The 5th Edition is published in two volumes that correspond roughly to the Department of National Security and Strategy¿s core courses: ¿Theory of War and Strategy¿ and ¿National Security Policy and Strategy.¿ Like previous editions, this one is based on its predecessor but contains both updates and new scholarship. Over a third of the chapters are new or have undergone significant rewrites. Many chapters, some of which appeared for years in this work, have been removed. Nevertheless, the book remains unchanged in intent and purpose. Although this is not primarily a textbook, it does reflect both the method and manner we use to teach strategy formulation to America¿s future senior leaders. The book is not a comprehensive or exhaustive treatment of either strategic theory or the policymaking process. Both volumes are organized to proceed from the general to the specific. Thus, the first volume opens with general thoughts on the nature and theory of war and strategy, proceeds to look at the complex aspect of power, and concludes with specific theoretical issues. Similarly, the second volume begins by examining the policy/strategy process, moves to a look at the strategic environment, and concludes with some specific issues. This edition continues the effort begun in the 4th Edition to include several short case studies to illustrate the primary material in the volume.

Book excerpt: “Time bombs,” “Trojan Horses” and “Dithering Hamlets” were all part of the everyday jargon of the World War II’s ultra-Secretive Political Warfare Executive (PWE). The PWE’s instructors used these terms in the training of the next generation of propagandists and political warriors. The Political Warfare Executive Syllabus reveals for the first time what it took to become a propagandist in what was then the most elite psychological warfare unit in the world. Under the maxim that a good propagandist is trained not born, the lecturers of the PWE Training School at Woburn Abbey and then Brondesbury systematically explored every aspect of how to deliver a lethal dose of propaganda to the enemy and then a purgative and curative dose in the peace that followed. The views of the PWE’s instructors were controversial. This is significant because they would play an important, if hidden, role in how Europe is developing even today. For example, they held a low opinion of the French in general and considered that they had been reduced to the level of “dithering Hamlets” by the German “Trojan Horses” even before the first German tank had crossed the Belgian frontier. On the dark side of PWE operations, they were not above killing the prostitutes whose brothels served the German U-Boot fleet in order to amplify their propaganda message. Perhaps most significant is that they saw Great Britain as European and espoused a Europe that looks very much like the European Union of the early 21st Century. However, there is one important difference. They saw this Greater Europe as accepting the British way of life and being led by Great Britain and not embracing American culture under German leadership. This first volume introduces the reader to the history and theory of political warfare as seen through the eyes of the inheritors of Lord Northcliffe’s Crewe House. Drawing on J. F. C. Fuller and his concept of a war fought in the mind without armies, it establishes the theoretical parameters of political warfare.

Book excerpt: This monograph suggests that theories of warfare and descriptions of the evolving character of war cannot be complete without first giving credit to the nature of war itself. Looking at varied portrayals of war from literary, academic, military, and civilian strategist perspectives, this monograph offers a redefinition of "war" as an investment in organized violence by parties interested in the extension, maintenance, or appearance of their power over an unspecified time, with an unknowable risk, for an uncertain reward. In drawing an analogy to painting, it suggests that "choice" is the underlying axiomatic theme of war, and it that is replayed and adapted at every scale of warfare like a classical fugue. From there, this monograph pierces the interior of Clausewitz's "trinity" description of war, and proposes that there are still more universal ways to describe conflict's breadth, depth, and context. This argument concludes that war is better understood when it is described as a "clash of the trinities." An ecology of war is proposed, in which fundamental components comprising fuel, biology, and interactions constitute a network or system undergoing entropy. It is this sense of entropy-a tendency toward social and political discontinuity and disorder-that chiefly describes war in all its varied guises and explains the political, social, and military efforts to avoid them, corral them, plan them, or fight them.
