Book excerpt: The modern tendency to restrict international arbitration to matters of commerce and investment is succumbing to a renewed recognition of the original impetus for dispute resolution by arbitration – i.e., matters of public international law, most importantly the settlement of disputes that pose a threat of international conflict. Recent developments suggest a renaissance of public international arbitration, most clearly manifested in the present flourishing of the Permanent Court of Arbitration (PCA), the oldest existing dispute settlement institution in international law. As the calls for the development of new and more appropriate methods for dispute settlement in international law increased during the 1990s, the PCA undertook a structural reform and is today a vital forum for dispute settlement, with scores of arbitrations currently pending under its auspices. This book – the most comprehensive study of the institution to date, covering its history, its present status, and its future prospects – proves the PCA’s contemporary relevance within the international dispute settlement framework. Book excerpt: This study provides an overview of the International Air Force (IAF) concept, which emerged in the early 20th century out of a long progression of schemes for creating multi-national armed forces to enforce the peace, most often referred to as an international police force (IPF). After broadly tracing the IAF's complex lineage, Beaumont surveys the proliferation of IPF and IAF proposals throughout the 20th century, including schemes offered by Kipling, H.G. Wells, and Theodore Roosevelt. Later ideas included the Allies' Independent Air Force of 1917-18, the evolution of the League to Enforce Peace into the League of Nations, imperial air policing between the World Wars, and a host of proposals, official and informal, such as visions of a United Nations IAF and the ad hoc coalition air forces assembled by the major western powers in the Gulf War and the Balkans in the 1990s. The IAF concept gained far greater popularity, even among contemporary historians, than is generally appreciated. Beaumont interweaves the review of the IAF and IPF designs with diplomacy and war, especially the rise of air power, and the confounding of its advocates' visions of a cheap, quick road to victory. Based on Beaumont's survey of secondary and primary sources during more than a decade of research, this book considers the IAF image from such diverse perspectives as pacifism, popular culture, and collective security.

The author draws on a wide range of documents to survey the history, organization, and ideologies of the peace groups, placing them in their social and political context. Working through schools, churches, the press, political parties, and other opinion-forming groups, the German peace movement attempted systematically to promote the idea that the world's nations composed a harmonious community in which law was the proper means for resolving disputes. Except for small pockets of support, however, the movement met only resistance—resistance greater, the author contends, than elsewhere in the West. Evaluating the reasons for hostility to the peace movement in Germany, he concludes that dominant features of German political culture emphasized the inevitability of international conflict, in the final analysis because Imperial Germany's ruling elites feared the domestic as well as the international implications of the movement's program. Book excerpt: Historians have often either ignored Anacharsis Cloots (1755-1794) or considered him deranged because he claimed to be the 'orator of the human race' and devised a 'universal republic' based on the 'sovereignty of the human race'. This book is the first comprehensive study of the entire body of Cloots's written works and political actions. By contextualizing them, the book non only rehabilitates Cloots as a political thinker worthy of consideration, but also argues that his political thought constitutes a specific branch of republicanism in the age of Atlantic revolutions: cosmopolitan republicanism. The introduction suggests how 18th-century French cosmopolitanism was a new philosophical tradition, but was composed of several themes, which the book then analyses in Cloots's writings. The first chapter provides a brief overview of his life. The second chapter explains why he called himself orator and wrote pamphlets, and why contemporary readers should not discard this as non-philosophical. Having established Cloots's writings as constituting a philosophical system, the following chapters explores it through the themes laid out in the introduction. First, the concept of reason and his understanding of science. Second, the paradigm of natural law and the role of nature in moral and political thought. Third, the conception of humanity and individuals in nature and society. Finally, republicanism and its principles. The last chapter summarizes the elements of Cloots's cosmopolitan republicanism and opens a research programme to other political thinkers in the age of Atlantic revolutions for historians and political theorists.
