It is grounded within classic elite theory slightly adapted to ECE necessities. More practically, the book examines political elite composition and identifies political elite fragmentation in ECE. The author questions that East Central European political elites have incorporated democratic values and conduct. The main argument is that there is a significant gap between the formal democratic ECE institutions and political elite behaviour. This gap has different dimensions which are relevant at the domestic level and also cause problems at the EU level. Ultimately, the political elite-institution gap questions democratic political achievements after 1989. In providing a major analysis of ECE political elite structure and conduct the book points to the most urgent challenges of ECE political systems – the reform of the political elite. Book excerpt: Through invasions, migrations, trade and cultural exchange, developments in Central Eurasia have, for millennia, impacted upon the history of both Europe and Asia. For the last three hundred years, Central Eurasia has been the stage upon which great empires clashed. Following the dissolution of the Soviet Union, Central Eurasia has once again emerged as a region of geo-political concern with various new international actors involved: the USA, international monetary organizations, strategic alliances, TNCs, NGOs, regional blocks, as well as criminal groups and ethno-religious movements. The new ‘centrality’ of Central Eurasia brings new security threats to the region’s population, to Europe and to the rest of the world. Repressive political regimes and marginalization of whole groups of the population inflame conflicts that spill across national borders. Migration to Europe, both legal and illegal, the illicit production and trade of drugs are the direct outcome of social-economic destabilization in Central Eurasia. Territorial disputes, border conflicts and competition for resources among the Central Eurasian ethnicities have become the unfortunate reality. Post-Soviet Central Eurasia, as a direct neighbor to the turbulent Middle East, is a potential playground for extremist movements: radical Islamic groups and terrorist organizations. The contributors to this book, coming from various theoretical schools and presenting innovative interdisciplinary approaches, provide their views on the socio-political challenges confronting the nine Central Eurasian states - Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan, Turkmenistan, Mongolia, Armenia, Azerbaijan and Georgia. In doing so, the study elucidates how the socio-historical processes since 1989 diversified Poland’s egalitarian education system and facilitated the emergence of schools for elites. The book demonstrates that social and political changes in Poland triggered the emergence of new elites with different political and social outlooks, leading to a variety of types of elite schools that reflect and reproduce the elites’ positions and idiosyncrasies. A bespoke theoretical arrangement scrutinises extant and generated data from elite schools’ websites, online readers’ forums, and interviews with elite school principals. Although the country with the strongest social democratic traditions in Eastern Europe, the Czech Republic also produced the region’s strongest and most durable party of the free market right in Václav Klaus’ Civic Democratic Party (ODS). Seán Hanley considers the different varieties of right-wing politics that emerged in post-communist Europe, exploring in particular detail the origins of the Czech neo-liberal right, tracing its genesis to the reactions of dissidents and technocrats to the collapse of 1960s reform communism. He argues that, rather than being shaped by distant historical legacies, the emergence of centre-right parties can best be understood by examining the responses of counter-elites, outside or marginal to the former communist party-state establishment, to the collapse of communism and the imperatives of market reform and decommunization. This volume goes on to consider the emergence of right-wing forces in the disintegrating Civic Forum movement in 1990, the foundation of the ODS, the right’s period in office under Klaus in 1992-97, and its subsequent divisions and decline. It concludes by analyzing the ideology of the Czech Right, and its growing euroscepticism.

Book excerpt: Utilizing a new and original framework for examining the role of intellectuals in countries transitioning to democracy, Bozóki analyses the rise and fall of dissident intellectuals in Hungary in the late 20th century. He shows how that framework is applicable to other countries too as he forensically examines their activities. Bozóki argues that the Hungarian intellectuals did not become a ‘New Class’. By rolling transition, he means an incremental, non-violent, elite driven political transformation which is based on the rotation of agency, and it results in a new regime. This is led mainly by different groups of intellectuals who do not construct a vanguard movement but create an open network which might transform itself into different political parties. Their roles changed from dissidents to reformers, to movement organizers and negotiators through the periods of dissidence, open network building, roundtable negotiations, parliamentary activities, and new movement politics. Through the prism of political sociology, the author focuses on the following questions: Who were the dissident intellectuals and what did they want? Under what conditions do intellectuals rebel and what are the patterns of their protest? The popular assumption that automatically regards nationalism as a largely right-wing concern, occludes the many ways in which nationalism and national identities have contributed to social imagination and political or literary discourses across the right-left spectrum. The critical grounds on which such reflections are undertaken are rich and varied. The idea of invented traditions has long suggested how such a thing as the modernnation-state could vest itself in the creatively assembled robes of a dim and distant past. In plotting the ground on which nationalisms are located, previous studies have shown, among other things, the uses and limitations of the distinction of ethnic and civic nationalism. Studies on national development reveal the imitative process that brought about nation building in former colonies of the Western powers. Each chapter asks important questions concerning nationalism and national identities in relation to France. With nationalism, apparently stable distinctions collapse under the pressure of French national identity. The signs are that French national identities and nationalisms are in a constant state of reinvention and negotiation, of periodic crisis and constant rebirth. If political classes attempt to manipulate national identity for some larger project, they have no monopoly on the social imaginary. National mobilization is a multiple and polysemic process, not a univocal and rigid ideology.
