However, the amount of cocaine reaching consumer countries remains relatively stable after seven years, and the price of cocaine at different stages has not risen. Thus policies such as this one, aimed at reducing the amount of drugs reaching consumers by curtailing production and trafficking, have been relatively ineffective. The first independent evaluation of the anti-drug policies implemented under Plan Colombia, The War on Illegal Drug Production and Trafficking: An Economic Evaluation of Plan Colombia evaluates the costs, efficiency, effectiveness, and future prospects of the war against illegal drug production and trafficking under Plan Colombia. The results from this paper should help policymakers shape more effective (and less costly) anti-drug policies and, hopefully, encourage future research in order to evaluate the costs and benefits of alternative policies, such as demand side controls (treatment and prevention policies) or the legalization (with the appropriate controls) of illegal drugs. Stop the flow of drug money, the logic goes, and the insurgency will wither away. But the conventional wisdom is dangerously wrongheaded, as Vanda Felbab-Brown argues in Shooting Up. Counternarcotics campaigns, particularly those focused on eradication, typically fail to bankrupt belligerent groups that rely on the drug trade for financing. Worse, they actually strengthen insurgents by increasing their legitimacy and popular support. Felbab-Brown, a leading expert on drug interdiction efforts and counterinsurgency, draws on interviews and fieldwork in some of the world's most dangerous regions to explain how belligerent groups have become involved in drug trafficking and related activities, including kidnapping, extortion, and smuggling. Shooting Up shows vividly how powerful guerrilla and terrorist organizations — including Peru's Shining Path, the FARC and the paramilitaries in Colombia, and the Taliban in Afghanistan — have learned to exploit illicit markets. As in previous years, the present Report is based on data obtained primarily from the annual reports questionnaire (ARQ) sent by Governments to UNODC in 2007, supplemented by other sources when necessary and where available. Two of the main limitations herein are: (i) that ARQ reporting is not systematic enough, both in terms of number of countries responding and of content, and (ii) that most countries lack the adequate monitoring systems required to produce reliable, comprehensive and internationally comparable data. National monitoring systems are, however, improving and UNODC has contributed to this process.

Book excerpt: The 21st century has seen the growth of a number of nontraditional threats to international stability on which, trade, and thus U.S. peace and security, depends, and for the moment at least a reduced likelihood of continental scale warfighting operations, and something of a de-emphasis on major involvement in counterinsurgency operations. These nontraditional threats are, however, very real and should command a higher priority than they have done in the past, even in a period of budgetary constraint. The military have cost-effective contributions to make in countering the manufacture and distribution of illicit drugs, and in many cases can do so without serious detriment to their main warfighting role. Successfully completing this mission, however, will require the military to rethink their integration with the nonmilitary aspects of a whole-of-government approach, and almost certainly, their institutional preference for speedy victories in short wars.

Author Steven Wisotsky masterfully documents the failure of the drug war and the erroneous premise central to its destructive and doomed strategy: the idea that drug taking controls human behavior; that drugs "cause" physical dependency. Americans must move beyond the war on drugs by repudiating their obsessive preoccupation with controlling or prohibiting drugs. Instead, we must replace this mindset with a new view that acknowledges individual freedom and the power of directing our choices toward responsible human behavior. According to Wisotsky, the idea of "waging war" on drugs is central to the problem rather than a fundamental part of any solution. He takes the Reagan-Bush-Bennett campaign to task for its failed efforts to cut the supply of drugs, reduce public demand, and enforce laws regarding the sale and distribution of controlled substances. Wisotsky contends that the war on drugs will remain inadequate so long as society continues to be seduced by the battle cries of its own stepped-up combat in which the "enemy" (drugs) must be eradicated at all cost. The rationale for doing battle has become so embedded in the public mind that we no longer recognize the need for a critical review of social policy, strategy, or the methods needed to achieve our desired goals. Have we simply created a new type of Prohibition, which is destined to fail? And if this is the case, then what does it say about our society? Have we lost the ability to reflect critically on our social motives and purposes, as well as our justification for the actions we take, simply because we've declared "war" on the "enemy" and we aren't going to stop the good fight until we've "won"? Beyond the War on Drugs offers hard-hitting arguments to support the growing public opinion that this war, as it is currently conceived, cannot be won and ought not to be fought. Wisotsky argues persuasively for a reassessment of this struggle. We must go beyond the war on drugs to develop a public policy that acknowledges human intelligence, free choice, and individual responsibility.

Cocaine, heroin, and methamphetamines continue to cause great harm in the country, particularly in minority communities in the major cities. Marijuana use remains a part of adolescent development for about half of the country's young people, although there is controversy about the extent of its harm. Given the persistence of drug demand in the face of lengthy and expensive efforts to control the markets, the National Institute of Justice asked the National Research Council to undertake a study of current research on the demand for drugs in order to help better focus national efforts to reduce that demand. This study complements the 2003 book, Informing America's Policy on Illegal Drugs by giving more attention to the sources of demand and assessing the potential of demand-side interventions to make a substantial difference to the nation's drug problems. Understanding the Demand for Illegal Drugs therefore focuses tightly on demand models in the field of economics and evaluates the data needs for advancing this relatively undeveloped area of investigation.

Thousands die in drug-related violence every year in Mexico. Ciudad Juárez, Chihuahua, adjacent to El Paso, Texas, has become the most violent city in the drug war. Much of the cocaine, marijuana, and methamphetamine consumed in the United States is imported across the Mexican border, making El Paso/Juárez one of the major drug-trafficking venues in the world. In this anthropological study of drug trafficking and anti-drug law enforcement efforts on the US–Mexico border, Howard Campbell uses an ethnographic perspective to chronicle the recent Mexican drug war, focusing especially on people and events in the El Paso/Juárez area. It is the first social science study of the violent drug war that is tearing Mexico apart. Based on deep access to the drug-smuggling world, this study presents the drug war through the words of direct participants. Half of the book consists of oral histories from drug traffickers, and the other half from law enforcement officials. There is much journalistic coverage of the drug war, but very seldom are the lived experiences of traffickers and “narcs” presented in such vivid detail.
