Available in PDF, EPUB and Kindle. Book excerpt: My dissertation is about regional economic modeling for understanding local economy, economic impact analysis and forecasting. In the first essay, I developed a nonspatial version of community policy analysis model for Missouri counties. In my second essay, I introduced space into my model. I specified and estimated a model using generalized spatial three-stage least square procedures. In my third essay, using South Korean regional data, I compared forecasting accuracy of non-spatial, spatial lag, spatial error and spatial lag and error model using in-sample data. I also compared the impact estimates of nonspatial and spatial models. The spatial components appear to improve the accuracy of the intra-county impacts. It appears that the estimated parameters tend to be sensitive to the specification of weight matrices if the sizes of spatial units are heterogeneous and vice versa. Employment is the main driver of each of the model.

Book excerpt: The appropriate use of disaggregated economic data not only improves the accuracy and robustness of economic analyses, but also extends the existing economic models to address new aspects of the issue. This dissertation consists of three essays: two essays use disaggregated economic-engineering data to address spatial heterogeneity in economic losses and regional interdependencies for Tsunami impact assessment and resilience planning in State of Oregon. The third essay uses disaggregated retail-store data to address the issues of estimation biasness using aggregated annual household purchase data in fresh fruit demand analysis. The first essay presents an integrated engineering-economic impact assessment of a potential major Cascadia Subduction Zone (CSZ) Tsunami event on Clatsop County, a coastal county in State of Oregon. The model addresses spatial heterogeneities of physical damages and economic activities by integrating an engineering simulation using Method of Splitting Tsunami (MOST) with a computable general equilibrium (CGE) model. I find the integrated model predicts different economic losses and rankings of vulnerable sectors comparing to non-integrated model. The differences in economic impact assessment will lead to different allocation of disaster-relief resources and prioritization of vulnerable industry sectors in the regional disaster resilience plan. The second essay develops an algorithm to spatially disaggregate the county-level transaction data into two sub-county regions, one of which is spatially aligned with the irregular spatial extent of the potential damage from natural disasters. Using the derived sub-county regional transaction data as the input, a Sub-County, Multi-regional CGE model is built to address spatially concentrated risks and cross-regional interdependencies within the jurisdictional boundaries. Comparing to County CGE model, Multi-Regional CGE predicts less economic losses in energy sector but more losses in health sector, due to imbalanced cross-regional trades within jurisdictional boundaries. To support the design of Oregon Resilience Plan, a case study of evaluating impacts of relocating a major health service facility out of inundation zone is also carried out using the multi-regional model. The third essay performs a demand analysis of both conventional and organic fruit at the retail level, using a disaggregated store-level retail data. The study address the issues of estimation biasness using home-scan data due to annual aggregation of household purchases, inconsistent consumption bundles and missing price information of zero purchases. Comparing to home-scan demand analysis, this estimation shows more consistent results in cross-price elasticity between conventional and organic fresh fruits. The retail-store data also provides insights on the effects of marketing strategy and seasonal preference on fresh fruit demand.

The way in which different sectors interact with each other in a region significantly influences the performance and future development of a local economy. This dissertation is comprised of three essays on U.S. regional economies, focusing on their resilience in the context of globalization as well as sector employment growth in recent decades. By investigating the impacts of entrepreneurship and industrial structure on the development and future pathways of a local economy, I seek to reveal details about the mechanisms of regional economic development and resilience from an evolutionary perspective. The first two essays are about regional resilience against trade shocks. Different from previous literature in this area, these two articles study economic resilience from a new perspective of evolutionary economic geography, which emphasizes the ability to reconfigure economic structure and develop new growth pathways. The first essay proposes several mechanisms through which entrepreneurs can help to mitigate adverse trade shocks. Empirical results confirm that the adverse marginal impacts of trade shocks on job losses are dampened in regions with higher self-employment rates. The second essay studies how a regional economy converts the adverse impacts of import competition into a stimulus for developing new growth pathways. It is found that regions experiencing greater import competition are more likely to attract new industry entrants, which in turn may offer new growth opportunities and counteract the direct losses from trade shocks. The third essay uses data on U.S. Commuting zones to investigate the heterogeneous impacts of industrial variety on the development of different sectors. The results suggest that industrial variety has a greater contribution to employment growth in two types of sectors: manufacturing industries that are technologically intensive, and geographically-agglomerated industries. This suggests the roles of industrial variety in contributing to growth are principally sector-based, and significantly depend on region-industry specific conditions.

