The document analyzes current theater air mobility organization and command and control (C2) for supporting Military Operations Other Than War (MOOTW) and multiple Joint Task Force (JTF) scenarios. A problem lies in the fact that current Air Force and air mobility doctrine establishes C2 with the Joint Forces Air Component Commander (JFACC) instead of with the Director of Mobility Forces (DIRMOBFOR) who oversees theater air mobility operations. During Operation ALLIED FORCE, this lack of C2 at the air mobility level created a coordination nightmare for the DIRMOBFOR as every mission (not sortie) had to be coordinated for validation with numerous commands and organizations until tactical control (TACON) of air mobility assets was delegated by the JFACC.

Next the author assesses Slim’s Burma campaign and how the key elements of organization, training and leadership, apart from air mobility, proved critical to Allied victory. Building upon this, the discussion turns to air mobility’s contributions to Slim’s joint campaign. From this analysis, the author identifies the tenets of air superiority, organization and air mobility normalization as being critical and enduring airpower lessons from the Burma theater. The closing chapters offer a primer on contemporary mobility operations before arguing that modern air mobility practitioners must account for five key essentials: superiority across the air and space domains; proper organization that promotes relationship building at the operational level of war; normalization of the complete air mobility supply chain and its accompanying idea of “air mobility mindedness”; training focused on increased interoperability; and the vital role of leadership.

Foremost among these capabilities is the ability to rapidly focus American combat power and life-saving resources anywhere on the planet. Frequently, and especially in the opening stages of a conflict, air and space power may be the main manifestation of combat power we bring to bear against an adversary. Of these capabilities, the Air Force provides a very singular form of power: the ability to rapidly position and sustain forces at places and times of our choosing. This pivotal capability—air mobility—is the essential ingredient for modern US expeditionary operations and supports joint force commander-desired effects to deter, dissuade, or destroy the enemy. Force projection provides for presence, mass and maneuver, surprise, security and economy. It is the sum of an impressive fleet of transport and aerial refueling aircraft, underpinned by a flexible support system, and operated by a specialized cadre of active duty Air Force, Air Force Reserve, Air National Guard, and Air Force civilian personnel. While other forms of American military power have some degree of inherent mobility, the scale of flexibility and responsiveness of the Air Force's air mobility forces is singular in the history of world conflict. This Air Force Doctrine Document (AFDD) 3-17, Air Mobility Operations, has been prepared under the direction of the Chief of Staff of the Air Force. This document establishes doctrinal guidance for the application of the air mobility forces and is consistent with, and complementary to, capstone doctrine contained in AFDD 1, Air Force Basic Doctrine, and AFDD 2, Operations and Organization. AFDD 3-17 serves as the keystone doctrine document for employing airlift, air refueling, and air mobility support elements as an integrated system of operations.

Book excerpt: This paper explores the evolution of the role of the Director of Mobility Forces (DIRMOBFOR) in command and control of the theater air mobility mission in support of a joint force commander. The discussion is framed by two historically competing imperatives that have driven the command and control structure in different directions. The struggle is between the need to manage finite air mobility resources in the most efficient and effective manner possible and the need to achieve unity of command. The thesis is that the DIFMOBFOR, with changes contained in proposed service doctrine as well as some recommendations by the author, has the potential to strike an appropriate balance between the two imperatives. The paper summarizes some historical lessons learned regarding command and control of air mobility forces, reviews current doctrine, and explores the application of present doctrine in some recent contingency operations. It then highlights problems encountered, examines service doctrinal proposals, and offers recommendations to further refine doctrine for command and control of theater air mobility forces. The conclusions are 1) that air mobility forces work best as a seamless system commanded by a senior officer responsible to the joint force commander, 2) that present doctrine fractured a previously seamless system, 3) that service proposals will mend many of the fractures, and 4) that a full return to a seamless system can be achieved with some additional refinements, such as delegating OPCON authority to the DIRMOBFOR.

