The early departure of army officers leaves a dearth of middle- and senior-level leadership, creating risk for future military readiness. West Point leaders theorized that new officers’ poor person–job fit within their specific career fields contributed to attrition. West Point implemented a talent-based system to place new officers into branches that should offer a stronger person–job fit, hoping it would reduce officer attrition. To begin the investigation on how this talent-based system affects attrition, this study examined graduates who joined the field artillery career field to ascertain if the various cadet traits quantified by the new branching system could function as predictors of performance at the field artillery’s postgraduate school. Previous research demonstrated that these talents and traits were predictors of cadets’ academic performance while still at West Point. This study serves as a follow-up investigation of the next phase of these new officers’ careers. Army officers who fail to complete the field artillery postgraduate course successfully demonstrate higher levels of job dissatisfaction and face many career hurdles that inhibit advancement. Understanding how the talent-based system predicts performance at the branch school can serve as a first measurement of person–job fit and inform leaders about the likelihood of officer attrition. While the talent-based traits were effective predictors of West Point academic performance, cadet grade point averages were more predictive of artillery school performance than were the measures of field artillery-specific talents and traits used in the branching system. The findings provide a potential predictive model for artillery school performance with a weighted balance between cognitive and noncognitive measurements. Book excerpt: Traditionally, the U.S. Army has stressed "competency" in its officer development doctrine. Recent operational experience clearly demonstrates the need for something more than adequate or appropriate individual performance by leaders. In an era of persistent conflict, Army officers must embrace new cultures, serve as ambassadors and diplomats, sow the seeds of economic development and democracy, and in general rapidly conceptualize solutions to complex and unanticipated problems. It requires the Army to access, retain, develop, and employ talented officers, not competent ones. The authors define talent as the intersection of three dimensions-- skills, knowledge, and behaviors-- that create an optimal level of individual performance, provided the individual is employed within his or her talent set. To get optimal performance from its officers, the Army must first acknowledge that each has a unique distribution of skills, knowledge, and behaviors. It must also acknowledge the unique distribution of talent requirements across the force. Doing so will allow the Army to thoughtfully manage the nexus of individual talent supply and organizational talent demand, to create a true talent management system that puts the right officer in the right place at the right time. An officer strategy focused upon talent has but one purpose: to help the Army achieve its overall objectives. It does this by mitigating the greatest risks: the cost of a mismatch between numbers of officers and requirements; and the cost of losing talented officers to the civilian labor market.

From the editor: "71F, or "71 Foxtrot," is the AOC (area of concentration) code assigned by the U.S. Army to the specialty of Research Psychology. Qualifying as an Army research psychologist requires, first of all, a Ph.D. from a research (not clinical) intensive graduate psychology program. Due to their advanced education, research psychologists receive a direct commission as Army officers in the Medical Service Corps at the rank of captain. In terms of numbers, the 71F AOC is a small one, with only 25 to 30 officers serving in any given year. However, the 71F impact is much bigger than this small cadre suggests. Army research psychologists apply their extensive training and expertise in the science of psychology and social behavior toward understanding, preserving, and enhancing the health, well being, morale, and performance of Soldiers and military families. As is clear throughout the pages of this book, they do this in many ways and in many areas, but always with a scientific approach. This is the 71F advantage: applying the science of psychology to understand the human dimension, and developing programs, policies, and products to benefit the person in military operations. This book grew out of the April 2008 biennial conference of U.S. Army Research Psychologists, held in Bethesda, Maryland. This meeting was to be my last as Consultant to the Surgeon General for Research Psychology, and I thought it would be a good idea to publish proceedings, which had not been done before. As Consultant, I'd often wished for such a document to help explain to people what it is that Army Research Psychologists "do for a living." In addition to our core group of 71Fs, at the Bethesda 2008 meeting we had several brand-new members, and a number of distinguished retirees, the "grey-beards" of the 71F clan. Together with longtime 71F colleagues Ross Pastel and Mark Vaitkus, I also saw an unusual opportunity to capture some of the history of the Army Research Psychology specialty while providing a representative sample of current 71F research and activities. It seemed to us especially important to do this at a time when the operational demands on the Army and the total force were reaching unprecedented levels, with no sign of easing, and with the Army in turn relying more heavily on research psychology to inform its programs for protecting the health, well being, and performance of Soldiers and their families."

It describes the organizational and doctrinal changes the Army implemented as it attempted to digest the lessons of one conflict and to prepare the force for another. The pamphlet also discusses the service's efforts to maintain its position in national defense within the parameters of President Eisenhower's New Look strategic policy. A key issue for the Army was the question of how to prepare a force to operate on an atomic battlefield. In order to compete with the Air Force and the Navy for a diminishing defense budget, the Army had to show that it, too, was a modern, forward-thinking organization, prepared to integrate a new family of tactical atomic weapons into its organization and doctrine. The resulting experiment with the Pentomic division forced Army leaders to reexamine some of their most basic assumptions about future conflict. With the increasing influence of Communist China throughout Southeast Asia, the Army also began to pay greater attention toward counterinsurgency and guerilla warfare. President Kennedy's interest in a doctrine of flexible response and his concern for combatting Communist inspired insurrections prompted the Army to increase training in unconventional warfare and to highlight the capabilities of its developing special forces--the Green Berets.