Book excerpt: The second chapter investigates local labor supply’s responses to demand shocks during the recession years in the context of China. Greater flexibility of the local labor market is an indicator of stronger local economies. The rationale is that states or regions within a country may receive asymmetric demand shocks, so that people from severely-hit regions may move towards less-affected regions, thus reducing the aggregate unemployment rate. It is convenient for economists to study the impacts of 2007 economic recession on countries other than the US, because this recession can be seen as an exogenous shock for other countries. I try to isolate the impacts of this demand shock on different local labor supply responses by examining pre- and post-recession effects. Specifically, the effects of employment changes on the unemployment rate, labor force participation rate, and migration are investigated. To deal with endogeneity, “Bartik-style” industrial mix and “Regress-M” are used as instrument variables to identify causal effects. Results show that the role of migration in alleviating negative demand shocks has decreased over time, which could be the consequence of government-led local development policy.

Book excerpt: The first essay develops a typology that identifies the multiple pathways, functions and operations where innovation can occur in a firm's internal business cycle based upon the extant literature that includes both technological and non-technological activities. This is an important step toward developing a comprehensive strategy for a regional economy and provides a common platform for the discussion of innovation among academics and practitioners. The typology adds to the existing knowledge of how innovation works in organizations by describing the pathways, business functions and operations in a firm's internal-business-process; the business strategies used to advance innovation to the market; and the market impact that innovation has in a regional economy. The typology is enhanced by the different threads of literature - innovation, technology, organization and marketing. The integrated approach allows academics and practitioners to understand how and where innovation occurs in firms and lays the foundation for robust metrics of the behavioral relationship between variables under study. The result is a set of assessment tools that permits diagnostics of the firm, industry, market and region. The second essay examines the relationship between innovation, emerging technologies, business firms' investment structure, and specialized types of private equity used to finance emerging technologies. A conceptual framework is developed for financial investment and a set of hypotheses tested for investment between Ohio and U.S. firms. Ohio firms take a different investing approach than U.S. firms when investing in a firm's stage of business development but are not significantly different when using specialized types of financing, investing in industry/technology niches, and investing in geographic markets. The third essay explores the role of innovation in business firms. The essay examines the reasons firms invest in innovation and then test the difference in the innovation behavior of firms. Descriptive analysis is performed in differences in the way firms engage in innovation, their preferred means of pursuing product innovation, and the reasons for engaging in product innovation. Hypotheses tests on the influence of innovation on firms' financial performance follows, as do the tests on differences in firms' contribution to the regional economy. The t-tests of the difference in means in six dimensions of economic impact performance confirm that innovative small to mid-sized firms have greater impacts on their regional economies than do their non-innovative peers.

Book excerpt: Regional policy analysis requires an appropriate method that is tailored to a specific region because of differences in demographics, policy purpose, and the direction of policy. Each policy can be analyzed through different methods or viewpoints on how to approach the problem. This dissertation attempts to narrow the literature gap by developing computational tools to analyze regional policy at different regional scales. This dissertation includes three essays on different policy issues, each of which is analyzed using a different method. In the first chapter, for which the regional scope is the county, I investigate the impact of tax incentive policy using an agent-based modeling (ABM) approach. In 2013, Governor Cuomo introduced the policy START-UP NY (New York), designed to create more jobs by helping people start or move their qualified business into tax-free zones. Measuring the impact of START-UP NY, however, is difficult because the data are not yet available for causal inference purposes. The agent-based model developed for this chapter is designed to simulate the impact of START-UP NY on the local economy of Tompkins County. The simulation results show that ensuring a stable demand for firms' output is more critical for firms to survive than the kind of tax exemptions offered by START-UP NY. The second chapter expands the regional size to the national level and analyzes the impact of reducing military expenditures using a computable general equilibrium (CGE) model. Military spending is an essential budget item because it is directly related to national security. Unlike the literature, this thesis does not analyze the relationship between defense expenditures and economic development. Instead, I develop a CGE model to analyze how various industries are affected by defense expenditures, and to identify industries for which increased government expenditures would improve household wellbeing when defense expenditures are reduced. The final chapter analyzes international regional policy to explore the relationship between peace and trade using a structural equation modeling (SEM) approach. In this paper, I explore the impact of peace on trade and vice versa using a SEM approach. I conduct a SEM analysis using the Militarized Interstate Dispute dataset. I propose two latent variables-peace and trade-to investigate the relationship between the latent variables and the indicators. I found that there is a reciprocal effect between peace and trade. In addition to analyzing the relationship between trade and peace, I extend the dataset to include observations up to 2010, which has not been done before. I show using the new dataset that the relationship between trade and peace has remained stable in the decades between 1990 and 2010.

Different restrictions in the housing supply generate substantial variations in housing prices across the United States. As a result, these restrictions determine employment growth within an area. In turn, a change in employment growth determines the migration rates of both low- and high-educated workers, as well as decisions about college attendance. In this study, I assemble evidence on housing supply regulations and examine their effects on metropolitan-area human capital. Locations with highly restrictive regulations show a relatively low proportion of college graduates among their residents and rely more on highly educated migrants. The study suggests that a very highly restricted housing supply can slow down human capital growth.
