Sam "the Banana Man" Zemurray, a Bessarabian Jewish immigrant, made a fortune in Honduran bananas after he got into the business of "revolutin," and his exploits are now legendary. His hired mercenary Lee Christmas, a bellicose Mississippian, made a reputation in Honduras as a man who could use a weapon. The supporting cast includes Minor Keith, a railroad builder and banana baron; Manuel Bonilla, the Honduran mulatto whose cause Zemurray subsidized; and Jose Santos Zelaya, who ruled Nicaragua from 1893 to 1910. The political and social turmoil of the modern Central America cannot be understood without reference to the fifty-year epoch in which the United States imposed its political and economic influence on vulnerable Central American societies. The predicament of Central Americans today, as isthmian peoples know, is rooted in their past, and North Americans have had a great deal to do with the shaping of their history, for better or worse.

From the perspective of the Americans involved, the empire carved out by the banana warriors was a domain of bickering Latin American politicians, warring tropical countries, and lawless societies that the American military had been dispatched to police and tutor. Beginning with the Cuban experience, Langley examines the motives and consequences of two military occupations and the impact of those interventions on a professedly antimilitaristic American government and on its colonial agents in the Caribbean, the American military. The result of the Cuban experience, Langley argues, was reinforcement of the view that the American people did not readily accept prolonged military occupation of Caribbean countries. In Nicaragua and Mexico, from 1909 to 1915, where economic and diplomatic pressures failed to bring the results desired in Washington, the American military became the political arbiters; in Hispaniola, bluejackets and marines took on the task of civilizing the tropics. In the late 1920s, with an imperial force largely of marines, the American military waged its last banana war in Nicaragua against a guerrilla leader named Augusto C. Sandino. While not dismissing these characteristics, Knut Walter argues that the regime was in fact more notable for its achievement of stability, economic growth, and state building than for its personalistic and dictatorial features. Using a wide range of sources in Nicaraguan archives, Walter focuses on institutional and structural developments to explain how Somoza gained and consolidated power. According to Walter, Somoza preferred to resolve conflicts by political means rather than by outright coercion. Specifically, he built his government on agreements negotiated with the country's principal political actors, labor groups, and business organizations. Nicaragua's two traditional parties, one conservative and the other liberal, were included in elections, thus giving the appearance of political pluralism. Partly as a result, the opposition was forced to become increasingly radical, says Walter; eventually, in 1979, Nicaragua produced the only successful revolution in Central America and the first in all of Latin America since Cuba's.

For two decades between the two world wars, America pursued a foreign policy course that was, according to Rhodes, shortsighted and self-centered. Believing World War I had been an aberration, Americans na^Dively signed disarmament treaties and a pact renouncing war, while eschewing such inconveniences as enforcement machinery or participation in international organizations. Smug moral superiority, a penurious desire to save money, and naíveté ultimately led to the neglect of America's armed forces even as potential rivals were arming themselves to the teeth. In contrast to the dynamic drive of the New Deal in domestic policy, foreign policy under Franklin D. Roosevelt was often characterized by a lack of clarity and, reflecting Roosevelt's fear of isolationists and pacifists, by presidential explanations that were frequently evasive, incomplete, or deliberately misleading. One of the period's few successes was the bipartisan Good Neighbor policy, which proved far-sighted commercially and strategically. Rhodes praises Cordell Hull as the outstanding secretary of state of the time, whose judgment was often more on target than others in the State Department and the executive branch.
