced only with difficulty. It is the object Of this work to aid ln the labour of cutting away the matrix and entangling fibres and to lay bare the hidden ramifications of at least one important causative agency - epidemic diarrhoea. This affection - if we accept provisionally the more novel and generally favoured conception. As to its nature - is revealed as something very like an ordinary infectious disease, and one which permeates all classes, while the excessive mortality it gathers round itself in urban centres must be regarded as something superadded, owing to the vicious circle it forms with those baneful conditions of slum life mentioned above. On the other hand, its peculiarly intimate association with the circum stances of domestic life, from the continual faecal pollution of the interior of the household by infants and others, tends to make it more so than other affections of the kind peculiarly a class disease, and an especial scourge of dirty neighbourhoods. Dirty towns may however be saved from excessive mortality by a high percentage of breast feeding. A notable point in the interesting comparison that can be drawn between diarrhoea and typhoid fever is that, in accordance with their peculiarly opposite age-incidence curves, the marked and habitual depositing of infectious excreta within the household in the former disease may make the question of water-closet versus conservancy pan a matter of far less importance than in the latter. She did not seem to see the sunlight which poured all over her, and lit up a wide, deep hall, floored with marble, and opening at the other end on trees and flowers, which shewed the sunlight busy there too. The child lingered wistfully, then crossed the hall, and went into a matted, breezy, elegant room, where a lady lay luxuriously on a couch, playing with a book and a leaf-cutter. She could not be busy with anything in that attitude. Nearly all that was to be seen was a flow of lavender silk flounces, a rich slipper at rest on a cushion, and a dainty little cap with roses on a head too much at ease to rest. The establishment of a Public Library in Victoria, supported by the State, and stamped with the characteristics of a National Institution, was made the subject of curly consideration by our first governor, Mr. Latrobe. Fully impressed with the importance of. the influence likely to arise from voluntary adult mental improvement, as well as of the intellectual and moral elevation to be created by a cultivation of the works of standard authors, he placed upon the Estimates of the year 1853, a sum of three thousand pounds ( 3,000) for the purchase of books, and ten thousand pounds ( 10,000) towards the erection of a suitable building to contain them. These sums were cheerfully voted by Parliament; and, recognising and approving the liberality of sentiment which originated the design, two further sums, equal in amount, were in the ensuing year generously provided for the like purposes. This volume is a collection of writing by teacher-educators that draws on their unique biographies, experiences and perspectives to denounce these misguided norms. It explores what it means—practically and intellectually—to teach for social justice in conservative times. In a globalised world where the power of capital holds sway, the purposes of social institutions such as universities and schools is being refashioned in ways that are markedly instrumental and technicist in nature. The consequence is that teachers’ work is increasingly constrained by regimes of control such as standardised testing, accountability, transparency, and national curricula. In the meantime, large numbers of students and teachers are disengaging physically, emotionally and intellectually from learning. The contributors to this edited volume present both a powerful critique of these developments and a counter-hegemonic vision of teacher education founded on the principles and values of social justice, democracy and critical inquiry.
