Zadeh, the theory of fuzzy sets has matured into a wide-ranging collection of concepts, models, and tech niques for dealing with complex phenomena which do not lend themselves to analysis by classical methods based on probability theory and bivalent logic. Nevertheless, a question which is frequently raised by the skeptics is: Are there, in fact, any significant problem areas in which the use of the theory of fuzzy sets leads to results which could not be obtained by classical methods? The approximately 5000 publications in this area, which are scattered over many areas such as artificial intelligence, computer science, control engineering, decision making, logic, operations research, pattern recognition, robotics and others, provide an affirmative answer to this question. In spite of the large number of publications, good and comprehensive textbooks which could facilitate the access of newcomers to this area and support teaching were missing until recently. To help to close this gap and to provide a textbook for courses in fuzzy set theory which can also be used as an introduction to this field, the first volume ofthis book was published in 1985 [Zimmermann 1985 b]. This volume tried to cover fuzzy set theory and its applications as extensively as possible. Applications could, therefore, only be described to a limited extent and not very detailed.

Expert system technology brings into programming a new dimension in which "rule of thumb" or heuristic expert knowledge is encoded in the program. In contrast to conventional procedural languages {e. g. , Fortran or C}, expert systems employ high-level programming languages {Le. , expert system shells} that enable us to capture the judgmental knowledge of experts such as geologists, doctors, lawyers, bankers, or insurance underwriters. Past expert systems have been more successfully applied in the problem areas of analysis and synthesis where the boundary of lo;nowledge is well defined and where experts are available and can be identified. Early successful applications include diagnosis systems such as MYCIN, geological systems such as PROSPECTOR, or design/configu ration systems such as XC ON. These early expert systems were mainly applicable to scientific and engineering problems, which are not theoreti cally well understood in terms of decisionmaking processes by their experts and which therefore require judgmental assessment. The more recent expert systems are being applied to sophisticated synthesis problems that involve a large number of choices, such as how the elements are to be compared. These problems normally entailed a large search space and slower speed for the expert systems designed. Examples of these systems include factory scheduling applications such as ISIS, or legal reasoning applications such as TAXMAN.

This paper presents a procedure for assessing to what extent the measures of performance of an organization are modified when an expert system is introduced. First, a model of symbolic computation with fuzzy logic, using Predicate Transition Nets, is presented to model the most common kind of expert systems the consultant expert systems. This model allows to evaluate its response time for a given input. An Air Defense problem in which command and control involves a hierarchical two decisionmaker organization, where the expert system is used as an aid in the fusion of inconsistent information, is then presented. A strategy involving the use of the expert system is compared to two other strategies expected to be used by a decisionmaker facing this problem. Measures of performance (workload, timeliness and accuracy) are evaluated for each of these strategies. The results show that the strategy involving the use of the expert system improves significantly the accuracy of the organization, but requires more time and increases the workload of the decisionmaker using it. In the first part, the nature of expertise is discussed and characteristics of expert judges are described. Issues concemed with the eval- tion of judgment in the psychological laboratory are assessed and contrasted with studies of expert judgment in ecologically valid contexts. In addition, issues concerned with eliciting and validating expert knowledge are discussed. Dem- strations of good judgmental performance are linked to situational factors such as feedback cycles, and measurement of coherence and reliability in expert ju- ment is introduced as a baseline determinant of good judgmental performance. Issues concerned with the representation of elicited expert knowledge in kno- edge-based systems are evaluated and methods are described that have been shown to produce improvements in judgmental performance. Behavioral and mathematical ways of combining judgments from multiple experts are compared and contrasted. Finally, the issues developed in the preceding contributions are focused on current controversies in decision support. Expert judgment is utilized as a major input into decision analysis, forecasting with statistical models, and expert s- tems.

The basic operators AND, OR, and NOT are then used to model the most common kind of expert systems: the consultant expert system in which production rules are used for knowledge representation. This model allows to simulate the dynamical behavior of the expert system in its search for a solution and to evaluate its response time for a given input. This response time depends on the number of rules scanned by the system and on the number of interactions with the user. An Air Defense Command and Control application, involving a hierarchical organization, where the expert system is used as an aid in the fusion of inconsistent information, is then developed. A strategy involving the use of the expert system is compared to two other strategies expected to be used by a decision making facing this problem. Measures of performance (workload, timeliness, and accuracy) are evaluated for each of these strategies. The results show that the use of the expert system improves significantly the accuracy of the organization, but requires more time and increases the workload of the decision making using it.
