This was contrary to Britain, which had played a key role in the diplomatic arena since the Treaty of Berlin in 1878, when the Armenian question had become a subject of great power diplomacy. However, by the end of the war the dynamics of the international system had undergone drastic change, with America emerging as one of the primary powers politically involved in the Armenian issue. Dismantling the Ottoman Empire explores this evolution of the United States’ role in the Near East, from politically distant and isolated power to assertive major player. Through careful analysis of the interaction of Anglo-American policies vis-à-vis the Ottoman Armenians, from the Great War through the Lausanne Peace Conference, it examines the change in British and American strategies towards the region in light of the tension between the notions of new diplomacy vs. old diplomacy. The book also highlights the conflict between humanitarianism and geostrategic interests, which was a particularly striking aspect of the Armenian question during the war and post war period. Using material drawn from public and personal archives and collections, it sheds light on the geopolitical dynamics and intricacies of great power politics with their long-lasting effects on the reshuffling of the Middle East. Scholars have long described these massacres as genocide, one of Hitler’s prime inspirations for the Holocaust, yet the United States did not officially recognize the Armenian Genocide until 2021. This is the first book to examine how and why the United States refused to acknowledge the Armenian Genocide until the early 2020s. Although the American government expressed sympathy towards the plight of the Armenians in the 1910s and 1920s, historian Julien Zarifian explores how, from the 1960s, a set of geopolitical and institutional factors soon led the United States to adopt a policy of genocide non-recognition which it would cling to for over fifty years, through Republican and Democratic administrations alike. He describes the forces on each side of this issue: activists from the US Armenian diaspora and their allies, challenging Cold War statesmen worried about alienating NATO ally Turkey and dealing with a widespread American reluctance to directly confront the horrors of the past. This material is used to build up a detailed and incontrovertible study of British policy, which shows the extent to which it was governed by self-interest even when support for Armenia was its most altruistic. Once Britain secured predominance in the Persian Gulf, she lost all her interest in Armenian territory and the dilemma was posed when the war ended: not only did she no longer need Armenia but also had to decide who to support in Russia. Armenia lost out on all sides and was compelled eventually to adapt herself to the policies of the surrounding countries. This is an interesting read for scholars and researchers of international relations and international political history.

Book excerpt: For almost nine decades, since their mass-resettlement to the Levant in the wake of the Genocide and First World War, the Armenian communities of Lebanon and Syria appear to have successfully maintained a distinct identity as an ethno-culturally diverse group, in spite of representing a small non-Arab and Christian minority within a very different, mostly Arab and Muslim environment. The author shows that, while in Lebanon the state has facilitated the development of an extensive and effective system of Armenian ethno-cultural preservation, in Syria the emergence of centralizing, authoritarian regimes in the 1950s and 1960s has severely damaged the autonomy and cultural diversity of the Armenian community. Since 1970, the coming to power of the Asad family has contributed to a partial recovery of Armenian ethno-cultural diversity, as the community seems to have developed some form of tacit arrangement with the regime. In Lebanon, on the other hand, the Armenian community suffered the consequences of the recurrent breakdown of the consociational arrangement that regulates public life. In both cases the survival of Armenian cultural distinctiveness seems to be connected, rather incidentally, with the continuing 'search for legitimacy' of the state.

This book examines the confiscation of Armenian properties during the genocide and subsequent attempts to retain seized Armenian wealth. Through the close analysis of laws and treaties, it reveals that decrees issued during the genocide constitute central pillars of the Turkish system of property rights, retaining their legal validity, and although Turkey has acceded through international agreements to return Armenian properties, it continues to refuse to do so. The book demonstrates that genocides do not depend on the abolition of the legal system and elimination of rights, but that, on the contrary, the perpetrators of genocide manipulate the legal system to facilitate their plans.
