Key provisions of the proposed Bill will be: the creation of a new Marine Management Organisation (MMO) to provide a holistic approach to marine policy covering planning, licensing and enforcement issues; a more streamlined, transparent and efficient marine licensing system; new mechanisms to supplement existing tools for the conservation of marine ecosystems and biodiversity, including marine conservation zones for important species and habitats that cannot be protected under European law; and reform of the management of inshore fisheries and recreational sea angling, including stronger enforcement powers and the recovery of costs of fishing vessel licence administration.

Environmental History of Water fills this gap, with its main focus being on water and sanitation services and their evolution. Altogether 34 authors have written 30 chapters for this multidisciplinary book which divides into four chronological parts, from ancient cultures to the challenges of the 21st century, each with its introduction and conclusions written by the editors. The authors represent such disciplines as history of technology, history of public health, public policy, development studies, sociology, engineering and management sciences. This book emphasizes that the history of water and sanitation services is strongly linked to current water management and policy issues, as well as future implications. Geographically the book consists of local cases from all inhabited continents. The key penetrating themes of the book include especially population growth, health, water consumption, technological choices and governance. There is great need for general, long-term analysis at the global level. Lessons learned from earlier societies help us to understand the present crisis and challenges. This new book, Environmental History of Water, provides this analysis by studying these lessons.

Book excerpt: World Development Report 1994 examines the link between infrastructure and development and explores ways in which developing countries can improve both the provision and the quality of infrastructure services. In recent decades, developing countries have made substantial investments in infrastructure, achieving dramatic gains for households and producers by expanding their access to services such as safe water, sanitation, electric power, telecommunications, and transport. Even more infrastructure investment and expansion are needed in order to extend the reach of services - especially to people living in rural areas and to the poor. But as this report shows, the quantity of investment cannot be the exclusive focus of policy. Improving the quality of infrastructure service also is vital. Both quantity and quality improvements are essential to modernize and diversify production, help countries compete internationally, and accommodate rapid urbanization. The report identifies the basic cause of poor past performance as inadequate institutional incentives for improving the provision of infrastructure. To promote more efficient and responsive service delivery, incentives need to be changed through commercial management, competition, and user involvement. Several trends are helping to improve the performance of infrastructure. First, innovation in technology and in the regulatory management of markets makes more diversity possible in the supply of services. Second, an evaluation of the role of government is leading to a shift from direct government provision of services to increasing private sector provision and recent experience in many countries with public-private partnerships is highlighting new ways to increase efficiency and expand services. Third, increased concern about social and environmental sustainability has heightened public interest in infrastructure design and performance.

Book excerpt: There are 2.4 billion people without improved sanitation and another 2.1 billion with inadequate sanitation (i.e. wastewater drains directly into surface waters), and despite improvements over the past decades, the unsafe management of fecal waste and wastewater continues to present a major risk to public health and the environment (UN, 2016). There is growing interest in low cost sanitation solutions which harness natural systems. However, it can be difficult for wastewater utility managers to understand under what conditions such nature-based solutions (NBS) might be applicable and how best to combine traditional infrastructure, for example an activated sludge treatment plant, with an NBS such as treatment wetlands. There is increasing scientific evidence that treatment systems with designs inspired by nature are highly efficient treatment technologies. The cost-effective design and implementation of ecosystems in wastewater treatment is something that exists and has the potential to be further promoted globally as both a sustainable and practical solution. This book serves as a compilation of technical references, case examples and guidance for applying nature-based solutions for treatment of domestic wastewater, and enables a wide variety of stakeholders to understand the design parameters, removal efficiencies, costs, co-benefits for both people and nature and trade-offs for consideration in their local context. Examples through case studies are from across the globe and provide practical insights into the variety of potentially applicable solutions.

Book excerpt: Water Reuse: An International Survey of current practice, issues and needs examines water reuse practices around the world from different perspectives. The objective is to show how differently wastewater reuse is conceived and practised around the world as well as to present the varied needs and possibilities for reusing wastewater. In the first section water reuse practices around the world are described for regions having common water availability, reuse needs and social aspects. The second section refers to the “stakeholders” point of view. Each reuse purpose demands different water quality, not only to protect health and the environment but also to fulfil the requirements of the specific reuse. Reuses considered are agricultural, urban agriculture as a special case of the former, municipal and industrial. Alongside these uses, the indirect reuse for human consumption through aquifer recharge is also discussed. The third section deals with emerging and controversial topics. Ethical and economical dilemmas in the field are presented as a subject not frequently addressed in this field. The role of governments in respect of public policy in reuse is discussed as well as the different international criteria and standards for reusing wastewater. The importance of public acceptance and the way to properly handle it is also considered. The fourth section of the book presents contrasting case studies; typical situations in the developed world (Japan and Germany) are compared to those in developing countries (Pakistan and Brazil) for agricultural and industrial reuse. Indirect planned reuse for human consumption (Germany) is compared with an unplanned one (Mexico). The Windhoek, Namibia case study is presented to emphasize why if the direct reuse of wastewater for human consumption has been performed with success for more than 35 years it is still the only example of this type around the world. To illustrate the difficulties of having a common framework for regulating water reuse in several countries, the Mediterranean situation is described. Other case studies presented refer to the reuse situation in Israel, Spain, Cameroon, Nepal and Vietnam, these latter countries being located in water rich areas. This book will be an invaluable information source for all those concerned with water reuse including water utility managers, wastewater policy makers and water resources planners as well as researchers and students in environmental engineering, water resources planning and sanitary engineering. Increased life expectancy and lower fertility rates are changing the population structure worldwide in a major way: the proportion of older persons is rapidly increasing, a process known as population ageing. The process is inevitable and is already advanced in developed countries and progressing quite rapidly in developing ones. The 2007 Survey analyses the implications of population ageing for social and economic development around the world, while recognising that it offers both challenges and opportunities. Among the most pressing issues is that arising from the prospect of a smaller labour force having to support an increasingly larger older population. Paralleling increased longevity are the changes in intergenerational relationships that may affect the provision of care and income security for older persons, particularly in developing countries where family transfers play a major role. At the same time, it is also necessary for societies to fully recognise and better harness the productive and social contributions that older persons can make but are in many instances prevented from making. The Survey argues that the challenges are not insurmountable, but that societies everywhere need to put in place the policies required to confront those challenges effectively and to ensure an adequate standard of living for each of their members, while respecting and promoting the contribution and participation of all.
