The eugenics idea, whether or not it prove capable of development into a new science, the foundation for a new population policy, the con scious improvement of the human stock, - has Opened our eyes to some very present evils and dangers. It is unfortunate that our knowledge of the laws of heredity, which is the basis of eugenics, is so uncertain and fragmentary, and that the progress of investigation must necessarily be slow. Otherwise we might look for a rapid and at the same time sure progress of both theoretical and practical eugenics. Even with the advance of genetic psychology and experimental genetics much doubt must continue to exist with regard to the relative in uence of environ ment and heredity. The laymen may well await the verdict of time, also, as to the validity of the methods of investigation used by the biometricians of the Pearson school in England, and of Mendelism, upon which as a working hypothesis the investiga tions of the Eugenics Record Office,1 and most other American work, are being carried out. During this relatively short period, many business enterprises have passed from the scale of the owner manager, directing 100 or zoo workers and selling to a small num ber of customers, to corporations that number their owners (stockholders) by tens of thousands, their managers by hundreds, their workers by tens of thousands, and their customers (who are for practical purposes unknown to them) by hundreds of thou sands. In its early stages this change of scale, which was often achieved by combining several competing firms, caused widespread alarm and produced antitrust or antimonopoly legislation designed to prevent the abuses that were predicted. In the first decades of this century, for example, President Theodore Roosevelt embarked upon his famous trust-busting campaign, in response to an insistent popular demand. But looking back at it thirty years later, the results were certainly disappointing, and one is tempted to suggest that the statesmen and lawmakers of that period failed to make a correct diagnosis of what they assumed to be an industrial disease. Then for the second time came Hope; more solid Hope. Given a fairly early case, and three years, and recovery was in the offing. And so we went on cheerfully with Davos. But Davos was not for every one; nor was every case an early 'one. Then came the discovery that lower altitudes would do if certain conditions were obtained; and so arose the great sanatorium movement. But slowly we found that patients could not spend their lives in sanatoriums; and one day on making my way up to one of them in England, I met on the way patient after patient, slouching along, bored to death with themselves and with each other; and even worse in morale than in body. Better discipline and better notions of thera peutics mended some of that; still I could not forget those listless saunterers, and it became evident to some of us, however unwillingly, that Hope was drooping again. The sanatorium was doing a great educative work no doubt; but at the end of its four or six months - what then? To send the patient away with recommendations about light jobs, and a regime, was almost a mockery or quite. What about the wage, and the family to be supported? The next lesson was brought home to me by a visit with other commissioners to certain cities, concerning some such problems. Before me now I see a gaunt hollow-eyed man, coughing, and leaning against the wall as he tried to talk to us, saying that his mates when he came out of the sanatorium - good fellows as they were - had bought him a milk that he might creep round, and earn a bit. The brave wife, shawl on head and mill apron on, had just come from the factory, and apologised for the dirty house - as well she might. The poor thing was working all day at the factory to keep the wolf from the door. All being dragged down together into the pit! What is the value of a good house, or a clean house, if no wages! What is there for the children? And what is to stop the infection! Who then would have the imagination, the initiative, the business capacity, to lift this burden, like lifting a world? It is, indeed, something more (or less) than a commonplace. Progress is, itself, a phase, and revolution an incident, of evolution. The remark, therefore, easily analyses itself into the expression, Social evolution should come by social evolution, - no momentous contribution to social philosophy. If, however, one means by such: a remark that progress should be peaceful, it does not yet express all that is desired in a theory of social advancement. For social progress may be peaceful and yet be exceedingly slow, and involve excessive waste. It should be not only peaceful but conscious and intelligent. It may then be rapid and permanent. This, however, demands a genuine recognition on the part of the people of the injustice inherent in existing social relationships, and a fairly definite conception of social well-being, - of the actual and the ideal, of how we live and how we might live. The first step, then, to ordered social progress is general social insight. Before we can have a better society it must somehow get into the minds of the people.
