Both the US and Taiwan, along with many other countries, have a history of such occurrences and a common need to reduce their effects.This volume includes papers from the fourth symposium workshop, held jointly between the US and Taiwan to discuss research and its application to multiple hazard mitigation. The workshop, Urban Disaster Mitigation, The Role of Engineering and Technology, discussed lessons learned from recent natural disasters; assessed results of Taiwan's multiple hazards research program and potential application to the US; and proposed further studies on subjects of mutual concern.Topics include recent scientific findings obtained in various natural hazard areas and assessment of actual and potential damage from earthquakes, floods and landslides. Of particular importance are measures that can be taken to mitigate these hazards ranging from use of new algorithms for structural engineering to warning systems for a given region. At a time when natural disasters are widespread, engineers play a key role. Construction methods and building codes are changing; current knowledge shapes the direction of these changes. The research results presented in these proceedings will benefit both the academic and practicing communities around the world, strengthening the relationship between these two important parties.

Damian Strycharz fills this gap in the literature by analysing leaders’ perceptions and the interactions between internal and external factors shaping foreign policy decisions. Challenging existing interpretations of Russian foreign policy and advancing our understanding on how role dynamics occur in non-democracies, Strycharz examines Russia’s reactions to the 2003–4 colour revolutions in Georgia and Ukraine, the Five-Day War in Georgia, and the Euromaidan Revolution. He argues that divergent reactions to these upheavals result from a profound change in the leadership perceptions of Russia’s international responsibilities. Consequently, a shift in the understanding of Russia’s international duties and departure from the Western partner role resulted in more assertive foreign policy behaviour exemplified by the intervention in Georgia and the annexation of Crimea. The book demonstrates that processes of foreign policy formation in Russia are more complex and include more actors than commonly assumed. Not surprisingly, this year the conference enjoyed unprecedented attention. In total, the conference received 173 paper submissions, the highest number ever for a CAiSE conference. Of those, 42 were accepted as regular papers and 26 as short (poster) papers. In addition, the conference received 12 proposals for workshops of which 8 were approved, while 4 tutorials were selected from 15 submissions. The technical program was put together by an international committee of 81 experts. In total, 505 reviews were submitted, with every member of the committeecontributing.Decisionsonallsubmissionswerereachedataprogram committee meeting in Toronto on January 26-27,2002. Workshop and tutorial proposals were handled separately by committees chaired by Patrick Martin (workshops), and Jarek Gryz and Richard Paige (tutorials). We wish to extend a great “THANK YOU!” to all members of the program and organizing committees for their volunteer contributions of time and exp- tise.