Air mobility is a network of systems that combines airlift, airdrop, aeromedical evacuation (AE), air refueling (AR), and air mobility support assets, processes, and procedures into an integrated whole to support the transport of personnel and materiel. The Secretary of Defense (SecDef) directs the assignment of air mobility forces to the Commander, United States Transportation Command (CDRUSTRANSCOM) and other combatant commanders (CCDRs). To deter threats against, or to assist in the defense or pursuit of United States (US) national interests, the Department of Defense maintains forces, organizations, and processes necessary to conduct air mobility operations. The National Air Mobility System (NAMS) is a broad and comprehensive system that provides the President, SecDef, and CCDRs with rapid global mobility. The mobility air forces (MAF) are those forces assigned to combatant commands that provide rapid global mobility and conduct air mobility operations. The MAF's four core functions are airlift, AR, air mobility support, and AE. NAMS consists of forces that perform intertheater, intratheater, and organic mobility operations. US Transportation Command (USTRANSCOM) and the geographic combatant commands (GCCs) possess air mobility assets that are capable of performing both intertheater and intratheater operations. A unique aspect of these operations is their reliance on Global Air Mobility Support System (GAMSS) and the worldwide command and control (C2) capabilities of the Air Mobility Command 618th Tanker Airlift Control Center (618th TACC). The GAMSS is comprised of a limited number of permanent en route support locations plus mobile forces that deploy under the global reach laydown strategy. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations, education, and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall objective. Joint doctrine established in this publication applies to the joint staff, commanders of combatant commands, subunified commands, joint task forces, subordinate components of these commands, and the Services. The guidance in this publication is authoritative; as such, this doctrine will be followed except when, in the judgment of the commander, exceptional circumstances dictate otherwise.

Helicopter air mobility began to develop in the Army from 1949 onwards. The outbreak of the Korean war assisted and accelerated the acceptance of greater helicopter air mobility within the Army. The Eisenhower period was a golden age for Army aviation, with rapid and extensive developments in air mobility doctrine and tactics. There was also a strong research and development effort to overcome the initial technological lag. These developments allowed the formation of the first air mobile division in 1965 to meet the growing demands of the Vietnam war. This work gives a new understanding of the process of military innovation. Moreover, this case study has important general implications for future military policy-making.

Several, such as Mitchell, Foulois, Spaatz, and Arnold, built the foundation for military aviation and championed an independent air force. Others, such as LeMay, Quesada, and Schriever, shaped the Air Force and developed specific elements of air and space power.1 While these leaders tend to be revered and studied by military professionals attending Air Force advanced education programs, Lt Gen William H. Tunner and his contributions to the airlift element of airpower do not receive similar attention and are typically underappreciated. Thus, a question arises: Was Tunner a successful Air Force leader? This question is answered using a framework that builds upon current Air Force leadership doctrine to examine and critique Tunner's military career during the interwar years, World War II, and early Cold War. Gen Curtis LeMay described Tunner as “the transportation expert to end transportation experts.”2 As a graduate of the US Military Academy in 1928, Tunner pursued a career in aviation and gained valuable experience as an Army Air Corps pilot, leader, and staff officer during the interwar period. In 1941, this experience landed him a job on the staff of the newly formed Ferrying Command, which held the critical responsibility of moving aircraft from US factories to American and Allied combat units overseas. A year later, when Ferrying Command was expanded and reorganized into Air Transport Command (ATC), Tunner was chosen to command Ferrying Division. These early experiences and leadership opportunities provided Tunner with a strong foundation in air mobility.

This document is not merely an update of previous editions. Instead, it is a statement of propositions concerning the use of aerospace power set within the context of war, and based on explicit analysis of historical and contemporary experience. Its intent is to provide guidance for the exercise of professional judgement by all aerospace leaders. This thesis is intended to provide a framework for examining this new doctrine. It traces the heritage of aerospace power and examines the history and theory behind Air Force doctrine. It then evaluates how well this new manual explains aerospace power's role in Desert Storm and assesses the implications of the doctrine necessary for the future joint use of aerospace forces. The research question asks how well this new AFM 1-1 provides the basic guidelines needed for using aerospace power in a theater-level conventional war such as Desert Storm. Unclassified material relating to the history of aerospace doctrine, aerospace performance in Desert Storm, and other service doctrine regarding aerospace power's use, are investigated. The conclusion is that the March 1992 version of AFM 1-1 provides a sound doctrinal basis for such conventional theater conflicts. This new summary of basic aerospace doctrine is also broad enough to assist in the development of joint aerospace doctrine as well.
