In A Social Laboratory for Modern France Janet R. Horne presents the story of this institution, offering a nuanced explanation of how, despite centuries of deep ideological division, the French came to agree on the basic premises of their welfare state. Horne explains how Musée founders believed—and convinced others to believe—that the Third Republic would carry out the social mission of the French Revolution and create a new social contract for modern France, one based on the rights of citizenship and that assumed collective responsibility for the victims of social change. Challenging the persistent notion of the Third Republic as the stagnant backwater of European social reform, Horne instead depicts the intellectually sophisticated and progressive political culture of a generation that laid the groundwork for the rise of a hybrid welfare system, characterized by a partnership between private agencies and government. Book excerpt: This book, first published in 1983, examines in depth the nature and sources of class radicalism in France and Britain and takes issue with some of the major theories of class consciousness and class action. Drawing on data both from detailed case studies and from wider national surveys, it shows that the conflict of class interests within capitalist societies can lead to sharply diverging attitudes to class inequality. It argues that the explanation of such differences cannot be found in some 'general' law of the evolution of social conflict in capitalist society. It must be sought in the profound institutional differences that exist between the two societies. In particular the study argues for a reassessment of the importance of the experience of war and of the way in which the business and political elite handled the social crises generated by war, in accounting for the long-term structural divergence of capitalist societies.

The volume constitutes the first sociological study to document, from the individual actor’s perspective, the everyday experience of racism within France’s elite educational institutions and to reveal the upward mobility experience to be informed by the interlocking effects of racial processes, immigrant ancestry, class background, and gender. Challenging the pervasive representation of descendants of North African immigrants as ‘unsuccessful’ and ‘unable to integrate’, this book sheds light on the experiences of the largely silent upwardly mobile members of a stigmatized minority group, revealing the strategies used to respond to the constraints to their mobility and the importance of familial histories of post-colonial migration, characterized by the former generation’s efforts, sacrifices, and resilience, in informing these ‘success stories’.
