This is expressed in Germany’s national accounts where net construction assets are 86% of total net fixed assets.1In addition the usage of real estate belongs to the basic needs of people. Consequently the disposition of real estate regarding construction and acquisition contributes strongly to economical development of net stock of fixed assets within a national economy. However, in the valuation of property particular difficulties appear that complicate rational capital disposition. Basically, property valuation methods are difficult to apply or even fail in respect of rental income forecasts, assessment of risk and market orientation. Other influential factors originate from the heterogeneous character of properties and the complex structure of real estate markets. This work aims for the examination of codified and international property valuation methods in terms of their theoretical structure, practical application and critical aspects that influence a precise property valuation. In the following, principles regarding property valuation are introduced. This is followed by a detailed description of codified and international valuation methods. Subsequently all methods are applied on a real world valuation example that illustrates the methods and their applicability. Afterwards some decisive valuation methods are critically reviewed regarding their methodology, applicability and marketability. In summary the reader is given a classification in form of a matrix that is based on the aforementioned criteria. Further, some favourable components are identified that are complemented with recommendations for the use in practice.

In the course of the investigation, evidence is found that both phenomena are interrelated. All analyses are based on publicly available data; therefore they are not limited by client interests. Results show three different pieces of evidence on return smoothing, namely the influence on valuation, the timing of valuations, and the influence on returns resulting in return differences by calendar months. Together with the notion of internationally uniquely stable returns, it seems impossible to extract true asset volatility from the observed appraisal-based time series.

The findings are based on literature review and include an empirical part with expert interviews when it comes to the risk of having a housing bubble specifically in Germany.

Against this background, the following question was examined with scientific methods within the framework of this thesis: Is a bubble formation recognisable in the German residential real estate market and what regional differences can be identified in answering this question? As a first step, price-influencing factors were examined in more detail and the price development relative to annual rent ratio, income and construction costs was examined. In addition, the effect of the ECB's interest rate policy and the interplay between property prices, monetary policy and asset price inflation were analysed. Hereby it became apparent that the significant price increase for residential property since 2010, and especially accelerated since 2016, can be explained against the backdrop of the extremely low interest rate level and the considerable expansion of money supply. In order to be able to identify price bubbles on the residential property market in a measurable and comprehensible way, the price development was analysed in a second step with the mathematical procedure according to Diba and Grossmann, which uses the Augmented Dickey Fuller Test. The procedure is based on the premise that the price of a good is related to its fundamental value. To examine the price development in the residential property market, the fundamental value used for comparison purposes is derived from the development of the rent price index, the index of average gross monthly earnings and the construction cost index. The house price index was used as a price indicator for residential property. With the help of the Augmented-Dickey-Fuller Test, the development of the various indices was examined and compared with regard to their degree of stationarity. This investigation was carried out for the overall German residential real estate market in the observation period 2010-2021 in order to obtain an up-to-date picture. For the period under consideration from 01.01.2010 to 31.12.2021, a price bubble was not confirmed on the overall German residential property market.

Book excerpt: Inhaltsangabe:Introduction: Background and Subject of this Thesis: After long negotiations within the Grand Coalition (Große Koalition) and despite jurisdictional criticisms of numerous points, on 31st December 2008 the new inheritance and gift tax law (Erbschaftsteuerreformgesetz - ErbStRG) was published in the Federal Law Gazette (Bundesgesetzblatt), to become effective on 1st January 2009 just in time to avoid the need for retroactive regulations and the related discussions. This marks the end of the discussion about the future of the inheritance tax that has been started by the decision of the Federal Constitutional Court (Bundesverfassungsgericht - BVerfG) from 7th November 2006. The related uncertainity came to an end, at least for now. In its decision the Federal Constitutional Court states, that the discrepance between fair market value and valuation value for significant groups of assets (business assets, portions of coporations, real estate property and agriculture and forestry (AF) businesses) are violating the principle of equality of § 3 sec. 1 of the German Basic Law (Grundgesetz - GG). The legislative was obliged to define a new legislation in line with the constitution until 31 December 2008, latest. On 11 December 2007, the German Federal Government (Bundesregierung) finally agreed on a draft revision of the inheritance and gift tax law and the valuation law. The German Federal Parliament (Bundestag) passed the inheritance tax reform on 27 November 2008 in the 2nd and 3rd reading, during which the finance committee of the German Parliament (Finanzausschuss des Bundestages) made considerable changes to the original draft. The approval in the German Federal Council (Bundesrat) was obtained in the special session of the council on 5.12.2008, the approval of the Federal President (Bundespräsident) on 24.12.2008. Current Situation: In addition to the changes necessary for constitutional reasons, the central concern of the reform is to simplify business takeover by the successors. However, the legislator neither has had the courage to - as hoped by many - completely abolish inheritance taxation, not did he take the opportunity to perform a complete change of the inheritance taxation system which might become mandatory for constitutional reasons. The result is a compromise between of the various government parties: a law that amends the existing inheritance tax law on which it is based in a limited number of points. The new [...]
