Book British and French Parliaments in Comparative Perspective

Download or read book British and French Parliaments in Comparative Perspective written by Gerhard Loewenberg and published by Routledge. This book was released on 2017-07-05 with total page 190 pages. Available in PDF, EPUB and Kindle. Book excerpt: The representative assembly, or parliament, as it is most widely called, is at once an old, a ubiquitous, and a controversial political institution. In this century it has attracted the criticism of both disillusioned democrats and true believers in the superior representatives of mass movements or of charismatic leaders. Even among its supporters the institution is constantly the object of reform. This book deals with parliament (the generic term for what also may be known as legislature, congress, assembly, diet, or knesset), what it has been and is, what it does and should do, and what may become of it.In a wide-ranging and excellently organized introductory essay, Loewenberg defines the parliamentary institution and discusses its role in modern times. He points out that since its appearance in the Middle Ages, the parliamentary system has been adopted by almost every country, including in recent years the newly independent nations of Africa and the Middle East. This essay is followed by differing and often contradictory views, by American and European scholars, of the role of a parliament. Issues are defined in the form of examinations of specific parliamentary bodies, such as the House of Commons, the Bundestag, the French Parliament under the Fifth Republic, and the Indian Parliament.Writing from the perspective of different national experiences, the contributors display varied perceptions and expectations of the institution, noting those that sustain it even while they make it controversial. Intended primarily as provocative reading for students of comparative government and comparative political institutions; this book illuminates "one of the most enduring and widely applicable inventions of political man, thus making it also a valuable work for scholars as well as practitioners of the political and party process.

Book Policy and Practice in Primary Education

Download or read book Policy and Practice in Primary Education written by Robin Alexander and published by Routledge. This book was released on 2012-11-12 with total page 338 pages. Available in PDF, EPUB and Kindle. Book excerpt: Detailed accounts of two influential initiatives of the 1990s, whose educational and political lessons remain highly relevant: systemic and pedagogic reform in one of Britain’s largest cities, and the controversial ‘three wise men’ government enquiry into primary teaching to which it led. Alexander's controversial and widely-read report on primary education in Leeds has now been revised as a major study of policy initiatives in primary education and their impact on practice. The book examines an ambitious programme of local reform aimed at improving teaching and learning in the primary schools of one of Britain's largest cities. It addresses important questions about children's needs, the curriculum, classroom practice and school management. When first published, Robin Alexander's report was hailed as `seminal' and `the most important document since Plowden' but it was also quoted and misquoted in support of widely opposed political and media agendas. This new edition retains Part I from the first edition, detailing the impact of Leeds LEA's programme for educational reform. However, it also provides a totally new and greatly extended Part II, which gives an insider's account of the sequel to the Leeds report - the government's 1992 'three wise men' report. There is also a new introduction.

Book HC 734 Current and Future Uses of Biometric Data and Technologies

Download or read book HC 734 Current and Future Uses of Biometric Data and Technologies written by Great Britain. Parliament. House of Commons. Select Committee on Science and Technology and published by The Stationery Office. This book was released on 2015 with total page 53 pages. Available in PDF, EPUB and Kindle. Book excerpt: In its broadest sense, biometrics is the measurement and analysis of a biological characteristic (fingerprints, iris patterns, retinas, face or hand geometry) or a behavioural characteristic (voice, gait or signature). Biometric technologies use these characteristics to identify individuals automatically. Unlike identity documents or passwords, biometrics cannot be lost or forgotten since they are a part of the user and are always present at the time of identification. They are also difficult, though not impossible, to forge or share. Three future trends in the application of biometrics were identified during the inquiry: (i) the growth of unsupervised biometric systems, accessed via mobile devices, which verify identity; (ii) the proliferation of "second-generation" biometric technologies that can authenticate individuals covertly; (iii) and the linking of biometric data with other types of 'big data' as part of efforts to profile individuals. Each of these trends introduces risks and benefits to individuals, to the state and to society as a whole. They also raise important ethical and legal questions relating to privacy and autonomy. The Committee are not convinced that the Government has addressed these questions, nor are they satisfied that it has looked ahead and considered how the risks and benefits of biometrics will be managed and communicated to the public.

This book was released on 2014-04-02 with total page 242 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Government is failing to clearly and effectively communicate climate science to the public. There is little evidence of co-ordination amongst Government, government agencies and public bodies on communicating climate science, despite various policies at national and regional level to mitigate and adapt to climate change. The mandate to act on climate can only be maintained if the electorate are convinced that the Government is acting on the basis of strong scientific evidence. Ministers therefore need to do more to demonstrate that is the case and consistently reflect the Government approach in all their communications, especially with the media. The report also criticises the BBC for its reporting on the issue. It points out that BBC News teams continue to make mistakes in their coverage of climate science by giving opinions and scientific fact the same weight. The BBC is called to develop clear editorial guidelines for all commentators and presenters on the facts of climate that should be used to challenge statements, from either side of the climate policy debate, that stray too far from the scientific facts. It is important that climate science is presented separately from any subsequent policy response. Government should work with the learned societies and national academies to develop a source of information on climate science that is discrete from policy delivery, comprehensible to the general public and responsive to both current developments and uncertainties in the science

Book excerpt: This report (HCP 44, session 2009-10, ISBN 9780215542663) from the Science and Technology Committee looks at literacy programmes evidence check and concludes that expectations by the Department for Children, Schools and Families of the quality of the evidence base for reading programmes are worryingly low. It urges the Government to commission randomised controlled trials (RCTs). The Committee also states it is particularly concerned about the quality of evidence demonstrating cost-effectiveness of different programmes and further recommends that the Government reviews its guidelines on RCT design; it says even Wikipedia is more thorough and informative. The Committee also concludes, that: the Government's focus on early literacy interventions and phonics-based teaching is based on the best available evidence; the use of Reading Recovery is based on a lower quality of evidence than the Committee is comfortable with and that the decision to introduce Reading Recovery nationally is not evidence based. The Committee further expressed alarm that there was a complete lack of randomised controlled trials using standardised test scores for the Reading Recovery programme in the UK school system, before national implementation of the programme.
