Book excerpt: The authors compare the welfare effects of in situ slum upgrading programs with programs that provide slum dwellers with better housing in a new location. Evaluating the welfare effects of slum upgrading and resettlement programs requires estimating models of residential location choice, in which households trade off commuting costs against the cost and attributes of the housing they consume, including neighborhood attributes. The authors accomplish this using data for 5,000 households in Mumbai, a city in which 40 percent of the population live in slums. The precise welfare effects of resettlement programs depend on assumptions made about the ease with which workers can change jobs and also on the ethnic characteristics of neighborhoods in which new housing is located. To illustrate this point the authors consider a realistic slum upgrading program that could be offered to residents in their sample living in east Mumbai. They summarize the effects of job opportunities and neighborhood composition on welfare by mapping how compensating variation for the program changes depending on where in Mumbai improved housing is located. If program beneficiaries continue working in their original job, the set of welfare-enhancing locations for the upgrading program is small. The set increases greatly if it is assumed that workers can change jobs. The benefits of this program are contrasted with the benefits of in situ housing improvements.

Book excerpt: Slum policies play an important role in poverty alleviation efforts at the local scale and at the national scale - as poverty becomes increasingly 'urban' phenomena. However, poverty reduction is rarely positioned as the main objective of slum policies and, when occurring, is an indirect result of their application. The purpose of this thesis is to provide a more complete understanding of how slum policies affect households' welfare. To explore these issues, two slum-upgrading interventions are used as case studies: the Slum Rehabilitation Scheme in Mumbai (India) and Urban Integral Projects in Medellin (Colombia). This research has addressed issues ranging from the causes of post-rehabilitation residential mobility to the impacts of slum rehabilitation on households' access to credit as well as the effects of Urban Renewal Projects on housing consolidation. We used recent evolution in empirical economics methodologies that allow comparing policy beneficiaries to non-beneficiaries. In the case of Mumbai a household's survey was carried out by the author in 9 slum pockets, 4 of which had already been rehabilitated and 5 to-be rehabilitated slums. In the case of Medellin household level information was obtained from three secondary sources (the Quality of Life Survey, the Medellin Solidaria Survey and the SISBEN Survey) that allowed following a set of beneficiaries and non-beneficiaries before and after Urban Renewal Projects took place.

Book excerpt: In recent years, large-scale housing and resettlement projects have experienced a renaissance in many developing countries and are increasingly shaping new urban peripheries. One prominent example is Morocco's Villes Sans Bidonville (cities without shantytowns) programme that aims at eradicating all shantytowns in Morocco by resettling its population to apartment blocks at the urban peripheries. Analysing the specific resettlement project of Karyan Central, a 90-year-old shantytown in Casablanca, this book sheds light on both process and outcome of resettlement from the perspective of affected people. It draws on rich empirical data from a structure household survey (n=871), qualitative interviews with different stakeholder, document analysis, and non-participant observation gathered during four months of field research. The author emphasises that the VSB programme, although formally part of anti-poverty and urban inclusion policies, puts primary focus on the clearance of the shantytown. Largely based on ill-informed policy assumptions, stigmatisation, rent-seeking, and opaque implementation practices, the VSB programme interpreted adequate housing in a narrow sense. By showing how social interactions, employment patterns, and access to urban functions have changed because of resettlement, the book provides sound empirical evidence that housing means more than four walls and a roof.

In this paper the authors help fill this gap by investigating the impact of a large-scale effort by the Mexican government to replace dirt floors with cement floors on child health and adult happiness. They find that replacing dirt floors with cement floors significantly reduces parasitic infestations in young children, reduces diarrhea, reduces anemia, and improves cognitive development. Finally, they also find that this program leave adults substantially better off, as measured by satisfaction with their housing and quality of life and by their significantly lower rates of depression and perceived stress.
