Book excerpt: The United Nations has rarely been given a fair hearing with regard to its work in Cyprus. Despite competing demands for its limited resources being challenged by the local parties and at the mercy of contradictory political directions at the international level, the UN has actually achieved more than is generally realized. This is the first volume to critically appraise all the major areas of the UN's peacekeeping, peacemaking, and peace building activities in Cyprus.

Book A Force for Peace Six Decades of UN PeaceKeeping and UNFICYP s 45 Years in Cyprus

Download or read book A Force for Peace Six Decades of UN PeaceKeeping and UNFICYP s 45 Years in Cyprus written by UNFICYP Public Information Office and published by . This book was released on 2007 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: For 60 years now, United Nations peacekeeping operations have been helping societies emerging from conflict return to a path of reconstruction and development. The UN's work in Cyprus is an integral part of that history. Since its inception following the outbreak of inter-communal violence in 1963, UNFICYP has worked to prevent a recurrence of fighting and contribute to the maintenance and restoration of law and order and a return to normal conditions. The United Nations has also been active in bringing the sides together with a view to reaching a just and lasting settlement. The photographs in this commemorative volume provide a small window on the daily work of UNFICYP's peacekeepers -- men and women soldiers, police and civilians from around the world with the people of Cyprus. This book is a tribute to them and to the many peacekeepers who have lost their lives in the service of peace on this island and around the world.

Book Why Peacekeeping Fails

Download or read book Why Peacekeeping Fails written by D. Jett and published by Springer. This book was released on 2000-03-01 with total page 251 pages. Available in PDF, EPUB and Kindle. Book excerpt: Dennis C. Jett examines why peacekeeping operations fail by comparing the unsuccessful attempt at peacekeeping in Angola with the successful effort in Mozambique, alongside a wide range of other peacekeeping experiences. The book argues that while the causes of past peacekeeping failures can be identified, the chances for success will be difficult to improve because of the way such operations are initiated and conducted, and the way the United Nations operates as an organization. Jett reviews the history of peacekeeping and the evolution in the number, size, scope, and cost of peacekeeping missions. He also explains why peacekeeping has become more necessary, possible, and desired and yet, at the same time, more complex, more difficult, and less frequently used. The book takes a hard look at the UN's actions and provides useful information for understanding current conflicts.

This book was released on 2015-07-09 with total page 1031 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Oxford Handbook on United Nations Peacekeeping Operations presents an innovative, authoritative, and accessible examination and critique of the United Nations peacekeeping operations. Since the late 1940s, but particularly since the end of the cold war, peacekeeping has been a central part of the core activities of the United Nations and a major process in global security governance and the management of international relations in general. The volume will present a chronological analysis, designed to provide a comprehensive perspective that highlights the evolution of UN peacekeeping and offers a detailed picture of how the decisions of UN bureaucrats and national governments on the set-up and design of particular UN missions were, and remain, influenced by the impact of preceding operations. The volume will bring together leading scholars and senior practitioners in order to provide overviews and analyses of all 65 peacekeeping operations that have been carried out by the United Nations since 1948. As with all Oxford Handbooks, the volume will be agenda-setting in importance, providing the authoritative point of reference for all those working throughout international relations and beyond.

Book The Use of Force in UN Peace Operations

Download or read book The Use of Force in UN Peace Operations written by Trevor Findlay and published by Oxford University Press on Demand. This book was released on 2002 with total page 486 pages. Available in PDF, EPUB and Kindle. Book excerpt: One of the most vexing issues that has faced the international community since the end of the Cold War has been the use of force by the United Nations peacekeeping forces. UN intervention in civil wars, as in Somalia, Bosnia and Herzegovina, and Rwanda, has thrown into stark relief the difficulty of peacekeepers operating in situations where consent to their presence and activities is fragile or incomplete and where there is little peace to keep. Complex questions arise in these circumstances. When and how should peacekeepers use force to protect themselves, to protect their mission, or, most troublingly, to ensure compliance by recalcitrant parties with peace accords? Is a peace enforcement role for peacekeepers possible or is this simply war by another name? Is there a grey zone between peacekeeping and peace enforcement? Trevor Findlay reveals the history of the use of force by UN peacekeepers from Sinai in the 1950s to Haiti in the 1990s. He untangles the arguments about the use of force in peace operations and sets these within the broader context of military doctrine and practice. Drawing on these insights the author examines proposals for future conduct of UN operations, including the formulation of UN peacekeeping doctrine and the establishment of a UN rapid reaction force.

