The disease is being combatted by quarantining infected areas and bringing these unc control by vaccination of all livestock within these areas. Argentina's cattle and beef industry is based on the productive pastures of the Pam Steers and heifers are put on special fattening pastures soon after weaning and kept there about 12 months until ready for market. Alfalfa pastures are the foundation of this syste although many animals are pastured on rye or other small grains during the winter. Fatten in feed lots, common in the United States, is not practiced. Except for purebred breeding anime Argentine cattle are not fed any grain except when occasionally turned into grain fields ti have failed to produce a crop worth harvesting. Resources would be utilized to produce the most desirable pro duct. It is a function of the pricing system.to direct the efforts of producers in the direction of utility or usefulness of their products. Unless it is allowed to do that it is not carrying out its proper function. Under a system.of paying a differential price for meat type hogs, those producers who raise and market hogs of that type would receive an enhanced income. If the change to meaty hogs W're more nearly'universal, some economic gain would accrue to the entire industry from replacing 10wbprtced fat with higher-priced lean. However, as more lean and less fat were produced the wide price differential between the two would be narrowed somewhat. The lower price for lean would at least partially offset the bigger quantity to be sold. Dollar income to the industry as a.whole would not be increased enough to be the sole or main reason for changing the kind of hog producedg, The justification is rather in the factors already'named, fitting production to the expressed preferences of consumers, rewarding the producer who does so, and therebmaking best use of the corn from 30 to 35 million crop acres that annually is fed to hogs. If a donkey is badly beaten, a dog stoned, or a cat killed with a riding-whip, the chances are that a prosecution will ensue or a question be asked in Parliament; for public Opinion and the law lay it down that the infliction of unnecessary suffering on animals is cruelty, an offence punishable by fine or imprisonment. But if in the dark and sacred precincts of our slaughterhouses some sheep are killed yearly, without first being stunned, by a method which, even in the hands of an expert, produces some seconds of acute suffering (report of the Admiralty Committee on Humane Slaughtering of Animals, if thousands of cattle, stunned by inexperienced young slaughtermen, require two or more blows of that primitive instrument, the pole-axe; if pigs are driven in gangs into a small space and there killed, one by one, while the others squeal in terror round their dead bodies; if all this preventible suffering is inflicted daily in our slaughter houses, what does public Opinion know of it, and what does the law care? One of the quaintest things in life is the inability of the human mind to see that what is sauce for the goose is sauce for the gander. There was a time in this country when men beat their donkeysset cocks fighting, baited bears and badgers, tied tin pots to dogs' tails, with the lightest of light hearts and no consciousness at all that they were outside the pale of decency in doing so. Their descendants, butchers, slaughterers, what-not (as good and decent fellows as members of other trades) now look on the unnecessary suffering involved in such doings with the same aversion as the rest of us; but they still kill their sheep without stunning, still drive their pigs in gangs into the slaughtering chamber, still prefer to use the uncertain pole-axe - all without a qualm. Breeders keep cows and raise calves, which are sold as yearlings weighing 350 to pounds. Growers buy yearlings, and sell 2-year olds' weighing 600' to 700 pounds. Feeders keep the 2-year-olds for 15 to 2h months, depending on range and market conditions, and sell the finished animals at to pounds. Practices in handling cattle vary widely, but typically are rather primitive. Range hulls deteriorate rapidly, as controlled breeding is practiced only to a limited degree. Most calves are dropped in the Spring, but some births occur throughout the year. Often the calves are left until they are 6 to 12 months old before being rounded up for branding (or ear-clipping), vaccination, castra tion of male stock, dehorning, and clipping. Castration at a late age curtails the animals' growth considerably, and causes some death losses. Also, castration is often omitted entirely, or, when performed by pressure instruments, is done only partially. Dehorning is limited to clipping the tips. Under these circumstances, a large percentage of cattle come to market as large-boned lean, muscular, wide-horned animals, and producing lean meat with out marbling and without fat, which Cuban consumers prefer. Some growers, however, have demonstrated that Cuba can produce fat, grass-fed steers whose meat compares favorably with all but the highest grade of grain-finished steers in the United States. Disease is not a serious factor. The island is free of foot-and-mouth disease and rinderpest. Strict quarantine regulations bar the importation of fresh meat from infested countries, which might bring these diseases to Cuba. Cattle gener ally are vaccinated against blackleg and anthrax. Tuberculosis and Bang's disease exist but have not been reported at any time as causing serious losses. Cattle ticks are common throughout Cuba. Although the cattle develop a relative immunity to tick fever, the vitality and quality of herds are sometimes affected detrimentally. The better ranches dip their cattle regularly, and some have developed pastures fairly free of ticks. The prevalence of ticks is a particularly serious problem for breeding stock imported from tick-free areas of the United States.
