The value of the global logistics market accounted for $591.1 billion in 2005 and is expected to further grow by 22.1% until 2010. Apart from a constant pressure to reduce costs and improve efficiency, logistics increasingly serves as a differentiating feature for products and an important lever for improving customer satisfaction. Coordination with other departments also plays a crucial role. The increasing complexity and dynamics of the business world did not leave logistics unaffected. Key drivers of uncertainty include globalization of supply and customer bases, shortening of product life cycles, increasing competition and more demanding customers. Thus, the challenge for logistics managers nowadays is to constantly balance a need to perform well on hard measures of performance, while responding to a constantly changing environment. With respect to logistics increasing importance for corporate success, reacting to contingencies by crisis management and firefighting is no longer an option. Instead, logistics managers must proactively and strategically plan for the future and prepare for change.

Book excerpt: Operational Logistics: The Art and Science of Sustaining Military Operations explores military logistics in terms of the theoretical foundations of operational logistics (OpLog) and its applications. The theoretical foundations are examined with regard to two dimensions. First, the artistic or qualitative aspects of contemporary logistics are looked at in the context of the operational level of war. These OpLog aspects include principles, imperatives and tenets, which are stated and analyzed. The second dimension relates to the scientific aspects of logistics. It is manifested by a formal network model that represents the structural and operational features of an OpLog system. Hence the book examines both artistic and scientific dimensions of military logistics and integrates the respective qualitative and quantitative aspects into a unified and definitive presentation of operational logistics. Chapter 1 presents a general introduction to military logistics. Chapter 2 discusses the general structure and characteristics of logistics and describes its three levels - strategic, operational and tactical. Chapter 3 focuses on Operational Logistics (OpLog). Chapter 4 deals with the logistics planning process. Chapter 5 addresses the issue of logistics information. Chapter 6 deals with forecasting logistics demands. Chapter 7 introduces the first version of the logistics network model. Chapter 8 addresses an important property of an OpLog system - Flexibility. Chapter 9 discusses two major (and dual) issues in OpLog practice: force accumulation and medical treatment and evacuation. Chapter 10 presents an inter-temporal network optimization model that is designed to determine deployment and employment of the support chain in an OpLog system.

The Navy desires that Service planning be compatible with Joint Planning to the extent feasible. For this reason, the Navy resupply logistic planning factor data published in Table 1.5 of Logistics Reference Data, NAVMAT P-4000-2 were selected as prototypes for use in the Joint Operation Planning System and in the Logistics Annex of the Joint Strategic Capabilities Plan. For peacetime based consumption of Navy materiel, methodology recommended in this report consists of a computerized analysis of Navy issue data collected from all sources. Peacetime consumption will then be adjusted to wartime rates by applying combat intensity factors and theater environment factors.

(2) The computer-assisted procedure gives TC the capability: (a) To reduce by a factor of 2 or 3 the time required to complete the T Annex to a DASL (subject, of course, to total elapsed time determined by procedures of other technical services); (b) To increase the military soundness of strategic transportation plans without increasing total expenditure of effort; (c) To respond quickly to changes in guidance; (d) To test the effects of differing assumptions by repeated trials within planning deadlines; and (e) To consider alternative courses of action in a single plan. (3) The feasibility of computerassisted planning in the other technical service areas is strongly indicated. (4) The feasibility of computer-assisted contingency and operational planning is indicated. (5) Computer-assisted procedures appear to have the potential for increasing accuracy and scope of plans and reducing planning time. (Author).
