Book excerpt: In 1962 the Navy established a campus Flight Indoctrination Program (FIP) which allowed NROTC students to earn a private pilot's license. The objectives were to attract more NROTC students to aviation, improve screening of flight applicants, and to reduce flight training time. The results were favorable. Input figures for NROTC students into flight training showed a significant increase after inception of FIP. A group of 353 FIP NROTC graduates compared to 143 non-FIP NROTC graduates was superior in terms of average grades throughout flight training, and the FIP group's attrition rate was about half that of the non-FIP group. Greatest reduction in training time was in the light plane phase. There is evidence that more careful consideration of campus FIP performance would result in further improvement in screening. In addition, there were a few instances of possible pipeline misassignment of FIP students. Since pipeline is based mainly on the Primary Flight Grade, an artificial elevation of this grade by the previous light plane experience may contribute to misassignment.

Book excerpt: The purpose of this study was to evaluate the effectiveness of the 1962-63 NROTC Aviation Indoctrination Field Tours by identifying changes in the students' knowledge about and attitudes toward aviation and by determining the students' attitudes toward the tour experience. Comparisons with previous NROTC and U.S. Naval Academy groups also were made. As in previous studies the results indicated a favorable endorsement of the AIFT concept. There was strong evidence that the tour contributed to a more realistic picture of naval aviation and an increase in the perceived status of naval aviation. There was evidence, however, that information about the Naval Aviation Officer (NAO) Program was not reaching all of the students. (Author).

Book excerpt: The purpose was to evaluate the flight indoctrination program for NROTC midshipmen conducted during the summer of 1961 at the Naval Air Advanced Training Command. A comparison with findings from 1960 was also made. The evidence reported supports the following conclusions: (1) the 1961 NROTC cruises can be considered successful; (2) results indicate a more enthusiastic reaction by the 1961 group than by the 1960 group; (3) multi-engine aircraft were not popular among the students; (4) the career lectures were cited as most beneficial by the students, but the technical curriculum was not considered too worthwhile because of redundancy; and (5) the peer rating system in use was extremely unpopular with the students. Recommendations were that (1) an increase in single engine flight time would increase the students' enthusiasm, (2) increasing the number of career lectures and decreasing the technical lectures are recommended, and (3) an improvement in the peer rating system is needed. Book excerpt: The United States (US) Navy struggles to sustain its ranks of aviators; it therefore seeks to produce more pilots, more quickly, without additional resources. This thesis employs the Architecting Innovative Enterprise Strategy (ARIES) framework, Factory Physics methodologies, and experimental models to investigate new policies, organizational structures, processes, and knowledge that support this imperative in the Navy’s Primary Flight Training commands. It addresses promising changes to Primary and how to facilitate them. The ARIES framework, and associated stakeholder interviews, logically investigate the qualitative intricacies of Primary to illustrate its operation. Quantitative internal baseline methods suggest policies for student inventory management, student prioritization, and aircraft allocation. Each technique is tested by a joint discrete process and agent-based student model. This investigation suggests that Primary is challenged by an excessive student inventory and unclear operations policies. It asserts that these two factors create excessive wait time and resource-wasting rework that drastically reduce production performance. Experimentation results qualify the trends of these detriments and quantify their impacts on throughput and training time. The work concludes that a tightly governed start rate can be paired with three concurrent policies to raise average throughput by 62% and reduce average time to train by 52%. 1. Prioritize students by their total time in training to reduce the impacts of rework. 2. Allocate resources to the largest queues to increase peak performance and capacity. 3. Manage student inventory via a constant work in process (CONWIP) policy to reduce the impacts of rework and dampen sensitivity to resource variations. It also suggests minimally disruptive changes to Primary’s architecture that aim to reduce organizational, knowledge, and process complexities while promoting sustainability, scalability, and evolvability in the enterprise. Four core concepts summarize the rearchitecting effort: 1. Employ data analytics in the current infrastructure to aid in decision making. 2. Balance organizational centralization to support flexible but consistent performance. 3. Consolidate and reinforce institutional knowledge in stable employees. 4. Promote knowledge sharing and coordination to improve organizational learning. This thesis asserts that application of these new policies and re-architecting concepts will promote production performance, organizational knowledge, and proactive management.

Book excerpt: During the last several years, senior Navy officials have testified before Congress on the effects of shortages in training resources on the readiness of aviation units. This report examines one of these resources--ordnance for air-to-ground training--to assess the potential for enhancing Navy and Marine Corps tactical aviation unit readiness by improving training ordnance management. The availability of Navy and Marine training ordnance depends on an accurate requirements determination process, a procurement program that supports identified needs, and an allocation process that puts the right amount of ordnance where it is needed for training. The Navy program has problems with all three of these elements. Neither the Navy nor Marine Corps provides request data that reflect the training needs identified in its training instruction. Although both services have linked their ordnance requirements to readiness in their training instructions, neither services' request indicates that its instruction serves as the basis for identifying its needs. GAO believes each service has the knowledge and ability to develop more accurate and justifiable training ordnance requirements. Training ordnance shortages limit the amount of training and exercises aircrews can carry out and reportedly affect their proficiency in certain tasks. The shortages also extend the period of time when units are at lower readiness levels and force them to make a last-minute "rush" to achieve readiness just before deployment. This increases the risk that units may not be sufficiently prepared if they suddenly are needed for an unexpected deployment.

Book excerpt: The basic objective of this thesis is to identify potential financial savings in operational flight training. There are seventeen communities listed in the Commander U.S. Naval Air Forces Pacific Fleet (CNAP) and Commander U.S. Naval Air Forces Atlantic Fleet ( CNAL) Squadron Training Matrices (TRM). The F/ A-18, SH-60B, and the P-3C communities were chosen for this thesis as representative of a valid cross section of Naval Aviation. Each community's advanced qualifications were studied to determine the effectiveness and quality of training received in the simulator. Research data were obtained through: government publications, professional materials, previous theses, books, articles and personal interviews with cognizant personnel in Aviation Manpower & Training (N889F), Wing Training & Readiness Offices, CNAP/CNAL Readiness Officers, and Wing Simulator Officers. The flight hour cost savings from moving the identified qualifications to the simulator were compared to the additional simulator operating costs. The basic conclusion of this thesis is that there are significant financial savings from moving certain identified TRM qualifications to the simulator, with little or no degradation in training or safety. Therefore, moving these qualifications will reduce costs without significantly impacting operational readiness.
