As such, this is an inquiry into the impact of ethics, strategy and military technology on the decision calculus of national leaders. Following the first Gulf War in 1991, this new study shows how US Presidents increasingly used stand-off precision guided munitions (or "PGMs", especially the Tomahawk cruise missile) either to influence foreign adversaries to make specific policy choices or to signal displeasure with their actions. Such uses of force are attractive because they can lead to desirable policy outcomes where conventional diplomacy has failed but without the large cost of lives, economic resources, or political capital that result from large-scale military operations. In a post-9/11 world, understanding alternative uses of force under significant policy constraints is still of supreme importance.

The authors evaluate the role of nuclear weapons in several foreign policy contexts and present a trove of new quantitative and historical evidence that nuclear weapons do not help countries achieve better results in coercive diplomacy. The evidence is clear: the benefits of possessing nuclear weapons are almost exclusively defensive, not offensive.

The spread of nuclear weapons in Asia, and the potential for new nuclear weapons states in the Middle East, create new possible axes of conflict potentially stressful to the existing world order. Other uncertainties include the interest of major powers in developing a wider spectrum of nuclear weapons and delivery systems, possibly for use in limited nuclear wars, and the competitive technologies for antimissile defenses being developed and deployed by the United States and Russia. Other technology challenges, including the implications of cyberwar for nuclear deterrence and crisis management, are also considered. Political changes also matter. The early post-Cold War hopes for the emergence of a global pacific security community, excluding the possibility of major war, have been dashed by political conflict between Russia and NATO, by the roiled nature of American domestic politics with respect to international security, and by a more assertive and militarily competent China. Additionally, the study includes suggestions for both analysis and policy in order to prevent the renewed U.S.-Russian nuclear arms race and competition in new technologies. Many scholars have tried to explain the intervention behavior of states in crises, conflicts, and wars. When and why do states intervene, and what are reasons for nonintervention? The explanations are manifold and include political, military, economic, social, environmental, domestic, and humanitarian factors. The theoretical literature covers a gamut of realist intentions, ranging from security, power, and national interests, as guides to state action; to emphasis on international trade and economics; and to domestic politics. Some argue for explanations based on idealistic aspirations, such as democracy and human rights. Many studies focus on a mix of different reasons.
