Book excerpt: Eurofound has conducted the European Quality of Life Survey (EQLS) in 2003, 2007 and 2011. This report compares the results from the three waves to provide evidence of trends and change in the quality of life of Europeans over a decade. It also examines whether differences across EU Member States have narrowed or remained stable. One of its findings is that subjective well-being has remained stable across the EU as whole, but it also finds that financial strain in households has grown in the wake of the economic crisis. The report proposes a more active approach to social protection, as lower household income is a strong negative influence on quality of life, and especially so in an economic downturn.

It examines three main questions: do Europeans live in good societies and enjoy good lives; are European societies becoming better as time passes, or is their quality slowly deteriorating; is the quality of life of Europe’s citizens improving over time or is it gradually and irrecoverably getting worse. The volume uses a precise and rigorous system of information to answer these questions and to assess the current situation and monitor the quality of European societies. It describes and discusses fourteen key domains, and per chapter, presents five rankings of EU countries based on composite indicators, which are used as one of the best instruments social science has to synthesize a large amount of information, and they are especially well suited to measure multidimensional social phenomena. The new System of Indices on the Quality of European Societies (SIQES) presented in this volume offers a very broad and rich empirical overview of more than 70 social composite indicators and their nearly 300 dimensions. One of the key findings coming out from the SIQES is that, according to the societal quality of European countries, there exist five different “Europes” inside Europe.

How companies organise their work is important in facilitating innovation, improving performance and ensuring good job quality. Workplace innovation is increasingly recognised as a key source of growth, contributing as it does to developing human capital and boosting both creativity and productivity. The flagship initiative 'Innovation Union' - part of the Europe 2020 Strategy - sees workplace innovation as complementary to technological innovation and a prerequisite for achieving smart growth. Industrial relations systems are crucial in shaping how companies meet these challenges. Countries with well-established social dialogue and industrial relations institutions tend to have better economic and social situations, and to be more competitive.The third European Company Survey (ECS) maps practices in establishments with 10 or more employees across the EU28, and in the Former Yugoslav Republic of Macedonia, Iceland, Montenegro and Turkey. In all, over 30,000 establishments were surveyed by Gallup Europe, with a target sample size per country ranging from 300 to 1,650. Topics comprise work organisation, human resources (HR) practices, employee participation and social dialogue, and how these practices support 'smart growth'. Interviews were conducted in spring 2013 with HR managers, and with employee representatives (wherever possible). The third ECS provides new data on how organisations are organised - in particular, how employees and their representatives are involved in improving work organisation and work processes. In doing so, it aims to contribute to a better understanding of how to facilitate economic growth for Member States and better outcomes for employees. This résumé mainly describes the survey's first findings of practices in establishments dealing with market activities - mostly commercial, private-sector activities, excluding fisheries and agriculture. Practices in establishments managing specific public services (health, education and public administration) are described at the end of the résumé. Further analyses will examine whether and how specific bundles of establishment features combine and are associated with performance.

Book excerpt: The EUROHIS project has focused on the comparability of health surveys and has uncovered some problems that arise when aiming to compare data from different countries. Similar problems of cross-cultural comparability also arise when comparing data from other sources, such as health registers, and are just as complex and difficult to tackle. One of the main advantages of health surveys, however, is the relatively low cost and time involved in adapting them according to the needs of health policy-makers. This work shows that the output from the EUROHIS project provides common instruments for the measurement of eight health indicators. The development of these instruments has required careful consideration of relevant common concepts and how these should be defined and operationalized. The instruments are freely available for use by all countries, with the aim of enhancing national health information systems and facilitating cross-national comparisons of health data.

In the contest to raise their national and global profiles, universities are embracing a new form of utilitarianism, one that favors market power over academic values. In this book, James Mittelman explains why the world-class university is an implausible dream for most institutions and proposes viable alternatives that can help universities thrive in today’s competitive global environment. Mittelman traces how the scale, reach, and impact of higher-education institutions expanded exponentially in the post–World War II era, and how the market-led educational model became widespread. Drawing on his own groundbreaking fieldwork, he offers three case studies—the United States, which exemplifies market-oriented educational globalization; Finland, representative of the strong public sphere; and Uganda, a postcolonial country with a historically public but now increasingly private university system. Mittelman shows that the “world-class” paradigm is untenable for all but a small group of wealthy, research-intensive universities, primarily in the global North.
