Book excerpt: The Parties discussed the results of the questionnaire for the review and assessment of the effectiveness of the PSMA, agreeing that the questionnaire was a useful tool, whilst noting the need for further improvements. The Parties tasked the FAO to review the questionnaire, and agreed that the questionnaire would be completed every four years. Parties noted that whilst progress has been made in effectively using the PSMA to combat IUU fishing, a number of challenges remain. Parties welcomed the useful information provided by Regional Fishery Bodies (RFBs) related to progress made in the implementation of the PSMA, and agreed that a standardized questionnaire for RFBs is needed. Parties tasked FAO to develop a first draft of this questionnaire. The Parties welcomed the prototype of the global information exchange system (GIES) and agreed that it should enter a pilot phase. They also reiterated the importance of the availability of information related to the national contact points for the PSMA. The Parties expressed the importance of receiving support on the implementation of effective monitoring, control and surveillance, enforcement and the implementation of GIES. The Secretariat announced the launch of the Global Capacity Development Portal. The Parties requested that discussions around developing a strategy to improve the effectiveness of the PSMA be deferred to an ad hoc working group, and approved the terms of reference of the PSMA Strategy Ad Hoc Working Group.

Book excerpt: In March 2022, the World Health Organization launched the Global Arbovirus Initiative, focusing initially on Aedes-borne arboviral diseases, to strengthen the coordination, communication, capacity-building, research, and the preparedness and response necessary to mitigate the growing risk of epidemics due to arboviral diseases. WHO established an independent and multidisciplinary group of experts, formalized under the name Technical Advisory Group on Arbovirus (TAG-Arbovirus), that meets to discuss and analyze the impact of arboviruses globally and provide technical, scientific and strategic considerations on arboviruses and the Global Arbovirus Initiative. The TAG-Arbovirus, supported by the WHO Arbovirus Secretariat, met in person from 20-22 June 2023 in Accra, Ghana, to provide technical feedback and advice on the priority activities of the Global Arbovirus Initiative moving forward. The meeting focused on the first pillar of monitoring risk and anticipation and included a technical review of the integrated arbovirus risk models and maps under development for WHO. The TAG also discussed priority gaps and opportunities for each of the most affected WHO regions, detection strategies for arboviruses across regional and member state endemic profiles and resource capacities, design and implementation of global data systems for arboviruses, the role of genomic surveillance, and the critical importance of risk communication and community engagement.

Book excerpt: The Third Meeting of the Working Group on Shrimp and Groundfish of the Northern Brazil-Guianas Shelf was held in Paramaribo, Suriname, 26–27 November 2019. The meeting brought together 25 participants including Working Group members, fisheries officers, fisherfolk representatives, academia, government organizations and FAO. The scope of the Working Group is to provide scientific and management advice for the sustainable management of the shrimp and groundfish resources of the Northern Brazil-Guianas shelf in the WECAFC Region. The member countries representatives also presented an update on the status and development of their national fisheries management plans, followed by a discussion about the current status and necessary steps to develop a sub-regional EAF management plan for shrimp and groundfish. Additionally, advances in a gender analysis along the small scale fisheries value chain in Guyana, Suriname, and Trinidad and Tobago was presented, as well as an update regarding progress with the development of the subregional Monitoring and Evaluation Framework and Indicators to inform policy making on governance effectiveness. Working Group participants reviewed and discussed the draft regional strategy for bycatch management in the WECAFC Area developed by the REBYC II LAC project. They also discussed the needs and priorities to combat IUU fishing in the Northern Brazil-Guianas-shelf, as well as the need to enhance capacity in stock assessment techniques in the sub-region. A work plan for the intersessional period was agreed upon by the participants. Finally, based on Working Group discussions and the requirements for sustainable management of the shrimp and groundfish resources of the Northern Brazil-Guianas Shelf, a draft recommendation was prepared for consideration by the upcoming 18th session of WECAFC.

Book excerpt: The United Nations Peacebuilding Commission (UNPBC) was established in December 2005 to develop outlines of best practice in post-conflict reconstruction, and to secure the political and material resources necessary to assist states in transition from conflict to peacetime. Currently, the organization is involved in reconstruction and peacebuilding activities in six countries. Yet, a 2010 review by permanent representatives to the United Nations found that the hopes of the UN peacebuilding architecture "despite committed and dedicated efforts...ha[d] yet to be realized." Two of these hopes relate to gender and power, specifically that peacebuilding efforts integrate a "gender perspective" and that the Commission consult with civil society, NGOs, and women's organizations. This book is the first to offer an extensive and dedicated analysis of the activities of the UN Peacebuilding Commission with regard to both gender politics, broadly conceived, and the gendered dynamics of civil society participation in peacebuilding activities. Laura J. Shepherd draws upon original fieldwork that she conducted at the UN to argue that the gendered and spatial politics of peacebuilding not only feminizes civil society organizations, but also perpetuates hierarchies that privilege the international over the domestic realms. The book argues that the dominant representations of women, gender, and civil society in UN peacebuilding discourse produce spatial hierarchies that paradoxically undermine the contemporary emphasis on "bottom-up" governance of peacebuilding activities.
