The second essay measures the welfare gains from transferring water to different uses and examines whether these gains are higher or lower under water stress. The third essay identifies existing barriers to efficient water rights trading by analyzing the institutional characteristics of various markets in Colorado and Texas. The focus of this dissertation is on the efficiency of water rights markets, and whether these markets can be an effective instrument in managing varying water supply resources in the western U.S.

To contribute to research in this area, this dissertation uses nationally representative survey data and regression analysis to empirically examine how the characteristics of workers and their jobs affect access to employee benefits. The first two essays focus on access to the unemployment insurance program, and the third essay focuses on access to employer provided health insurance coverage, paid leave, and pensions. Together these chapters identify barriers and pathways between employment and benefits after the Great Recession and highlight ways in which policy makers can broaden the protective effects of employment in the new economy.

Available in PDF, EPUB and Kindle. Book excerpt: There is increasing recognition of the influence of macroeconomic factors on individual welfare. This represents a shift in the traditional focus of policy analysis, which has largely focused on evaluating the impact of micro level interventions. This dissertation examines this link through three papers. The first paper examines the impact of export growth in Bangladesh on the health of children. Using information on the production network of industries in the country, coupled with district-level employment characteristics, the analysis constructs a gender disaggregated, district-level measure of export exposure. Using variation in this measure across districts and over time, the study analyzes the impact of female-specific export exposure on the incidence of childhood health ailments like diarrhea, acute respiratory infection, and fever. The results indicate that export exposure causes a reduction in the incidence of childhood illness. In addition, export exposure leads to an increase in autonomous decision-making as it relates to healthcare decisions, presenting a possible mechanism underlying the observed health results. Informal employment accounts for the majority of employment in many developing countries, yet its relevance to growth, and its links to the formal sector, remain poorly understood. The second paper of the dissertation examines the link between export growth and informality, also in Bangladesh. In particular, it examines the impact of export-induced demand on four types employment: formal, casual, unpaid, and self. The results suggest that trade triggers an immediate increase in both formal and casual employment, as well as a longer-run increase in self employment. Thus, response to growth opportunities such as trade is not limited to formal employment, and a more nuanced understanding of informality in the growth process is needed. A large literature in economics and epidemiology points to the importance of economic conditions in childhood on health later in life. The final paper of the dissertation analyzes the impact of macroeconomic conditions prevailing around the time of birth (measured using the growth rate of state-wise per capita income) on health in adulthood using the Health and Retirement Study. Health is measured using a variety of biomarker indicators of cardiovascular, metabolic, and inflammation risk. Overall, the analysis finds no impact of economic conditions at birth on health in adulthood.

Book excerpt: This dissertation is composed of two chapters on the economy-wide effects of the Earned Income Tax Credit and one chapter on the effects of monopolistic market structure in urban rental markets. Each chapter considers unintended consequences of public actions given an interconnected market place. For chapter this is skill substitutability, chapter two spatial connections, and chapter three preferences and market power.Chapter one studies the general equilibrium incidence of the Earn Income Tax Credi by formalizing the theoretical mechanisms and quantifying its empirical importance. The Earned Income Tax Credit is a $67 billion tax expenditure that subsidizes 20\\% of all workers. Yet all prior analysis uses partial equilibrium assumptions on gross wages. I derive the general equilibrium incidence of wage subsidies and quantify the importance of EITC spillovers in three ways. I calculate the GE incidence of the 1993 and 2009 EITC expansions using new elasticity estimates. I contrast the incidence of counterfactual EITC and Welfare expansions. I quantify the effect of equalizing the EITC for workers with and without children. In all cases, I find spillovers are economically meaningful relative to the intended direct effects.Chapter two studies the county level labor market effects of state supplements to the Earned Income Tax Credit.Twenty eight states spend $4 billion to supplement the federal Earned Income Tax Credit, with several justifying the tax expenditure as a pro-work incentive. Yet no systematic evaluation of these supplements exists. I use state border policy variation to identify state supplements effects. I first document that subsidy rates are greater when a state's neighbor already has a supplement. Next, I assess whether supplements affect county level EITC take-up, migration, commuting, employment, and earnings. Estimates are sensitive to the estimation design and sample used. While supplements increase benefits to low-income workers, results fail to provide robust evidence of increased economic activity.Chapter three is joint with Oren Ziv. We investigate the sources, scope, and implications of landowner market power in New York City rental markets. We show how zoning regulations generate spillovers through increased markups and derive conditions under which restricting landownership concentration reduces rents. Using new building-level data from New York City, we find that a 10% increase in ownership concentration in a Census tract is correlated with a 1% increase in rent.Market power is substantial: on average, markups account for nearly a third of rents in Manhattan. Furthermore, pecuniary spillovers between zoning constraints and markups at other buildings are appreciable. Up-zoning that results in 417 additional housing units at zoning-constrained buildings reduces markups on policy-unconstrained units and generates between 5 and 19 additional units through increased competition.

