Book excerpt: Excerpt from The Work and Words of the National Congress of Mothers These matters will be presented to the Congress by men and women foremost in such work and whose names are everywhere known and revered. As the time intervening between this and the Mothers' Con gress is comparatively brief, it behooves all who feel an interest in the cause to be up and doing. The plan of procedure is sim ple. Every city and town and village has its organizations and clubs for various purposes. Let each one of these call a special meeting and form a mothers' club in which all can unite. We will furnish, on application from the secretary of such clubs, suggestions which may prove helpful in the conduct of the meetings, which should be held every week for awhile, if possi ble, in order that the need for this work may be clearly set forth and that delegates may be decided upon for the N ational Con gress in February. It is desired that all who can will attend the national meeting; but as it is possible that only a minor pro portion of the mothers will be able to come, it is essential for each organization to send at least one delegate, who can carry back a detailed account of the meetings, and be prepared to in struct the home club in the methods to be pursued for ensuing years, it being a part of the plan to have the national organiza tion hold regular annual meetings hereafter. Molly Ladd-Taylor explores both the private and public aspects of child-rearing, using the relationship between them to cast new light on the histories of motherhood, the welfare state, and women's activism in the United States. Ladd-Taylor argues that mother-work, "women's unpaid work of reproduction and caregiving," motivated women's public activism and "maternalist" ideology. Mothering experiences led women to become active in the development of public health, education, and welfare services. In turn, the advent of these services altered mothering in many ways, including the reduction of the infant mortality rate.

Book excerpt: A history of the juvenile court movement in America, which focuses upon the central but neglected contribution of women reformers.The establishment of juvenile courts in cities across the United States was one of the earliest social welfare reforms of the Progressive Era. The first juvenile court law was passed in Illinois in 1899. Within a decade twenty-two other states had passed similar laws, based on the Illinois example. Mothers of All Children examines this movement, focusing especially on the role of women reformers and the importance of gender consciousness in influencing the shape of reform. Until recently historians have assumed that male reformers dominated many of the Progressive Era social reforms. Mothers of All Children goes beyond simply writing women back into the history of the juvenile court movement to reveal the complexity of their involvement. Some women operated within nineteenth-century ideals of motherhood and domesticity while others, trained in the social sciences and living in,the poor neighborhoods of America's cities, took a more pragmatic approach.Despite these differences, Clapp finds a common maternalist approach that distinguished women reformers from their male counterparts. Women were more willing to use the state to deal with wayward children, whereas men were more commonly involved as supporters of women reformers' initiatives rather than being themselves the initiators of reform.Firmly located in the context of recent scholarship on American women's history, Mothers of All Children has broad implications for American women's political history and the history of the welfare state.

But, as Theda Skocpol shows in this startlingly new historical analysis, the United States actually pioneered generous social spending for many of its elderly, disabled, and dependent citizens. During the late nineteenth century, competitive party politics in American democracy led to the rapid expansion of benefits for Union Civil War veterans and their families. Some Americans hoped to expand veterans' benefits into pensions for all of the needy elderly and social insurance for workingmen and their families. But such hopes went against the logic of political reform in the Progressive Era. Generous social spending faded along with the Civil War generation. Instead, the nation nearly became a unique maternalist welfare state as the federal government and more than forty states enacted social spending, labor regulations, and health education programs to assist American mothers and children. Remarkably, as Skocpol shows, many of these policies were enacted even before American women were granted the right to vote. Banned from electoral politics, they turned their energies to creating huge, nation-spanning federations of local women's clubs, which collaborated with reform-minded professional women to spur legislative action across the country. Blending original historical research with political analysis, Skocpol shows how governmental institutions, electoral rules, political parties, and earlier public policies combined to determine both the opportunities and the limits within which social policies were devised and changed by reformers and politically active social groups over the course of the late nineteenth and early twentieth centuries. By examining afresh the institutional, cultural, and organizational forces that have shaped U.S. social policies in the past, Protecting Soldiers and Mothers challenges us to think in new ways about what might be possible in the American future.
