Book excerpt: Embarking on an ambitious, perhaps unachievable, reform of rail franchising, in haste, on the UK's most complex piece of railway was irresponsible. Many of the problems with the franchise competition, detailed in the Laidlaw report, reflect very badly on civil servants at the DfT. However, ministers approved a complex - perhaps unworkable - franchising policy at the same time as overseeing major cuts to the Department's resources. This was a recipe for failure which the DfT must learn from urgently. While the Department has already published a response to the Laidlaw report which Mr Laidlaw described as 'very encouraging', and has initiated a review of franchise MPs warn that a number of matters remain to be adequately resolved. The Committee calls on the Secretary of State and the Department for Transport to: explain why ministers and senior officials were misled about how subordinated loan facilities were calculated, if necessary after disciplinary proceedings against staff have concluded; complete a full email capture and get to the bottom of whether or not any officials manipulated the outcome of the competition to ensure First Group were awarded the contracts; provide a comprehensive breakdown of costs arising from the cancellation of the West Coast Mainline franchise competition. The Committee also wants to establish what lessons current and future ministers must learn from this episode

Fundamental reform of ATOL - the consumer protection scheme for holidaymakers - is needed. The Committee calls on the Government to clarify its objectives for ATOL reform, to ensure that all passengers and holidaymakers are properly informed of the potential consequences of airline insolvency and the options available to them to obtain financial protection. MPs also recommend that: (i) The Civil Aviation Authority should work with the airlines to develop a code of practice covering information for all consumers making overseas holiday or travel bookings. This must be designed to ensure that passengers understand the risks of being stranded abroad as a result of airline insolvency and are aware of the insurance options available; (ii) The Government undertake research into consumers' views on whether, and in what ways, the ATOL scheme should be extended; (iii) The Government must distinguish between issues related to consumer protection and repatriation cover; (iv) Future reforms should be funded by the travel industry and must provide consumers with informed choices on protection options; (v) ATOL Protection Contributions should be linked to the value of the holiday booking, instead of the current flat rate of £2.50 per passenger.

Book excerpt: At the start of this Parliament, the Minister for the Cabinet Office indicated the ten-yearly census should be axed and the 2011 census should be the last. But in this report the Public Administration Select Committee urges the government not to scrap the 2021 census. Good figures on the people in the country are of fundamental importance to the statistical system, policy makers and society more widely, and the ten-yearly census gives detailed information on small areas. This report follows the National Statistician's announcement in March 2014 that she recommends that Government keep the Census in 2021, but that it should be conducted largely online, and that the Government should make much greater use of the data which it already holds in order to improve the accuracy of population estimates. The Committee supports the recommendation from the National Statistician, but urges the Office for National Statistics to do much more to make the best use of the data which the Government already collects, for example through the Department for Work and Pensions, HM Revenue and Customs and the Department of Health. The Committee says that the Office for National Statistics' work on the future of the Census has, to date, been limited, and recommends that the Office for National Statistics now sets out a much more ambitious vision for the use of this data to provide rich and valuable population statistics.

Throughout that period, British officials have described UK operations there in various conflicting and often contradictory ways; as a counter-terrorism mission, a stabilisation mission, and a counter-narcotics mission, respectively. This book investigates how the war was ’sold’ to the British public and how Britain’s ’transnational’ foreign and defence policy impacted on the unfolding of UK strategy in Afghanistan and the way it was communicated. It argues that because the UK’s foreign and defence policy is transnationally-oriented - meaning that it is foundationally aimed at maintaining alliance with the United States and the institutional coherence of NATO - UK strategy is contingent upon collective security and, crucially, is fundamentally concerned with the means of policy (maintaining alliances) over the ends (using alliances to effect change). Explaining the inalienability of collective security systems to national security is no easy task, however, and, when faced with the adversities of Afghanistan, the UK state has since 2008 instead opted to describe the significance of Afghanistan in narrow, nation-centric, counter-terrorist concerns in order to maintain public support for collective security operations there whilst, paradoxically, framing the conflict in a manner that avoids talking about the transnational structure and purpose of the mission. This kind of ’strategic’ communication is increasingly becoming a focus of the UK state as it faces a transnational dilemma of maintaining its collective security bonds whilst facing a public increasingly sceptical of liberal interventionism.

Book excerpt: Last year over 35,000 journeys were delayed or cancelled due cable theft which also cost Network Rail more than £16m. Cable theft from the rail network is part of an increase in metal theft across the country made easy by the way in which stolen metal can be sold to scrap metal dealers. We need urgent reform to improve the audit trail generated by the scrap metal industry so that criminals selling stolen metal into the trade can be identified much more easily. The Committee calls for additional powers for the police to help them in their efforts to combat metal theft. The Government should introduce a new offence of aggravated trespass on the railway to help deter cable thieves. The British Transport Police should be given new powers so that officers can enter both registered and unregistered scrap metal sites along with additional resources to carry out their enforcement work". The Committee also recommends: i) The Scrap Metal Dealers Act 1964 should be reformed so that individuals selling metal have to provide proof of their identity before a transaction can take place; ii) the Government should test the use of cashless trading in the scrap metal industry; iii) there should be greater clarity around compensation arrangements so that train operators cannot profit from disruption caused by cable theft; iv) Network Rail should develop a costed programme of measures to make cable more difficult to steal and v) the Department for Transport should update the Committee on work being undertaken to help passengers stranded on trains near stations to complete their journey

The Committee recommends the UK Government should actively negotiate to ensure: joint working between Network Rail and train operators is not prohibited or unduly restricted; metro and light rail systems are not affected by the proposals to separate infrastructure and service operators; the UK's arrangements for letting train franchises are not challenged. In addition, MPs are concerned about: governance arrangements for Eurotunnel; the maximum annual threshold proposed for rail franchises, which could prevent UK companies bidding for work in other EU countries; and the possibility that the EU may become responsible for specifying the content of public transport plans: these should remain the responsibility of national or local governments.
