Irreversible changes to regional biogeochemistry, and terrestrial and marine ecosystem functioning are brought about by increases in population, intensified land use, urbanization, industrialization and economic development. These may have global as well as regional consequences. The objectives of the assessments are, (i) to better understand how human activities in regions are altering regional atmospheric, terrestrial, and marine environments, (ii) to provide a sound scientific basis for sustainable regional development, and (iii) to develop the capability of predicting changes in global-regional linkages in the Earth System and to recognize the future consequences of such changes. This book describes such a study for monsoon East Asia, providing a state-of-the-art summary of what we already know, and serves as a basis for identifying knowledge gaps that require study.

Book excerpt: Most of the world’s population lives close to the coast and is highly dependent on coastal resources, which are being exploited at unsustainable rates. These resources are being subject to further pressures associated with population increase and the globalization of coastal resource demand. This is particularly so for the Asia-Pacific region which contains almost two thirds of the world’s population and most of the world’s coastal megacities. The region has globally important atmospheric and oceanic phenomena, which affect world climate such as the Asian Monsoon and the El-Niño Southern Oscillation phenomena. The Asia-Pacific region also has highly significant marine diversity but over the last few decades, coastal resources such as mangroves, coral reefs and fisheries have experienced large-scale depletion. The need to find appropriate management solutions to these and other coastal issues is made more complex by the need to take account of international scientific predictions for global climate change and sea-level rise which will further impact on these coasts. The idea for this book arose from a meeting of coastal scientists in Kobe, Japan in May 2003. The meeting was organized by the Asia-Pacific Network for Global Change Research (APN), an inter-governmental network, comprising 21 member countries, for the promotion of global change research and links between science and policy making in the region.

Although understanding and predictive capacity are still limited, scientists already agree that significant global changes must be expected in the next 50 years that will affect the capacity of the Earth to sustain life. Governments, business and industry have, therefore, come to recognize that scientific knowledge about the changing global environment - as yet incomplete but rapidly evolving - is becoming indispensable for wise long-term policy making, the goal being to design preventive, adaptive and remedial measures. Thus global change science and policy making are engaged in a process of forming a new partnership that is taking shape as further insights evolve. Effective continuous interactions between the partners requires mutual understanding: decision-makers need to understand the unique potential but also the limitations of the results of scientific research in progress while scientists must take into account the priorities and constraints of policy-makers in designing and implementing policies that will promote long-term sustainability of life on this planet. This book contributes in a unique manner to this mutual understanding: It gives an overview of the ongoing relevant research focusing on the two major international programmes, the International Geosphere-Biosphere Programme and the World Climate Research Programme. These are described in terms understandable to the interested lay reader. The results of the latest review of the Intergovernmental Panel on Climate Change (IPCC) are included. This is followed by an analysis of the response process that is in progress with respect to governments - singly and multilaterally - by business and industry and by public interest groups. This process is leading to interactive structures, assessment procedures and legislation, nationally and internationally. Business and industry are changing from mere watchfulness to recognition of new opportunities for products and processes. Six interviews with prominent figures from business and government circles in the Netherlands provide a vivid illustration of the questions at issue. Part 3 focuses on a number of sector-specific activities including transportation, forestry, capacity development, and inventory work in Asia. Rather than discussing the Low Carbon Society (LCS) concept in detail, the respective chapters highlight unique, concrete, and practically applicable examples from Asia, showing how Asian countries are addressing climate change mitigation issues in a collaborative manner, an approach that can be replicated in other regions.