Book Making War and Building Peace

Download or read book Making War and Building Peace written by Michael W. Doyle and published by Princeton University Press. This book was released on 2011-04-22 with total page 421 pages. Available in PDF, EPUB and Kindle. Book excerpt: Making War and Building Peace examines how well United Nations peacekeeping missions work after civil war. Statistically analyzing all civil wars since 1945, the book compares peace processes that had UN involvement to those that didn't. Michael Doyle and Nicholas Sambanis argue that each mission must be designed to fit the conflict, with the right authority and adequate resources. UN missions can be effective by supporting new actors committed to the peace, building governing institutions, and monitoring and policing implementation of peace settlements. But the UN is not good at intervening in ongoing wars. If the conflict is controlled by spoilers or if the parties are not ready to make peace, the UN cannot play an effective enforcement role. It can, however, offer its technical expertise in multidimensional peacekeeping operations that follow enforcement missions undertaken by states or regional organizations such as NATO. Finding that UN missions are most effective in the first few years after the end of war, and that economic development is the best way to decrease the risk of new fighting in the long run, the authors also argue that the UN's role in launching development projects after civil war should be expanded.

Book UN Role in the Mediation of Intractable Conflicts The Case of Cyprus

Download or read book UN Role in the Mediation of Intractable Conflicts The Case of Cyprus written by Onur Kaya and published by . This book was released on 2017 with total page 91 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This thesis will focus on the United Nations role in conflict negotiation and mediation throughthe case of Cyprus which has challenged the international community for over 50 years. Somescholars examined the Cyprus conflict as an intractable, identity-based conflict (Bolukbasi,1998; Fisher, 2001; Hadjipavlou, 2007; Michael, 2007). Despite the ideas of Greek Enosis and rkish taksim/partition, the Republic of Cyprus came into existence in 1960 together with theZurich-London Accords and Britain, Greece and Turkey became the guarantor powers of theRepublic of Cyprus according to the Treaty of Guarantee 1960. The conflict in Cyprus startedwith the political and constitutional crises in 1963 between the Cypriot communities and turnedinto violent conflict after a short time. After the Greek coup and military intervention of Turkeyin the island in July 1974, the ceasefire was declared and the United Nations immediatelystarted to intercommunal talks and continues to do. In this thesis, I aim to analyze the attemptsof the United Nations, including third-party initiatives, intercommunal talks, resolutions over 50years for ending the conflict together with examining the perspectives of the Cypriotcommunities throughout history about a subject of refugees, presence of the Turkish army andincreasing of Turkish settlers in the North, economic embargo to the Northern Cyprus andunification or partition ideas. Although the United Nations has an important role in providing aUN role in conflict negotiation and mediation: the case of Cyprus ettlement on intrastate and interstate conflicts and despite all UN initiatives to implement asettlement in Cyprus, the peaceful solution has not been produced between the actors and thissmall island of the Eastern Mediterranean remains divided. I am going to comprehend andanalyze the UN conflict negotiation and mediation policies in search of a solution in the caseof Cyprus. Accordingly, it is important to analyze the UN approaches to solve the conflict andproduce a settlement in the region in order to examine what is the role of UN in conflictnegotiation and mediation in deep-rooted conflicts.

Book Towards a Theory of United Nations Peacekeeping

Download or read book Towards a Theory of United Nations Peacekeeping written by A.B. Fetherston and published by Springer. This book was released on 1994-12-13 with total page 309 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'At a time when peacekeepers are struggling to fulfil increasingly demanding mandates and UN peacekeeping is in danger of losing the distinct character that won it the 1988 Nobel Peace Prize, this important book argues for a clear theoretical redefinition within a conflict resolution framework and examines the practical implications for training. This is a valuable and original contribution to the peacekeeping literature.' - Dr. Oliver Ramsbotham, Department of Peace Studies, University of Bradford 'Both for the 'blue helmets' on the ground, and for the diplomats at UN headquarters, conflict resolution skills are essential for conducting peacekeeping operations. Betts Fetherstone's excellent study points the way forward to a synthesis between conflict management and peacekeeping?' - Hugh Miall, Research Fellow, European Programme, Royal Institute of International Affairs The prevailing over-taxed ad hoc system of peacekeeping does not meet the growing demands posed by the post-Cold War world. This volume argues that peacekeeping needs to be placed on firm conceptual footing directly congruent with its peaceful third party role. The implications of this conceptualisation of peacekeeping for practice are then discussed. Training is cited as a key means of translating conceptual understanding into practice. Without this foundation work, UN has little chance of changing its existing, and largely ineffective, system of conflict management. At a time when peacekeepers are struggling to fulfil increasingly demanding mandates and UN peacekeeping is in danger of losing the distinct character that won it the 1988 Nobel Peace Prize, this important book argues for a clear theoretical redefinition within a conflict resolution framework and examines the practical implications for training. This is a valuable and original contribution to the peacekeeping literature.