Book excerpt: The first essay (Chapter 1) explores the importance of spatial interactions in an overlapping generation model using an Agent-Based Model (ABM) approach. Incorporating geography into the original Galor-Zeira's model (1993) and allowing heterogeneous agents to interact locally, we show that social interactions play an important role in determining the long-run welfare and wealth distribution. This model shows the impact of endogenous wages and local interactions on agents' decision to invest in human capital. Our simulation reveals that neighborhood interactions lead to changes in the system's steady-state behaviors. In particular different strength of agents' interaction produces different outcomes in terms of the number of educated people and wealth inequality. This might explain persistent inequality in agents' wealth across locations. Policy implications are discussed. The second essay (Chapter 2) introduces the time elements of structural path analysis (SPA). Structural path analysis, which was first introduced by Defourny and Thorbecke (1984), broke down the global multipliers of the social accounting matrix (SAM) into direct influence and total influence. The introduction of time elements into SPA has enabled policymakers to estimate the range of time required for a shock to travel from its origin to its destination. Using the 2008 Indonesian SAM with a focus on the agricultural and manufacturing sectors, this study successfully introduces time into the SPA framework and estimates the possible time range within which a shock from the agricultural and manufacturing sectors will impact different households. The third essay (Chapter 3) explores impacts of monetary policy on the welfare of people in different income groups in Indonesia with a dynamic demand system. In the model, income groups adjust their expenditures shares in response to changes in commodity prices and aggregate expenditure levels. These adjustments are taken to be functions of the rate of change in the flow of financial services, which is affected by the rate of growth of the money supply (M2). Results of model estimation and deterministic numerical simulations conducted with the estimated model suggest that the welfare of the low-income group is affected more by monetary policy than is the welfare of the high-income group.

It concludes that the welfare of all consumers should be considered, but short-term price effects in the relevant market nevertheless should be the initial focus in assessing proposed mergers. The third essay examines the meaning and role of consumer welfare in competition law on concerted practices and potentially exclusionary conduct by individual competitors. It concludes that promoting the welfare of all consumers is the ultimate goal of the law but effect on consumer welfare is not the test for legality nor generally even an appropriate guide for the application of the law.

Book excerpt: In Essay 2, I examine food price spikes and food insecurity, particularly among subsistence households who are vulnerable to price increases for staple goods. I begin with a review of the recent food security crises, presenting a taxonomy of policy response for 124 countries. Because long-term development projects are a favorable response, I focus on policies of market integration through infrastructure buildup. I present a model that captures the welfare effects of transportation constraints for poor farmers in a village economy; after numerically solving for an economy-wide equilibrium, I vary the transportation constraint to compare outcomes under different levels of infrastructure development. I find increased rates of food insecurity and higher, more volatile village prices when transportation capacity is capped for a net importing village.
